Minutes - 2019 - Historic Preservation Commission - 06/12/2019 - RegularTHE CITY OF EAGLE HISTORIC PRESERVATION COMMISSION Minutes Eagle City Hall, 660 E. Civic Lane June 12, 2019 5:30 P.M. 1. CALL TO ORDER: Meeting called to order at 5:30 p.m. 2. ROLL CALL: Present: VALENTINE, FEND, OLVERA. Council Member Gold. Curator Dunn. Absent: STAFFORD. A quorum is present. 3. PUBLIC COMMENT: None This time is reserved for the public to address the Historic Preservation Commission regarding concerns or comments they would like to provide to the Commission regarding any matter, up to and including any subject on the agenda. Out of courtesy for all who wish to speak, the Commission requests each speaker limit their comments to three (3) minutes. 4. UNFINISHED BUSINESS: A. Discussion of distribution of tour guides Chairman Valentine introduces the item. States that she distributed them throughout the community at different locations. B. Historic site review status update Chairman Valentine introduces the item. The Commission members have begun the site review process, and would like to meet informally to finish the update. They will coordinate with Curator Dunn and hope to finalize and present this at the next meeting. 5. NEW BUSINESS: A. ACTION ITEM: Review and approve draft of site owner letter Chairman Valentine introduces the item. Discussion regarding draft language. These mailings will be sent to those properties on the Eagle Historic register. Fend moves to approve the letter as amended. Seconded by Olvera. ALL AYE...MOTION CARRIES. B. ACTION ITEM: Draft/concept of Eagle mass mailing letter Chairman Valentine introduces the item. Discussion regarding draft language and distribution. The intent is that this introductory letter will be sent to all residents. The goal of the letter is to provide information regarding the Commission to Eagle residents. Chairman Valentine would like to work with the other Commissioners to finalize the language and bring it back at the July meeting for final approval and hopefully an August mass mailing. Discussion regarding collecting updated mailing addresses for the Historic Property owners. C. ACTION ITEM: Minutes of May 29, 2019 Chairman Valentine introduces the item. Olvera moves to approve the minutes as presented. Seconded by Fend. ALL AYE...MOTION CARRIES. * D. ACTION ITEM: Discussion and approval of proposed Commission Planning Calendar. Chairman Valentine introduces the item and reviews the same. Page 1 of 2 6. REPORTS: A. Commissioner Reports: None B. Museum Manager/Curator Report: Curator Dunn: Update on plaques: She is currently seeking 3 quotes for the plaque manufacturing, and prior to moving forward with the purchase.2 of the 3 sought have been received to date. Dunn suggests possibly some sort of unveiling event/ceremony once the plaques are placed, if the Commission would start thinking if that is something they would like to do. Receipt of land use application transmittals. Curator Dunn is currently receiving transmittals from City Planning Staff for land use applications. Should any of the applications impact historic properties on the register, she will relay that information to the Commission so that they may provide comment on the application. Discussion regarding the Commission's role in influencing public opinion regarding potential negative impacts to historic structures or buildings. Enrollment in National Association of Preservation Commission. All of the Commissioners have been enrolled in NAPC and with this access to a plethora of resources is made available. 7. The Commission's role tarMined fined by LI City Luuhcii iid is to identify and encourage the safeguarding of the City's historic structures so that they continue to contribute to the City's unique character, culture and feel, preserving our past as we build towards the future. Through working with private property owners and shared preservation objectives, we can help ensure that the City of Eagle retains its historic integrity and character in present and future land use and development planning. You are the owner of a site listed on the current Eagle Historic Site Registry due to its architecture and/or history. We want to clarify what being on the Registry does and doesn't mean for you: What it does mean: 1. Our role as the Eagle Historic Preservation commission is to find and to provide recognition of a property's significance in history, architecture, engineering or archaeology. 2. Historic properties can serve as a tool for local planning, heritage tourism and heritage education. 3. If your site is a business, we can help on the opportunity to receive federal tax credits of up to 20% of certified rehabilitation costs. 4. We provide site owners with resources on the maintenance and rehabilitation of the historic property if they so desire. What it does NOT mean: 1. Being on the Eagle Historic Registry does not place any obligations on private property owners or restrict the use, treatment, transfer or disposition of private property. 2. It does not invoke local historic district zoning or local landmark designation that could put restrictions on private property. 3. Being on the registry is voluntary. If you wish to be removed please advise us. Thank You. In addition to being on a City's Registry, a property can only be listed in the National Register if the property owner consents to that designation.
