MEETING MINUTES
March 30, 2026
1. PLEDGE OF ALLEGIANCE: Mayor Pike leads the Pledge of Allegiance.
2. CALL TO ORDER: Mayor Pike calls the meeting to order at 5:30 p.m.
3. ROLL CALL: Present: GILLIS, MAY, MERRILL.
A quorum is present.

4. TOWN HALL MEETING:
The City of Eagle is pleased to invite all Eagle residents to attend the Town Hall meeting.
This time is reserved for the public to address their elected officials regarding topics of general
interest or concern. We desire to have all interactions between the public, staff and elected
officials to be conducted in a professional and civil manner. Therefore, comments are to
addressed solely to the Council as a whole, and focus on the issue, avoiding personalized debate,
and shall not make personal, impertinent, slanderous or profane remarks to any member of the
Council, staff or other members of the public. Out of courtesy for all who wish to speak, the City
Council requests each speaker limit their comments to three (3) minutes.
Please Note: Due to Idaho Statutes public hearing regulations associated with land use
applications, discussion/testimony of any pending application before the City must be reserved
for the date of the officially scheduled public hearing noticed for City Council or the Planning
and Zoning Commission.
Mayor Pike opens the Town Hall.
Jonathan Seel, 2906 North Haven Drive, Eagle, Idaho, has concerns about the BLM land use of
constant shooting and fires. He wishes that shooting within Eagle limits should be illegal.
Tim Mayfield, 4795 North Hartley, Eagle, Idaho, also has concerns regarding the use within the
BLM land. Traffic has increased tremendously and there are at minimum 2 bonfires a week that
happen. He encourages the Council to continue to work on getting restrictions within the area.
Burk Mantel, 4690 Hartley Road, Eagle, Idaho, provides a handout for the record regarding
the history of City decisions regarding BLM land use. There is dangerous shooting up there,
bonfires and trash being left within the area. He encourages Council to restrict the usage and
do something about the problem. He believes the City needs more controlled shooting ranges
and believes Crowfoot Range would be a positive.
Henny White, 2162 North Payette River Way, Eagle, Idaho. Has concerns regarding the traffic
on Park Lane, especially before school, during the High School lunch and after school. It is
very dangerous and encourages extra patrol.
Erin Johanson, Business and Relations Coordinator with ACHD discusses the construction
project on Linder Road. They are going to do education with the High School and local driving
schools regarding the use of roundabouts. They have been working on signal hours during
school time as well. She encourages Henny to contact the ACHD Director to voice concerns.

Sandy Ohallor, 1741 North Romona Place, Eagle, Idaho. She is curious if Floating Feather
will be widened and asks if there will be a roundabout at Park and Floating Feather.
Erin Johanson states that there are no plans for widening Floating Feather but there will be a
roundabout installed at Park and Floating Feather. Encourages the public to go to ITD's
website and look at the projects page to see what is going on within the areas.
Council May provides an update on current bills being presented through the Idaho
Legislature.
Tim Mayfield, comments on keeping the density low within Eagle.
Jane Rohling, 582 Palmetto Drive, Eagle, Idaho, has concerns about rats within the
community. She encourages community education and outreach. She states there were two
bills regarding rats that did not pass.

Eagle Annexed Federal Lands Management
Eagle City Ordinance 634.---12/9/09 ---Annexation of the 1600+ acres of the
Eagle Foothills Federal lands managed by the Bureau of Land Management.
Section 6: From and after the effective date of this Ordinance, all property
and persons within the boundaries and territory described above shall be
subject to all ordinances, resolutions, police regulations, taxation, and other
powers of the City of Eagle.
City Council Meeting Oct. 12, 2021 ---- Discussion about amending the City
Firearms ordinance 861. Councilman Charlie Baun-2:31 Hrs., "When we
annexed the BLM we made the decision to actively manage the annexed
BLM..:'
Eagle Foothills Recreation Plan pages 3-4 approved by the City Council August
24, 2021. "On November 10, 2009 the City of Eagle annexed 6,000+ acres of M3
Eagle/Spring Valley and 1600+ acres of Federal land managed by the Bureau of
Land Management in the Eagle foothills. Those BLM lands annexed into the city
limits were now required to comply with local laws and ordinances, with
enforcement authority by local (Eagle) law enforcement, pursuant to 43 CFR 8365.
1-7" ........." it is currently illegal under City code to discharge a firearm within
the 1600 acre BLM parcel."
In 2019, when a group of equestrians complained to Mayor Stan Ridgeway about
the dangerous, unsafe firearms use on the 1600+ acres he asked Mr. Bill Vaughn to
check with BLM officials if he had authority to enforce the firearms ordinance
prohibiting the discharge of firearms inside the City limits. Mr. Vaughn returned
with the Federal Regulation 43 CFR 8365. 1-7 saying that the City did have that
authority. Mayor Ridgeway had a sign put up at the end of Hartley Rd. that said
"No Shooting" and asked the Eagle police to enforce Ord. 861, which they did.
Eagle City code 1-5-4: A (2) "The Mayor shall ..........take care that the
ordinances of the city..are complied with."
Code of Federal Regulations 8365.1 State and Local Laws.----43 CFR 8365. 1-7
"Except as otherwise provided by Federal laws or regulation, State and local laws
and ordinances shall apply and be enforced by the appropriate State and local
authorities. This includes, but is not limited to, State and local laws and
ordinances governing:
(a) Operation and use of motor vehicles, aircraft and boats:(b) Hunting and
fishing: (c)Use of firearms or other weapons: (d) Injury to persons, or
destruction or damage to property: (e)Air and water pollution: (f) Littering:
(g) Sanitation: (h) Use of fire: (I) Pets: Etc."
This is explained on pages 3 and 4 of the Eagle Foothills Recreation Plan approved
by the Eagle City Council in August, 2021.
10/12/21 amendment to Firearms ordinance 861, ""It shall be unlawful for any person
to discharge a firearm within the corporate limits of the City except on any property
twenty (20) acres in size or larger when the discharge will not endanger
persons or property or on any property owned by the Bureau of Land
Management".
Clearly, on 10/12/21 Mayor Pierce and the City Council members thought they had the
authority to manage the 1600+ acres of Federal land managed by the BLM.
There is no land in Eagle owned by the BLM. The BLM manages land owned by the
Federal government. It is still illegal to shoot guns in the annexed foothills on BLM
managed land.
