1. CALL TO ORDER at 6:03pm
2. ROLL CALL: MORTENSEN present, HYER present, THAEMERT absent, ROGERS
present, SOELBERG present
3. ACTION ITEM: ADDITIONS, DELETIONS, OR MODIFICATIONS TO THE AGENDA
a. Unattended Children and Vulnerable Adults Policy moved from consent agenda to Old
Business item a
4. ALL CONSENT ITEMS ARE ACTION ITEMS. CONSENT AGENDA:
• Consent Agenda items are considered to be routine and are acted on with one motion. There
will be no separate discussion on these items unless an Eagle Public Library Board of
Trustees member, City Staff, or a citizen requests an item to be removed from the Consent
Agenda for discussion. Items removed from the Consent Agenda will be placed on the
Regular Agenda in a sequence determined by the Rules of Order.
• Any item on the Consent Agenda that contains written recommendations from the City of
Eagle shall be adopted as part of the Eagle Public Library's Board of Trustees Agenda
approval motion unless specifically stated otherwise.
• Minutes of March 20, 2019.
• Approval of Bills.
Hyer moved to approve the consent agenda with modification. Mortensen provided 2"d
Approval of consent agenda was unanimous.
5. REPORTS
a. Director's Report
Circulation increased again. Chicken egg display is back for Easter. Rotating collections
are being added to senior living facilities as part of outreach efforts. Caldwell library is
going fine free. Nampa library is expected to go fine free in October. Boise library
anticipates following soon.
b. Library Liaison / City Hall Reports
Next town hall meeting will be April 29th at 6pm.
c. ICfL Trustee Connection (Nikki Hyer)
Trustee Hyer and Director Bumgarner attended the Trustee Connection meeting. Trustee
Hyer brought forward the following items for future consideration:
o Move discussions to be more strategic and less transactional
o Need to complete Director Bumgarner's annual review
o Work more as a Board on advocacy
o Set time limits on topics to make a more efficient agenda
o Consider creating/updating a Board orientation packet and manual
o Boise and Kuna libraries are pursuing levies
6. OLD BUSINESS
• Unattended Children and Vulnerable Adults Policy. Annual policy review of Unattended
Child and Vulnerable Adults Policy. The policy was adopted on April 13, 2015, and last
reviewed and reaffirmed on April 19, 2017. There are no recommended changes.

Discussion of age categories as defined in the policy for clarification. After discussion,
Soelber moved to approve policy as presented. Hyer provided a 2nd. The policy was
reaffirmed.
7. NEW BUSINESS
a. Fiscal Year 2019/2020 Budget
This topic was carried forward to May meeting as no preliminary budget was
prepared.
8. PUBLIC COMMENT: This time is reserved for the public to address the Eagle Public Library
Board of Trustees regarding concerns or comments they would like to provide to the Board
regarding subjects not on the agenda. This is not the time slot to give formal testimony on a new
business item or pending application or proposal. Out of courtesy for all who wish to speak, the
Board requests each speaker limit their comments to three (3) minutes.
Judy Dahl of 735 Echohawk Way asked questions about infrastructure and library financing as it
relates to planning of future services and facilities.
9. ADJOURNMENT
Mortensen moved to adjourn the meeting. Soelberg provided a second. The meeting was
adjourned at 6: 2 Bpm.
