MINUTES
The Design Review Board met in regular session on August 10, 2023, Lindgren presiding.
1. CALL TO ORDER: Lindgren calls the meeting to order at 6:00.
2. ROLL CALL: SAYER, DUPERAULT, LINDGREN, MIHAN, GREER. Absent:
GRUBB, MERRILL. A quorum is present.
3. CONSENT AGENDA: ALL CONSENT AGENDA ITEMS ARE CONSIDERED
ACTION ITEMS. Consent Agenda items are considered to be routine and are acted on with
one motion. There will be no separate discussion on these items unless a Design Review
Board member or City Staff requests an item to be removed from the Consent Agenda for
discussion. Items removed from the Consent Agenda will be placed on the Regular Agenda
in a sequence determined by the Rules of Order. Any item on the Consent Agenda that
contains written recommendations from the City of Eagle shall be adopted as part of the
Design Review's Consent Agenda approval motion unless specifically stated otherwise.

Sayer moves to approve the consent agenda as presented. Seconded by Greer.
ALL AYES ... MOTION CARRIES.
4. UNFINISHED BUSINESS: None.
5. NEW BUSINESS:
A. ACTIONITEM.- DR-35-23 — Common Area Landscanina and Amenities within
Centerra Subdivision — Gemshore Eagle RE, LLC: Gemshore Eagle RE, LLC,
represented by Stephanie Hopkins with KM Engineering, LLP, is requesting design
review approval of the common area landscaping and amenities within Centerra
Subdivision. The 34.57-acre site is located on the south side of West Floating Feather
Road approximately 500-feet west of the intersection of North Cove Colony Way and
West Floating Feather Road. (BAW)
Stephanie Hopkins, with KM Engineering, LLP, 5725 N. Discovery Way, Boise,
provides an overview of the application and responds to questions from the Board.
Chad Jones, 1119 E. State Street, Eagle, responds to questions from the Board.
City Planner, Barb Williams, provides an overview of the application and responds to
questions from the Board.
Lindgren moves to approve DR-35-23 with the site specific and standard
conditions as written and with the following modifications.
Site Specific Condition 415: Applicant to provide material and color samples of
the pool house, mailbox structure, the pump house as well as the decorative post
that will be accommodating the fence line.
Site Specification Condition 916: Provide clarification in regards to the down
spout drainage as it relates specifically clarifying what that downspout
methodology is as well in relation to landscaping hardscape services and with
that, that is my motion.
Seconded by Duperault.
Lindegren amends his motion on both added site specific conditions items 15 and
16 to be reviewed by staff and one member of the Design Review Board.
Amended motion. Seconded by Duperault. ALL AYES ... MOTION CARRIES.
B. ACTION ITEM.- DR-36-23 — Subdivision Entry Monument Sign for Centerra
Subdivision — Gemshore Eagle RE, LLC: Gemshore Eagle RE, LLC, represented by
Jim Nemeth with Idaho Electric Signs, is requesting design review approval for one
subdivision entry monument sign for Centerra Subdivision. The 34.57-acre site is
located on the south side of West Floating Feather Road approximately 500-feet west
of the intersection of North Cove Colony Way and West Floating Feather Road.

of the application and responds to questions from the Board.
Kaylee Candrian, KM Engineering, 5725 N. Discovery Way, Boise, responds to
questions from the Board regarding the landscape design around the signage.
City Planner, Barb Williams, provides an overview of the application and responds to
questions from the Board.
Lindgren moves to approve DR-36-23 with the site specific and standard
conditions as written and with the following modifications.
Site Specification Condition #6: The applicant to provide clarification on the
substrate material that is the backdrop of the sign where Centerra is, just the
actual finish versus the material sample we have up here. I think that is the extent
of my added site specific conditions. Did I miss anything? That to be reviewed by
one staff member and one board member. Thank you, Barb, I will get that
eventually. That is my motion, may I entertain a second?
Seconded by Milian. ALL AYES ... MOTION CARRIES.
6. REPORTS:
A. Design Review Board: Inquire as to the status of updates to the EASD book.
B. Staff: City Planner, Barb Williams, responds to questions from the Design Review
Board regarding the status of updates to the EASD book. In addition, an update of
upcoming Design Review Board meetings is provided.
7. ADJOURNMENT:
Duperault moves to adjourn. Seconded by Sayer. ALL AYES ... MOTION CARRIES.
