SPEICAL MEETING WITH EURA
MEETING MINUTES
August 6, 2026
1. ROLL CALL: Chairman Butler calls the meeting to order.
CITY COUNCIL: GILLIS, KVAMME, MAY, MERRILL.
Absent: Merrill. A quorum is present.
EAGLE URBAN RENEWAL AGENCY: AGRUSA, BRAKEBILL,
BUTLER, DIETRICH, HOPE, MCOMBER.
Absent: Hope. A quorum is present.
2. PLEDGE OF ALLEGIANCE: Butler leads the Pledge of Allegiance.
3. AGENDA APPROVAL:
A. ACTION ITEM: Approve or Amend the Alzenda.
McOmber moves to approve the agenda. Seconded by Brakebill. ALL
AYE ... MOTION CARRIES.
4. NEW BUSINESS:
A. Welcome and Purpose of the Joint Work -Session. (MB)
B. ACTION ITEM.- Jackson House Discussion.
• Review letter of intent
• Review concept plan
• Discuss any Olde Park updates
Chairman Butler provides an overview of the history and concept plan.
URA attorney Todd Lakey provides an overview of the letter of intent.
Council Gillis states that he is only in favor of the sale of the property but not in favor of
the road or additional housing development.
Discussion amongst the URA and Council regarding the potential road and sale of
property.
Next steps are discussing the sale price and bringing back to the URA. URA will then
provide Council with a LOI.
C. ACTION ITEM.- Ordinance 921 Discussion.
Discuss potential modification to the ordinance regarding terms and term limits.
The Council requests removing term limits.

General discussion. The City Clerk will work on an Ordinance amendment to bring before
Council for action.
5. ADJOURNMENT:
Butler moves to adjourn. Seconded by Francie. ALL AYE ... MOTION CARRIES.
May moves. Seconded by Kvamme. ALL AYE ... MOTION CARRIES.
Hearing no further business, the Council meeting was adjourned.
