MEETING MINUTES
April 14, 2026
1. PLEDGE OF ALLEGIANCE: Mayor Pike leads the Pledge of Allegiance
2. CALL TO ORDER: Mayor Pike calls the meeting to order at 5:30 p.m.
3. ROLL CALL: Present: GILLIS, KVAMME, MAY MERRILL.
A quorum is present.
4. ADDITIONS, DELETIONS OR MODIFICATIONS TO THE AGENDA: NONE
5. RECOGNITION:
A. Recognition of the Eagle Hieh School Girls Wrestling Team for Winning the 2026 6A
Idaho State Wrestling Championship.
Mayor Pike presents the Team with a certificate of acknowledgement commemorating their
accomplishment.
Chief Ruby provides a review of recent law enforcement activities in Eagle. In addition, Deputy
Lund brings in narcotic dog, Griz, who recently completed his certification training. Chief gives a
review of the training involved with the certification.
Museum Director Alana Dunn reviews the appraisal findings of 185 S. Eagle Rd. and options for
the same. Council concurs to move forward and hold a workshop to determine the path forward for
the property
6. PRESENTATION:
A. Eagle Sewer District Update on District Operations: General Manager Neil Jenkins will
provide an update on District Operations.
Neal Jenkins, General Manager for Eagle Sewer District gives a brief history of the Eagle Sewer
District, the role of the district, geographic district boundaries as well as recent activities and future
plans. Discussion
7. PUBLIC COMMENT: This time is reserved for the public to address their elected officials
regarding topics of general interest or concern. Comments regarding Public Hearing and land use
items are to be made during the open public hearing for said item(s)in accordance with Idaho Code.
We desire to have all interactions between the public, staff and elected officials to be conducted in
a professional and civil manner. Therefore, comments are to addressed solely to the Board as a
whole, and focus on the issue, avoiding personalized debate, and shall not make personal,
impertinent, slanderous or profane remarks to any member of the Board, staff or other members of
the public. Out of courtesy for all who wish to speak, the City Council requests each speaker limit
their comments to three (3) minutes
Mayor introduces the item.
Shelby Conrad, 2022 N. Eagle Road, Eagle, Idaho. Ms. Conrad is very concerned with the
chemicals that would be released into the water. Expresses concern regarding the lack of
community outreach by the District. She cares about her community and the environment.
Cathy McGowen, 3496 Holl Drive Eagle, Idaho. Ms. McGowen has a well and irrigates her pasture
with irrigation water. She is concerned with the things that cannot be filtered out of the water, the

forever chemicals, the microplastics, and pharmaceuticals. She doesn't want them in her water for
herself, animals, kids nor her grandkids.
Richard Luellen, 9170 Hill Road Eagle, Idaho. Mr. Llewlen is concerned with discharge into the
aquifer and the contamination of the same. The persistence of the chemicals into the aquifer is of
great concern. The actions taken have the potential of resulting in a superfund type lawsuit in the
future.
Gina Mulhern, 10189 Shemand Dr, Star, Idaho. Ms. Mulhern is concerned that the water being
discharged is not being treated higher than class A. The City of Star's District releases water at a
better treated rate. She questions why Eagle Sewer District cannot meet the same standards as Star?
She feels as though if City cannot make those assurances, then they are doing a disservice.
Colby Inzer, 792 W. Colchester Dr. Eagle, Idaho, is in favor of the proposal by Eagle Sewer
District. He feels that there is a lot of disinformation and half-truths being distributed. Scientific
research is ongoing.
Mike Chase, 5r' generation Eagle resident and has seen a lot of changes in the valley over the years.
This proposal by the Sewer District is one of the worst. He is very concerned about the actions of
Eagle Sewer District. Nitrogen and phosphate levels going down Dry Creek and into the Boise river
is of great concern.
Pat Bottie, 1650 E. Beacon Light Road, Eagle, Idaho. Is concerned with animals grazing on plant
life growth irrigated by Class A water. He is opposed to the release of water into the canal.
Kathy Sullivan, 3290 Holl Drive, Eagle, Idaho. Holds shares of the Capital View Irrigation District
and the Farmers Union Ditch conveys their water. She does not believe that all downstream users
were appropriately noticed. Discusses legal, federal requirements she believes should be addressed
and therefore disallow the release of Eagle Sewer District waters into the canal.
Sophia Fleming, 1355 Washam Road, Eagle, Idaho. Ms. Fleming requests the consideration of
placing a moratorium on the agreement to disallow the discharge into Farmers Union canal.
Frank Agustino, 3640 Holl Drive, Eagle, Idaho. Reviews the meeting and actions of the Farmers
Union Canal. Discusses protocol associated with Eagle Sewer Districts and concerns with the same.
Margret Agustino, 3640 Holl Drive, Eagle, Idaho, reads the definition of class A water. Ms.
Augustino is concerned with the consumption of water by farm animals or humans that may be
exposed to the discharged water. She pleads with Council to not allow the proposed action by the
Eagle Sewer District.
Bill Bell, 3497 Holl Drive, Eagle, Idaho. Mr. Bell is a Capital View shareholder, is concerned
about the increase in flows into the canal and is worried about capacity. He is also concerned with
construction being initiated with permits being in place.
Nancy Chagares, 4060 N. Star Vista Lane. Ms. Chagares reviews her education level and work
experience. Ms. Chagares is an Eagle resident, and her family relies on groundwater from a private
well for drinking water, gardens and watering animals. The water released into the canal will seep
into the sound and become ground water. Class A water contains a far higher nitrate level than
natural ground water. Nutrients accumulate over time in the soil, water, plants and the food chain.
This is not the legacy that should be left for our children and grandchildren.
Nancy Knolle 1495 W. Wahham Road, Eagle, Idaho. Ms. Knolle is concerned with the potential
contamination of literally a billion dollars of property in Eagle. Appropriate notices were not
provided, and there is no benefit to the proposal. This will drastically impact her entire business

plan and investments. She has filed a complaint with the Attorney General against Farmers Union
District for not following their bylaws.
Kelsey Fifer, 1355 Washam Road, Eagle, Idaho. Ms. Fifer is a multi -generation Eagle resident and
believes that Eagle should be held to a higher standard. She concurs with many of the comments
already shared against the discharge of water.
Michael Parry, 650 Los Luceros Dr. Eagle, Idaho. Mr. Parry states that forever chemicals, the
pharmaceuticals that everyone is concerned about aren't currently being tested for at all. The long-
term degradation of property values as contamination builds will become a huge problem that won't
go away. He suggests Council conduct a survey to see what their constituents to see what they say
about the matter.
Greg Nicholas, 971 Preakness, Eagle, Idaho. Mr. Nicholas is an "organic guy". No chemicals in
his garden and an amazing water filtration system at his house. He is concerned with fly flyers and
half-truths being distributed. believes that more data analytics need. Discusses Pfas, and
pharmaceuticals in the water.
Katelyn Whitaker, 914 Los Luceros Drive, Eagle, Idaho. Ms. Whitaker is a shareholder of Farmers
Union. States that when she first became aware of the agreement with Eagle Sewer District in
November, the signed agreement had already been in place for over a year. She states that this
agreement is not wanted by the shareholders. Farmers Union has verbally requested that they be
released from the contract with no financial repercussions.
Hank Allen, 687 Rush Court Eagle Idaho. Mr. Allen has offered to mee with Eagle Sewer District
to help backstep this decision tree. He encourages the City Council and the Sewer Department to
involve the community, to do their job and conduct better analytics to cost and impact.
Dana Hofstetter, 4494 N. Croft Place, Eagle, Idaho. Ms. Hoffstetter is a retired attorney. Ms.
Hoffsteler states that there are only 5 things that are removed during the treatment process. She
provides a visual aid to illustrate her statement.
John Quinzio, 9293 W. Summit Post. Mr. Quinzio states that Class A isn't safe for consumption,
but you are telling us it is ok to put it on our food products and irrigate with. He encourages Council
to do what they can to stop this.
Bret Hormuth, 2990 N. CanAda Road. Mr. Hormuth is a Farmers Union shareholder yet was not
notified for over a year of the agreement with the Sewer District. There have been discussions about
getting out of the contract, but that there would be a cost. He would like clarification on that. Mr.
Hormuth believes that this comes down to money. There is nothing wrong with the current situation
of sending the water from Eagle to Boise and putting it in the river, other than the cost to do so.
Other financial solutions should be explored rather than exposing future generations to this.
Christopher Hayden, 909 North Morley Green, Eagle, Idaho, provides a flash drive and a handout
to Council. Mr. Hayden is concerned with the Eagle Senior Center Inc. litigation. Discusses his
concerns and speaks to specifics regarding Council and the City Attorney actions that he feels may
have been unethical.
Kathy Bennett, 1581 W. Torrento Bella Way, Eagle, Idaho. She appreciates all of the testimony,
but the concerns should be brought before the Farmers Union District. There is a concern that the
shareholders were not notified of the contract prior to signing it. Perhaps the City could facilitate a
meeting with the Farmers Union.
Steve Booth, 3252 W. Skyview Lane, Eagle, Idaho. This is a follow up to the testimony he gave
at the Marh 281 Council meeting. He brings forward additional photos for consideration regarding

the excessive cattle operation on the property in question. With the summer months coming the
health of the neighbors and the property is of concern. There is a commercial aspect to this
operation.

member of City Staff, or a citizen requests an item to be removed from the Consent Agenda for
discussion. Items removed from the Consent Agenda will be placed on the Regular Agenda in a

and Luisa Uribe owners of Local Idaho Creamery, LLC to lease space for selling ice cream at
Merrill Park. The season will run May 1, 2026 to August 31, 2026. The monthly lease amount will
be $735.05 with a total not to exceed $2,940.20 for the season. (TEO)
G. Municipal Park Lease Agreement Between the City of Eagle and Seth Brink: Municipal
Park Lease Agreement between the City of Eagle and Seth Brink owner of Gyro Shack to lease
space for selling gyros and other food concessions at Guerber Park. The season will run May 1,
2026 to August 31, 2026. The monthly lease amount will be $1,000.00 with a total not to exceed

H. Cost Share Agreement for Maintenance of Service Ditch: A Cost Share Agreement for
Maintenance of Service Ditch between the City of Eagle, Valynn Village Homeowners'
Association, Inc., and Bill Cohen in an amount of $2,500.00 The delivery of water to each party
originates from a canal owned and operated by New Dry Creek Ditch Company which is diverted
onto a service ditch that is approximately 1,732 feet long extending from New Dry Creek Ditch
Company's canal to a distribution box. (ELZ)
I. Live Performance Agreement Between the City of Eagle and Maxey's Reptile Reserve,
Inc .: Live Performance Agreement between the City of Eagle and Maxey's Reptile Reserve, Inc.,
to perform at the Eagle Public Library on July 25, 206. Compensation shall be at a rate of $1,500.00
for specified event. (SB) This item was continued from the March 24, 2026, City Council Meeting.
J. Professional Services Agreement Between the City of Eagle and Steve Noyes: Professional
Services Agreement between the City of Eagle and Steve Noyes to provide planning support
services for the Pathways, Trails, Parks, Recreation, and Open Space Master Plan update. An

Valnova Town Center Subdivision No. 1 (a re -subdivision of Lot 36, Block 1, Spring Valley

Kvamme has questions regarding fencing. What is the fencing material, and clarification sought on
the plan noting both required and optional fencing.
Barb Williams, City Planner states that the fencing will remain the metal fencing that is already
existing on site. Additionally, the developer will install the fencing adjacent to the common areas.
Should a homeowner choose to install a fence, they would have to utilize the style indicated.
Discussion. Kvamme would like to require the installation of fencing by the homeowners. Merrill
concurs, however should a geographic anomaly arise then that could be an exception.
Kvamme moves to approve DR-2026-03 - Common Area Landscaping within Valnova Town
Center Subdivision No. 1- Clyde Capital Group. Seconded by May. ALL AYE ... MOTION

A. PP-2025-06-MOD1 - Preliminary Plat Modification for the Valnova Village Subdivision
No. 1 - Clyde Capital Group, LLC: Clyde Capital Group, represented by Kendall Hancey
with Horrocks, is requesting approval to modify the approved preliminary plat for Valnova

What is the status of the Farmer's Union
partnership agreement?
• 25-year agreement signed in October 2024 for Eagle Sewer District to
add Class A reuse water to the Farmer's Union canal to be distributed
to Eagle customers.
• The agreement remains in force until 2049.
• Eagle Sewer Board is resolute in continuing this aereement.
• If the Farmer's Union Ditch Company wants to break the agreement,
that is their decision. No written notification to breach the agreement
has been received from the FUD Board to date. If people want to
provide input to Farmer's Union Ditch on distribution concerns,
please let them know.

Executive summary: There are major concerns about microplastics and nanoplastics
that enter into the human body orally and/or through breathing. Although there is no
universally accepted way to detoxify the body of all of them, there are foods such as
acerola cherries, fenugreek, ginger, boswellia, and turmeric that have been shown to
support the reduction of inflammation and may support physiological defenses
against oxidative or inflammatory stress associated with microplastic exposure.

"Nanoplastics (NPs) as contaminants in food and water have drawn increasing public attention ... NPs reduce brain
function" [1]. Microplastics and nanoplastics are being implicated in neurological degeneration, negative effects of
aging, and other matters, Animal studies have shown these plastics can trigger inflammatory responses [1,2],
Avoidance of all such plastics is basically impossible in the 21st century, but people would be wise to reduce
exposure.
Beyond that, while there is no accepted 'treatment'for all ingested microplastics or nanoplastics, that does not
mean that foods and nutrients from foods cannot be helpful in their removal.
Consider that many foods and herbs have historically been used to assist with inflammation [1]. The combination of
anti-inflammatory foods found in Turmeric- Boswellia Cis something to consider.
Understand that plastics are composed of hydrophobic molecules [3]. It has been shown that amphiphilic block
copolymers self -assemble into micelles with a hydrophobic core that can solubilize/encapsulate hydrophobic
molecules such as those found in plastics [3].
A micelle is a supramolecular structure formed by amphiphilic molecules — compounds with both a hydrophobic
(nonpolar) part and a hydrophilic (polar) part. They spontaneously form spherical (or sometimes cylindrical)
skin [20], It has also been found to be helpful for dealing with toxins and inflammation
of the lungs [30]. Fenugreek gum and Boswellia gum have been found to work
synergistically (31]. Fenugreek contains quercetin [32]. Fenugreek also contains
saponins [20]. Saponins in fenugreek can influence bile acid metabolism and lipid

"I am here tonight because I am deeply troubled by the City's continued use of public
funds to distort the truth regarding the Eagle Senior Citizens Inc. (ESCI) litigation. As a
taxpayer, I've reviewed the court records, and it is clear this was never a simple lease
dispute. Evidence entered into the record —specifically emails from as early as April
2022—proves that a systematic plan to seize the Senior Center was in motion over a
year before any eviction occurred.
On February 14, 2023, Council Member Helen Russell made financial statements
about ESCI's liquidity that were demonstrably false. We have documentation of her
targeting the nonprofit's financials long before any 'crisis' was manufactured. While a
technical failure at trial prevented the jury from seeing the full video of her February 14
statements, we as citizens know the truth: this takeover was calculated, premeditated,
and built on a foundation of misleading the public."

"The role played by the City Attorney in this takeover is particularly egregious. Audio
recordings from a meeting with Meals on Wheels reveal that the City Attorney insisted
the City held the service contract —a blatant falsehood, as the recording confirms the
contract was signed by ESCI. Despite both the Meals on Wheels representative and
the ESCI President stating clearly that all tables and chairs were purchased by the
seniors, the City Attorney threatened a restraining order to seize that property.
He didn't just threaten it; the City pursued it. But because the City couldn't produce a
single receipt, the Judge threw the claim out. By using the 'muscle' of the City to
threaten a private nonprofit's property without a legal basis, the City Attorney likely
crossed the line into 42 U.S.C. § 1983 violations —depriving citizens of their
constitutional rights under 'color of law.' In court, his only defense for these actions
was: 11 was told to attend."'

"Council Members Merrill and Gillis, please consider the gravity of that defense. An
attorney's primary duty is to the law, not to the political whims of whoever 'tells' them
what to do. Under Idaho Rule of Professional Conduct 1.7, a massive conflict of
interest exists here. You are being advised on an appeal by an attorney whose own
personal conduct is a central piece of the trial record.
Furthermore, by approving the October 29 media release, this Council and the Attorney
have published statements that directly contradict the jury's verdict. This isn't just bad
PR; it is an act of bad faith that undermines the City's legal standing and credibility
before the Idaho Supreme Court. I propose a path of restorative justice: Drop the
appeal, pay the court -ordered attorney fees, and return the building to the
seniors. This is the only way to sever the ethical conflicts paralyzing this Council and
stop the drain on our treasury for a case the Judge characterized as 'weak' and
'unwisely brought."'
Response to City of Eagle "Media Release — Statement regarding City of Eagle vs. Eagle Senior Citizens, Inc."
The City's media release from November 3, 2025 and public statements made since run contrary to the
evidence on file with Ada County Court Case No. CV01-23-10374. The following is a response supported with
evidence from the trial to include the jury's verdicts for this case. The evidence supports a systematic
takeover of the nonprofit nongovernmental Eagle Senior Center Inc. (ESCI) by the City of Eagle as early as
April of 2022; over a year before they were evicted and before the City filed suit alleging the City of Eagle was
defrauded $150,000 in Federal COVID-19 relief funds which was later thrown out of court on all counts on
June 24th, 2025.
The August court hearing was the countersuit with claims brought by ESCI against the City of Eagle, Jason
Pierce (his officially capacity as Mayor and individually) and Helen Russell (in her official capacity as Eagle City
Council and individually) where ESCI prevailed to include charges against the City of Eagle.

RE: STATEMENT REGARDING CITY OF EAGLE VS. EAGLE SENIOR CITIZENS, INC.
The City of Eagle has recently been involved in litigation related to the lease of the Ciry's building to Eagle Senior Citizens. Inc., a non-profit
[CLAIM # 1] corporation. The City would like to correct certain missiatem�ihccamfoe been made to the public and the media regarding this case. Fur the
City's part, this case arose because the Eagle Senior Citizens I c e to the city council claiming they were out of money and needed the City's
financial assistance to keep the doors open. The Eagle Senior Citizens. Inc persuaded the City Courwil to provide donations to the corporation in
2020 and 2021.
The City later learned that Eagle Senior Citizens, Inc. did ri. tuty that they had morc than S75.000.00 in CDs and thus were not truly on the
[CLAIM #21 verge of shutting their doom. The corporation refused to ret onnauons from the City when asked to do so. Based on this lack of
transparency and nusrrpresentation of the financial condition of the corporation. the City pursued a claim of fraud against Eagle Senior Citizens
Inc. and sought to get the city funds returned.

have been made that the City, the current mayor and current cdu members were found to have violated individual civil rights in this case. That
is false.

and therefore has filed an appeal to the Idaho Supreme Court.

I, Kenny Pittman. hereby provide the following statement of facts regarding my tenure as the
Eagle Crry Councilman from 2018 to 2021, partKularty concerning my role as the Iverson for the
Fagle Senior Center Group and the decision making process regarding funding for said
program:
During my tenure as a City Councilman. I was designated as the liaison for the Eagle Senor
Center Group In this capacity. I was responsible for representing the interests of the senior
community and facilitating communication between the Eagle Senior Center Group and the City
Council
1 it is a fact that the Eagle City Council requested a Profit & Loss presentation from the
Eagle Senior Center Group to assess the immediate financial need of the program This
request was made in response to concerns about the program's financial distress and the
potential need for additional funding to prevent its shutdown
Z Notably, the Eagle Senior Center Group was not asked to provide any non liquid assets
to determine their financial stability at that time The focus was pnmany on evaluating
the immediate financial situation and funding requirements of the program
i it is accurate to state that during my tenure non other rnmmunity program that was
presented to the City Council was asked for nor, liquid finding asset information to
request funding from the City of Fagle during a time of distress The request for a Profit
& loss presentation was specific to the circumstances surrounding the Eagle Senior
Centef Group.
4 Finally, I confirm that the decis-on to provide funding to the Fagle Senior Center Group
was a unanimous decision by the Eagle City Council. This decision was made after careful
consideration of the financial information presented and the importance of supporting
the program to serve the senior community effectively.

Eagle Senior Citizens, Inc. claimed the City violated their lease and sued Council Member Itelen Russell
and former Mayor Jason Pierce individually alleging they violated the civil rights of the members of the
corporation. There was no claim filed whatsoever that the City itself violated anyone's civil rights.
[FACTS: The "verdict" for Case No. CVO 1-23-10374 confirms the City of Eagle did breach the contract and violate
section 1983 constitutional and federal rights while acting "under color of state law" and ESCI was awarded $2500
in damages.

[CLAIM #5] Upon conclusion of the trial, the jury exonerated Council Member Helen Russell and found
that she did nothing wrong in this matter. Statements have been made that the City, the current mayor
and current council members were found to have violated individual civil rights in this case. That is
false.
[FACTS: As a matter of law, the jury must find a defendant guilty "beyond a reasonable doubt". In the case and
evidence against Council Member Helen Russell, she denied any wrong doing during most of her testimony from
allegations that she accessed the financial records of ESCI or frequently made stated "I don't recall".
Allegations and email evidence in the case confirmed that as early as April 2022, Helen Russell began to attend
ESCI board meetings and requested all the contract information and details between ESCI and VRT(Valley
Regional Transit) which Russell was the liaison and court documents show her stating she wanted "Anything and
everything basically!".
In June 2022, court documents show that Russell sought to renegotiate the terms of the agreement between ESCI
and VRT-for-profit-sharing agreement for ESCI's donated vehicles (3 buses) in January 2022.
In August 2022, Council Member Russell contacted Meals on Wheels, stating she was the ESCI Liaison, though it
was actually Council Member Brad Pike at that point in time. She requested, and was given, private details about
the financial relationship and copies of contracts between ESCI and Meals on Wheels.
In September 2022, Council Member Russell directed ESCI to outsource its own book-keeping and accounting to a
third party that she referred them to. In the same month, she requested the ESCI office manager to provide her with
the usemame and password information to ESCI's private financial accounts, along with bank account and routing
numbers and other private and confidential account numbers according to email evidence in the court documents.
In November 2022, Council Member Russell provided ESCI with the new accounting firm contact information.
And at the ESCI special board meeting, Russell presented ESCI board of directors with an overview indicating her
own intimate familiarity with the Nonprofit's financial, banking and accounting information which she denied under
oath having accessed this information. It was also in this meeting that allegations were made concerning late payroll
tax payments, the alleged failure of a board member to disclose a staff-member's late payroll tax payments, and an
allegation that an attorney reviewed the Nonprofit's governing documents and a member of the board would need to
resign or be removed.
All of this, email evidence and more are all part of the court documents and filings filed 7/27/2023 Case No: CV01-
23-10374 VERIFIED ANSWER, AFFIRMATIVE DEFENSES, COUNTER -CLAIMS, THIRD PARTY
COMPLAINT AND DEMAND FOR JURY TRIAL.
The unfortunate outcome of the case is a piece of key evidence that wasn't permitted to be played in court due to
unforeseen technical difficulties which would have contradicted or shown the Russell did lie under oath. This
evidence is actually a City Council Meeting dated February l4t', 2023 @ 2hr 00min 39sec mark (https://eagle-
id.granicus.com/player/clip/1687 ) which continues on for about 18 minutes.
Russell clearly states ESCI had "received Federal Funding €ef so I decided to take it upon myself to create a
spreadsheet to try and follow the budget" to see if the budget was accurate that had been submitted on the profit and
loss.
What may confuse some listening to the City Council Meeting is the wrongful death claim on VRT. ESCI donated 3
buses in January 2022 and per the contract VRT assumed all liability, maintenance and training per contract and
court documents. ESCI, though it was named in the tort claim, was never officially sued for $5M dollars as the
hyperbolic claims and statements were made by the City Council.
The City of Eagle executed a plan to infiltrate ESCI, a nonprofit and an entity separate from the city, to, destroy
their creditability and viability by stating they were financially insolvent when at the time of this meeting ESCI had
$75K in CD's and $25K in deposits as a nonprofit. The City used the tort claim and Russell's financial assessment,
though inaccurate, to effectively terminate the lease with ESCI. Russell controlled both VRT and ESCI at this point
and it is alleged Russell had VRT terminate their contract with ESCI as of January 27, 2023, though she well knew
contractually ESCI had no liability per the contract to the wrongful death $5M tort claim.
[CLAIM #71 The jury found that the City violated the terms of the lease of the City's building to Eagle
Senior Citizens Inc. because the City terminated the lease one week too early and awarded the
corporation $2,500 in damages. The City feels the court's dismissal of the City's fraud claim was in error
and therefore has filed an appeal to the Idaho Supreme Court.
[FACTS: The "verdict" for Case No. CVO1-23-10374 confirms the City of Eagle did in fact breach the contract and
violated ESCI's constitution rights per the 1983 Civil Rights Act by changing the door locks and attempting to place
a restraining order on the assets (table, chairs, piano) which the city had no record or receipts to prove they had
purchase them though in the Meals on Wheels meeting, the representative from Meals on Wheels along with ESCI
president confirmed that the tables were purchased years prior confirmed on the audio tape of the meeting.
