PARKS, PATHWAYS AND RECREATION COMMISSION
H MINUTES
Eagle City Hall, 660 E. Civic Lane
April 18, 2019 5:30 p.m.
1. CALL TO ORDER: The meeting was called to order at 5:32 P.M.
2. ROLL CALL: BAUN, BROOM, CROCKETT, FRIEND, HEILMAN, MARSHALL, MINCH,
STERRAT
Absent — MINCH, HEILAMAN, and STIRRAT.
HEILMAN arrived at 5:36pm
STIRRAT arrived at 5:53pm
3. APPROVAL OF MINUTES:
A. Minutes of March 21, 2019
Baun moved to approve the minutes of March 21, 2019 as written. Seconded by Crockett.
ALL AYES... MOTION CARRIES.
4. PUBLIC COMMENT:
None
5. FOUNDATION FOR ADA AND CANYON COUNTY TRAIL SYSTEMS (FACTS):
Gary Segers presented information about F.A.C.T.S and discussed Eagle Island State Park via Mace Pathway,
Williamson Ranch Pathway, Locust Grove -- Eagle Island State Park Connector, Eagle Road Pathway, and
Bridge to Plantation Island.
6. MAYORS BRIEFING:
Mayor Ridgeway presented and discussed the budget. Bottom line for the end of this year should be almost
3 million dollars in the park fund. The plan is to use those funds in the rebuilding of Merrill Park.
General Discussion
Chairman Marshall asked if the City knows what the Eagle Island connection will cost. Steve Noyes stated
it will cost 1.6 million and a large percentage of that will have to be grant funded.
Commissioner Baun asked if the parking lot at the Ada/Eagle Sports Complex and under the ordinance the
city cannot have a dirt parking lot but is it required to have a paved parking lot. Mayor Ridgeway stated that
he is not sure.
Commissioner Baun asked if funds have already come out of the current budget for the new Westpark. Mayor
Ridgeway stated that the purchase of the park was split where half came out of the general fund and the other
half out of the park fund and that the funds were taken out of last years budget.
Commissioner Baun left the meeting at 6:30pm
7. TRAIL SUPERINTENDENT REPORT:
Commissioner Friend asked about the counters that are placed on the green belt pathways and if the counters
can distinguish between a person, dog, running, walking, biking, different types of transportation. Steve
Noyes stated that yes, the temporary counters can differentiate with an infrared sensor.
8. RECREATION SUPERINTENDENT REPORT:

Vice Chairman Stirrat stated that the activity guide has a wide array of classes being offered at this time but
no music. Brandon Johnson stated that the call for teachers has been put out there for classes such as music
and dance with no response.
9. UNFINISHED BUSINESS:
None
10. NEW BUSINESS:
Steve Noyes discussed trail naming and requested that the commission recommend to council to adopt the
names given.
Commissioner Crocket makes a motion to recommend those names to the council. Seconded by Vice
Chairman Stirrat. ALL AYES ... MOTION CARRIES.
Chairman Marshall recognizes Commissioner Dan Friend for his last day on the commission.

None
