MINUTES
The Design Review Board met in regular session, June 27, 2019, Chairman Brasher
presiding.
1. CALL TO ORDER: Brasher calls the meeting to order at 6:00 p.m.
2. ROLL CALL: The following members were present: BRASHER, GRUBB, SAYER,
BAER, GERMANO, KOCI ABSENT: SCHAFER. A quorum is present.
3. CONSENT AGENDA:
• Consent Agenda items are considered to be routine and are acted on with one motion.
There will be no separate discussion on these items unless a Design Review Board
member, City Staff, or a citizen requests an item to be removed from the Consent
Agenda for discussion. Items removed from the Consent Agenda will be placed on the
Regular Agenda in a sequence determined by the Rules of Order.
• Any item on the Consent Agenda that contains written recommendations from the
City of Eagle shall be adopted as part of the Design Review's Consent Agenda
approval motion unless specifically stated otherwise.
A. Minutes of June 13, 2019.
Sayer moves to approve the consent agenda. Seconded by Grubb. ALL
AYE...MOTION CARRIES.
4. UNFINISHED BUSINESS:
A. ACTIONITEM: DR -38-19 — Restaurant Building in The Bridges at Lakemoor —
Mor Hood, LLC: Mor Hood, LLC, represented by James Marsh with CSHQA, is
requesting design review approval to construct a 7,060 -square foot restaurant
building. The 1.95 -acre site is located on the south side of East Colchester Drive at
165 East Colchester Drive within The Bridges at Lakemoor (Lot 7, Block 10,
Lakemoor Commercial Subdivision). This item was continued from the June 13, 2019 meeting.
Jim Marsh, with CSHQA, 200 Broad Street, Boise, Idaho reviews the application and
changes that were made. City Planner Gero reviews the application. Board discussion.
Brasher moves to approve DR -38-19 with the site specific and standard conditions
of approval with the following modifications:
Site specific condition #9: The applicant shall provide revised plans and elevations
indicating utility meters to be located on the southeast wall of the storage/cooler
room and proposed screening to be reviewed by staff and one member of the Design
Review Board.
Site specific condition #10: The applicant shall provide revised elevations indicting
that the fins on the north elevations shall be finished on each face, to be reviewed by
staff and one member of the Design Review Board.

Site specific condition #11: The letters indicated on the north elevations shall be
considered a separate submittal.
Site specific condition #12: The applicant shall provide a revised and complete
sample board to be reviewed by staff and one member of the Design Review Board.
Site specific condition #13: The applicant shall provide a revised landscape plan
indicating compact spaces in the landscape islands.
The Board unanimously approves of the revised plans and elevations date stamped
6/19/2019. Seconded by Koci. ALL AYE...MOTION CARRIES.
B. ACTIONITEM' DR -63-18 — Common Area Landscaping within Bellemeade
Subdivision (Revised) — Madera Development Inc.: Madera Development, Inc.,
represented by Sabrina Durtschi with KM Engineering, LLP, is requesting design
review approval of the common area landscaping within Bellemeade Subdivision.
The 10.99 -acre site is located on the north side of West Flint Drive at the northeast
corner of West Flint Drive and North Park Lane at 3850 West Flint Drive and 312
North Park Lane. This item was continued from the June 13, 2019 meeting.
Sabrina Durtschi with KM Engineering, 9233 W State Street, Boise, ID 83714 reviews
the application. Alyssa Yensen, with KM Engineering reviews the landscaping part of
the application and addresses tree mitigation. City Planner Lauerman reviews the
application. Board discussion.
Brasher moves to approve DR -63-18 — Common Area Landscaping within
Bellemeade Subdivision (Revised) — Madera Development Inc. with the site specific
and standard conditions of approval with the following modifications:
Site specific condition #8: The applicant shall provide revised elevations of the
trellis indicting that the metal roofing shall have concealed fasteners.
Site specific condition #9: The applicant shall provide a tree movement and
protection plan and or notes to the landscaping plan to be reviewed by staff and one
member of the Design Review Board.
Seconded by Baer. ALL AYE...MOTION CARRIES.
C. ACTIONITEM' DR -41-19 — Subdivision Entry Monument Sign for Bellemeade
Subdivision — Madera Development, Inc.: Madera Development, Inc., represented
by Sabrina Durtschi with the KM Engineering LLP, is requesting design review
approval of a subdivision entry monument sign for Bellemeade Subdivision. The
10.99 -acre site is located on the northeast corner of West Flint Drive and North Park
Lane at 3850 West Flint Drive and 312 North Park Lane. This item was continued from
the June 13, 2019 meeting.

Brasher moves to approve DR -41-19 — Subdivision Entry Monument Sign for
Bellemeade Subdivision — Madera Development, Inc. with the site specific and
standard conditions of approval with the following modifications:
Site specific condition #5: The applicant shall provide a revised plan indicating
plant species to be planted in front of and around the sign, to be reviewed by staff
and one member of the Design Review Board.
Site specific #6: The applicant shall provide revised cut sheet for lighting indicating
the kelvin temperature to be within the city code.
Seconded by Baer. ALL AYE...MOTION CARRIES.
5. NEW BUSINESS:
A. ACTIONITEM: DR -39-19 — Office Building — Olsen Wheeler CPA's PLLC:
Olsen Wheeler CPAs, PLLC, represented by Jessica Petty with 12.15 Design, LLC, is
requesting design review approval fora 4,533 -square foot office building. The 0.48 -
acre site is located on the south side of West Bavaria Street approximately 1,100 -feet west of
intersection of North Meridian Road and West Chinden Boulevard at 3509 West Bavaria
Street (Lot 5, Block 1, Ashbury Commercial Subdivision).
Jessica Petty, 6584 E Playwright Drive, Boise, architect for the project reviews the
application. City Planner Gero reviews the application. David Moorehouse, 3536 W
Rider Cup, Meridian, ID answers questions from the Board. Board discussion.
Brasher moves to approve DR -39-19 — Office Building — Olsen Wheeler CPA's
PLLC with the site specific and standard conditions with the following
modifications:
Site specific condition #12: The applicant shall provide plans and or elevations
indicating that all venting shall be colored or painted to match the roofing material,
to be reviewed by staff and one member of the Design Review Board.
Site specific condition #13: The applicant shall provide electrical drawings
indicating soffit lighting, to be reviewed by staff and one member of the Design
Review Board.
Site specific condition #14: The applicant shall provide revised landscaping plans
indicating utility meter locations and mechanical unit locations. The applicant is
encouraged to place those out of the view of the public.
Site specific condition #15: The applicant shall provide revised elevations indicating
window mullions on all four sides of the structure and more architectural interest
on the south elevation of the architects choice, to be reviewed by staff and two
members of the Design Review Board.
Seconded by Koci. Discussion. Brasher amends the motion to add to site specific
condition #14 to be reviewed by staff and one member of the Design Review Board.

B. ACTION ITEM DR -40-19 — Building Wall Sign for Olsen Wheeler CPA's PLLC:
Olsen Wheeler CPAs, PLLC, represented by Jessica Petty with 12.15 Design, LLC, is
requesting design review approval for one halo illuminated building wall sign and one
monument sign tenant panel. The 0.48 -acre site is located on the south side of West
Bavaria Street approximately 1,100 -feet west of intersection of North Meridian Road and
West Chinden Boulevard at 3509 West Bavaria Street (Lot 5, Block 1, Ashbury Commercial
Subdivision).
Jessica Petty, 6584 E Playwright Drive, Boise reviews the application. Moorehouse
addresses signage with the Board. City Planner Gero reviews the application. Board
discussion.
Brasher moves to approve DR -40-19 — Building Wall Sign for Olsen Wheeler CPA's
PLLC with the site specific and standard conditions of approval with the following
modifications:
Site specific condition #6: Any additional signage shall be submitted as a separate
submittal to the Design Review Board.
Seconded by Grubb. ALL AYE... MOTION CARRIES.
