PROPOSAL:
• Eagle City Code Section 8 -2A -2(B)
The general theme of the Design Review Overlay District is to specify desirable building and
landscape architectural styles and materials to create a sustainable and pleasing environment for
residents and visitors alike. The architectural designs, materials, and graphics set forth in this article
are compiled to create a theme unique to the area called "Eagle Architecture".
• Eagle City Code Section 8 -2A -6(A)(4)
Signage for any project shall provide for business identification and minimize clutter and confusion
on and off the site.
a. The "overall sign concept" for multi -tenant business centers to assure that it addresses the
continuity between tenant sign design and building design;

ns;
c. The provision for effective and necessary business identification systems adapted to the

• Eagle City Code Section 8 -2A -8(C)(9): Prohibited Signs:
a. Pole signs.
• Eagle City Code Section 82A -8(C)( 15): Master Sign Plan:
15. Master Sign Plan: A "master sign plan", as defined by this article, shall be required to be
submitted to the city for review and approval. The purpose of a master sign plan is to

master sign plan shall show sign colors, styles and locations of buildings, maximum size,

The master sign plan may be approved by the city with elements that require suspension or
relaxation of the height, area, number of signs, or locations of signs specified within this
article if the design review board finds that extraordinary conditions exist which allow
suspension or relaxation, but that any suspension or relaxation will still meet the intent of this
article and:
a. The development site contains unique or unusual physical conditions such as topography,
proportion, size or relation to a public street that would limit or restrict normal sign
visibility; or
b. The proposed or existing development exhibits unique characteristics of land use,
architectural style, site location, physical scale, historical interest or other distinguishing
features that justify variation from conventional development; or
c. The proposed signage incorporates special design features such as logos, emblems, murals,
statuaries or similar architectural elements that are designed in a manner determined by the
city to be architecturally compatible to the sign and area.
• Eagle City Code Section 8 -2A -8(C)(16): Exempt Signs:
16. Exempt Signs: The provisions and requirements of this article shall not apply to the following
signs and attention attracting devices, except that no sign or attention attracting device shall
block ADA accessible sidewalk requirements or the sight vision area of an intersection as
determined by ACHD:
b. Directional Signs (On Premises): Shall not exceed six (6) square feet in area.
C. DISCUSSION:
• The Camille Beckman facility and Chateau des Fleury building include the following uses:
manufacturing, production, packaging, office facilities, gift shop, showrooms, restaurant, gardens,
etc. In 2002, (with the original master sign plan approval — DR -69-02) it was established that this
site closely resembled a shopping center due to the multi -tenant buildings; therefore, the signage
allowed for a shopping center were applied to this site.
• The applicant is proposing to modify the master sign plan for Camille Beckman/Chateau des Fleury.
The proposed changes include: allow for each monument sign tenant panel to have a different
colored background with tenant's font and logos, to add one directional sign interior to the site
(west side of South Rosebud Lane approximately 200 -feet south of State Highway 44), to add one
building wall sign (north elevation of the building located at 176 South Rosebud Lane), and to add
six monument signs (along State Highway 44). Pursuant to Eagle City Code Section 8-2A-8, this
Page 8 of 18

site is permitted to have one subdivision sign, two monument signs, directional signs not to exceed
a sign area of 6 -square feet each, and building wall signs (not to exceed 10% of the area of the
building face for signs not visible from a state highway or not to exceed 20% of the area of the
building face for signs visible from a state highway).

• The applicant is requesting approval to incorporate additional colors to be used for the background

Staff defers comment regarding the proposed changes to the monument sign tenant panels to the
Design Review Board.
• The applicant is proposing to add an automated sign to the main monument sign (located on the
south side of State Highway 44 in the landscape island at the entry to South Rosebud Lane)
increasing the overall sign area to 164 -square feet. Pursuant to Eagle City Code Section 8 -2A -
8(C)(14), landscaping is required at the Kase of all monument signs and is required to be three time
the size of the largest sign area. A total of 492 -square feet of landscaping is required at the base of
the monument sign. Currently there is 440 -square feet of landscaping around the base of the
monument sign. The applicant should be required to provide a landscape plan showing a total of
492 -square feet of landscaping at the base of the main monument sign (located on the south side of
State Highway 44 in the landscape island at the entry to South Rosebud Lane). The landscape plan
should be reviewed and approved by staff and one member of the Design Review Board prior to
the issuance of a sign permit.
• The applicant is proposing to add six monument signs along State Highway 44. The signs are
proposed to be four -feet wide by six -feet tall and include an interchangeable display that will show
artwork, photographs, and text marketing for upcoming events, facility tours, weddings, annual
fundraisers, dinners, etc. Pursuant to Eagle City Code Section 8 -2A -8(C)(2), a maximum of two
monument signs are permitted for this site. Additional monument signs are only permitted for
single -tenant buildings within a shopping center, when located adjacent to a roadway. The site has
two existing monument signs and has two multi -tenant buildings. There are no single -tenant
buildings located within this development; therefore, six additional monument signs are not
permitted.

PUBLIC MEETING OF THE BOARD:
A. A meeting to consider the application was held before the Design Review Board on August 22, 2019,
at which time the Board made their decision.
B. Oral testimony in opposition to the application was presented to the Design Review Board by no one.
C. Oral testimony in favor of the application was presented to the Design Review Board by no one (not
including the applicant/representative).
BOARD DELIBERATION: (Granicus time — 27:44)
Upon completion of the applicant's and staff's presentations, the Board discussed during deliberation that:
• The Board is in favor of the proposed master sign plan modifications with the following
recommendations:
o The Board is in favor of the three colors proposed for the backgrounds of the tenant panels on the
main monument sign.
o The Board recommends the automated portion of the main monument sign have a frame
constructed around it to match the other tenant panels.
o The Board recommends dimensional lettering instead of a combination of dimensional and vinyl
lettering on the building wall sign for the restaurant.
o The Board recommends the directional sign not exceed 6 -square feet in sign area. (Site specific
condition No. 3 requires the 6 -square feet).
o The Board is not in favor of the proposed "lifestyle" monument signs along State Highway 44.
(Site specific condition No. 6 does not permit them).
• The Board is in favor of striking condition No. 2 which required additional landscaping around the base
of the main monument sign. The Board recognizes the landscape island is existing and an increase in
landscaping around the base of the monument sign would require the entire entrance to this facility to
be reconstructed to accommodate the 52 -square feet of additional landscaping.
