Minutes - 2019 - City Council - 05/29/2019 - SpecialEAGLE CITY COUNCIL Special Meeting Minutes May 29, 2019 INVOCATION: 1. CALL TO ORDER: Mayor Ridgeway calls the meeting to order at 5:00 p.m. 2. ROLL CALL: BASTIAN, GOLD, PITTMAN, MITCHELL. All present. A Quorum is present. Kendra Kenyon calls the meeting to order on behalf of the Ada County Commissioners. Commissioners Kenyon and Lachiondo are present. 3. PLEDGE OF ALLEGIANCE: 4. JOINT CITY COUNCILBOCC WORKSHOP - The Ada County Board of County Commissioners and Eagle City Council will discuss their planning philosophies in managing growth through their Comprehensive Plans and Areas of City Impact. This will include presentations by Ada County staff. Mayor introduces the issues. Meg Leatherman, Director of Development Services for Ada County. Displays a power point presentation and provides an introduction. Discusses the quality of live in the surrounding area, the amount of public land that is in Ada County, the safety in the area, the difference in the duties and obligations between the County and the City, the vision and values of the City of Eagle, and growth in the valley. A. Growth: General discussion on gowth in the area. B. Comprehensive Plans: Planner Baird -Spencer provides an overview of the City of Eagle growth and the Comp Plan. Discussion on Ada County's Comprehensive Plans. C. Area of City Impact: General discussion on the area of City impact. D. Planned communities: General discussion on planned communities. 5. PUBLIC COMMENT: This time is reserved for the public to address their elected officials regarding concerns or comments they would like to provide to the City Council regarding subjects not on the agenda. At times, the City Council may seek comments/opinions regarding specific City matters during this allotted time. This is not the time slot to give formal testimony on a public hearing matter, land use application, or comment on a pending application or proposal. Out of courtesy for all who wish to speak, the City Council requests each speaker limit their comments to three (3) minutes. Jeff Stucker, I want to thank you for having this session. Eagle is a connected City. Discusses the things that distinguish Eagle. Teri Murrison, I was on the Eagle Transportation Committee. I'm currently on the Ada County Planning Zoning. Discusses their process on looking at projects. Discusses how Eagle is developing. I support regional planning. Bob Shepard, I want to thank staff for their presentations. Deborah Mayhew, I was delighted that you mentioned a community center, a community center would be wonderful. I would like to see more senior communities in Eagle. Discusses purchasing land for a light rail system. Discussion on impact fees. Bob VanArnem discusses regional cooperation. Discussion on Compass and what the function of this organization is. 6. ADJOURNMENT: Mayor: are there any objections to adjournment? Seeing none we are adjourned.
