Minutes - 2026 - City Council - 04/24/2026 - JointEAGLE CITY COUNCIL JOINT MEETING WITH URA MEETING MINUTES April 24, 2026 l . ROLL CALL: EAGLE URBAN RENEWAL AGENCY. AGRUSA, BRAKEBILL, BUTLER, DIETRICH, HOPE, MAC COMBER. All present, a quorum is present. CITY COUNCIL: GILLIS, KVAMME, MAY, MERRILL. All present (Gillis present via phone), a quorum is present. 2. PLEDGE OF ALLEGIANCE: Chairman Butler leads the Pledge of Allegiance. 3. AGENDAAPPROVAL: A. ACTION ITEM: Approve or Amend the Agenda. Hope moves to approve the agenda. Seconded by Agrusa. ALL AYE ... MOTION CARRIES. 4. NEW BUSINESS: A. Welcome and Purpose of the Joint Work -Session. (MB) Chairman Butler provides an overview of the purpose of the Joint meeting and what the URA does and how funding works. B. Review of the existing EURA Boundary and EURA Timeframes. (AS). Bill Vaughan provides a map that was created by GIS showing the EURA boundary. C. Discussion Topic #1: SW Section of Eagle Road and State Street. • Review of property ownership in the area. (City) • Review of the status of the Jackson House property. (City) Museum Director, Alana Dunn, provides an update on the Jackson House property and states that there was a recent appraisal that was conducted and came back at $660,000 for the Jackson property only. Discussion amongst the Council and URA regarding the appraisal and that property. • Review of Olde Park extension and current projects status. (City) • Discussion of long-term plans for Aiken Street, between Eagle and Olde Park. (City) • Status of 35 West State Street. (EURA) • Next steps and action items, if any. Chairman Butler states that they are willing to allocate 1.8 million towards the Olde Park extension project. May provides some history on the project and how we got where we are at. Merrill is not in favor of the Olde Park extension and would rather see the funds go towards development. Mayor Pike is in favor of the project. It will be the final touch to the current downtown road construction. Gillis has concerns with the Olde Park extension and echoes what Merrill has stated. Kvamme is tired of looking at the bare corner and would like to see it developed and also see that entire area developed. After the Jackson House Open House, there was not a lot of support for the City to keep it. Kvamme is in support of the Olde Park project. Caleb Roop with Pacific Companies owns the property behind Rembrandts. But has ideas of purchasing a portion of the Jackson property and putting town homes on property similar to Paddy Row. General discussion regarding the parcel, potential projects and the potential of transferring the property to the URA. A Committee has been formed to look into next steps. D. Discussion Topic #2: Creekside Baptist Property. (Pacific Companies) • Introduction to the property. • Review property concept. • Potential roadway extension discussion. • Parking garage discussion. • Next steps and action, if any. Chairman Butler introduces the item and the property. Caleb Roop provides an overview of the potential project. Which would be the development of a parking garage to include retail/restaurant and moving the church to the back of the property. This would be a two-phase project. Since this project will be submitted to the City this was just a concept provided and there will be no discussion regarding the project. Kvamme asks about the stub street. Roop provides an update. Butler recuses himself due to his comfort level of this being an active project soon. URA Attorney states that there is no concern with the question or explanation. 5. ADJOURNMENT: Macomber moves to adjourn. Seconded by Dietrich. ALLAYE ... MOTION CARRIES. May moves to adjourn. Seconded by Kvamme. ALL AYE... MOTION CARRIES. Hearing no further business, the Council meeting was adjourned.
