SPECIAL MEETING MINUTES
May 13, 2026
1. PLEDGE OF ALLEGIANCE: Mayor Pike leads the Pledge of Allegiance.
2. CALL TO ORDER: Mayor Pike calls the meeting to order at 5:30 p.m.
3. ROLL CALL: Present: GILLIS, KVAMME, MAY MERRILL.
A quorum is present.
4. UNFINISHED BUSINESS:
A. ACTION ITEM. Review and Discuss Orville Jackson House appraisal and proper
options.
Museum Director, Alana Dunn provides an overview of the Historic Structure Report that was
completed in May 2024 by Trout Architects on the Jackson House and the property appraisal
that was completed this year.
Council reviews and discusses the property appraisal, structure options as presented in the
Historic Structure Report, the possibility of a partnership with the Eagle Urban Renewal
Agency, the existing deed restriction and potential additional deed restriction(s) that the City
could place on the property. Discussion.
Merrill moves that the Eagle City Council move forward on option three with a private
sale/development with a deed restriction for the Jackson home as presented in our
meeting today on May 12". Seconded by May. Discussion. Clarification that Council move
in the direction, but are not necessarily absolute in pursuing it. They wish to take steps to
communicate with the potential partner and see if they are in concert with the option discussed
tonight. KVAMME, AYE; MAY, AYE; MERRILL, AYE, GILLIS, AYE. ALL
AYE ... MOTION CARRIES.
5. ADJOURNMENT:
May moves to adjourn. Seconded by Kvamme ALL AYE ... MOTION CARRIES.

budgetary commitment of approx. $314,188 for
renovations identified in Historic House report.
Appraisal as house stands today is $660,000 if not
parcel split
OR
-Scenario #2 (parcel split)
Potentially $975,000 appraisal
with no budgetary commitment for renovations
but with parcel split and valued at $337,500 for a
total appraisal of $975,000.
*In this second scenario, both parcels
would in theory be sold as a package deal.
-Most Probable Buyer
According to Appraiser, taking into account the size and
characteristics of the property and its occupancy, the likely
buyer is would be an owner -user.
