Minutes - 2026 - City Council - 06/23/2026 - RegularEAGLE CITY COUNCIL MEETING MINUTES June 23, 2026 1. PLEDGE OF ALLEGIANCE: Mayor Pike leads the Pledge of Allegiance. 2. CALL TO ORDER: Mayor Pike calls the meeting to order at 5:30 p.m. 3. ROLL CALL: Present: GILLIS, KVAMME, MAY, MERRILL. A quorum is present. 4. ADDITIONS, DELETIONS OR MODIFICATIONS TO THE AGENDA: May moves to approve the amended agenda that was posted today. Seconded by Kvamme. Discussion. Clarification new agenda item IOA was added, original item IOA was moved to IOB. ALL AYE ... MOTION CARRIES. 5. PUBLIC COMMENT: This time is reserved for the public to address their elected officials regarding topics of general interest or concern. Comments regarding Public Hearing and land use items are to be made during the open public hearing for said item(s)in accordance with Idaho Code. We desire to have all interactions between the public, staff and elected officials to be conducted in a professional and civil manner. Therefore, comments are to addressed solely to the Council as a whole, and focus on the issue, avoiding personalized debate, and shall not make personal, impertinent, slanderous or profane remarks to any member of the Council, staff or other members of the public. Out of courtesy for all who wish to speak, the City Council requests each speaker limit their comments to three (3) minutes. Dave Castro, 2251 Hawks View Lane, Eagle, Idaho asks that item G on the consent agenda be removed for comment. Resolution No. 26-11- Vacation to the Final Plat of Valnova Estates No. 1: A Resolution of the City of Eagle, Ada County, Idaho, vacating a 10-foot (10') wide public and private utilities, irrigation, and lot drainage easement, which is centered on the shared lot line between Lots 15 and 16, Block 3, Valnova Estates Subdivision No. 1 (a re -subdivision of Lot 32, Block 1, Spring Valley Subdivision No. 1). (WEV) Mayor Pike introduces the item. Director Vaughan addresses item G. Vaughan states that the contract has not been completed as had been anticipated. The agreement that is being drafted is a reimbursement agreement between the City and GWC for the preparation of an RNPP application to the BLM for the exchange of the BLM property, 1640 acres, plus the 278 acres in the foothills for exchange that to the City of Eagle. A-2025-05/RZDA-2025-07/CUP-2025-06/PPUD-2025-06/PP-2025-07 - Annexation, Rezone with a Development Agreement, Conditional Use Permit, Planned Unit Development, and Preliminary Plat for the Mabury Subdivision - Sterling Homes Inc.: Sterling Homes Inc, represented by David Sterling with Ardurra, is requesting annexation, rezone from RUT (Rural Urban Transition — Ada County designation) to R-3-DA-P (Residential with a development agreement - PUD), conditional use permit, preliminary development plan, and preliminary plat approvals for Mabury Subdivision, a 13-lot (10-buildable, 3-common [2-open space, I -shared drive]) residential planned unit development. The 5.13-acre site is located on the south side of West Floating Feather Road, approximately 400-feet east of North Park Lane at 1010 North Park Lane. B *ACTIONITEM.• Resolution No. 26-12 - Restriction on Fireworks in Areas that Constitute a Severe Fire Threat: A Resolution of the City of Eagle, Idaho, declaring a restriction on the use of fireworks in areas that constitute a severe fire threat; and providing an effective date. (BKP) Mayor Pike introduces the item, as well as a recommended amendment.
