JOINT WORKSHOP
AUGUST 8, 2019 MINUTES
1. CALL TO ORDER: Mayor Ridgeway calls the meeting to order at 1:30 p.m.
2. ROLL CALL: BASTIAN, GOLD, PITTMAN, MITCHELL. All present. A
quorum is present.
ROLL CALL ACHD COMMISSIONERS: ACHD acknowledged that all
Commissioners are present.
3. PLEDGE OF ALLEGIANCE: Mayor Ridgeway leads the Pledge of Allegiance.
4. JOINT CITY COUNCIL/ACHD COMMISSIONERS WORKSHOP:
Mayor makes opening remarks.
A. Update from ACHD on Linder Road Expansion and discussion of Three Rivers
Crossing.
Mayor introduces the issue.
Ryan Head, ACHD Planning Supervisor displays a power point presentation and provides
an over of the project.
General discussion.
B. U date from ACHD on the State Street/Ea le Road intersection desi n and
construction timeline sidewalk im rovements and timin
Extension.
Mayor introduces the issue.
Diane Bevins: ACHD Manager of Capital projects displays a power point presentation
and provides an overview of the project.

C. Update from The City of Eagle on the purchase of the Landing and vacation
request for North 1st Street.
Mayor introduces the issue.
Planner Baird -Spencer displays a power point presentation and provides an overview of
the project.
General discussion.
D. Update from ACHD on Impact Fee Review Process.
Mayor introduces the issue.
Planner Baird -Spencer: this was previously discussed.
General discussion.

5. GENERAL DISCUSSION:
6. PUBLIC COMMENT 1:
This time is reserved for the public to address their elected officials regarding
concerns or comments they would like to provide to the City Council regarding
subjects not on the agenda. At times, the City Council may seek comments/opinions
regarding specific City matters during this allotted time. This is not the time slot to
give formal testimony on a public hearing matter, land use application, or comment
on a pending application or proposal. Out of courtesy for all who wish to speak, the
City Council requests each speaker limit their comments to three (3) minutes.
Discussion on street signs that are covered by trees and etc. Discussion on the parking
around Paddy Row, Plaza and old State. General discussion.
Discussion on the speed limits in the area.
Pat Minkiewicz, I live on Beacon Light Road and we are rural, and we want to keep it
that way. Discusses the deep drop offs on the side of the roadways in area. These are
traffic hazards. There are 16 places in the area. I want to know what entity and who to
contact in regard to this traffic safety.
Jane Rowling discusses vegetation that is blocking signage and your view. I just wonder
what agency is responsible. General discussion.
Pittman discusses the landscaping areas that are the responsibility of ACHD and the
maintence issues. General discussion.
7. ADJOURNMENT:
Pittman moves to adjourn. Seconded by Gold. Mayor: are there any objections to
adjournment? Seeing none we are adjourned.
Hearing no further business, the Council meeting adjourned at 2:45 p.m.
