PARKS, PATHWAYS AND RECREATION COMMISSION
MEETING MINUTES
March 19, 20f 5:30 p.m.
1. CALL TO ORDER: The meeting was called to order at 5:32 p.m.
2. ROLL CALL: Present: HUFFAKER, IVIE, LEWIS, MORRISON, DOMENE.
Absent: Hiney, Faustina
A quorum is present.
Huffaker asks for a moment of silence in honor of Mayor Hogaboam.
City Council liaison Nancy Merrill comments on the Treasure Valley Partnership meeting
that took place at Eagle City Hall.
3. APPROVAL OF MINUTES:
A. Minutes of February 19, 2026
Ivie moves to approve the minutes of February 19, 2026. Seconded by Morrison. ALL
AYE ... MOTION CARRIES.
3. PUBLIC COMMENT:
This time is reserved for the public to address the Parks, Pathways and Recreation Commission regarding
concerns or comments they would like to provide to the commission. Out of courtesy for all who wish to
speak, the commission requests each speaker limit their comments to three (3) minutes.
None
5. REPORTS:
A. Public Works Director Update on Park Construction.
Huffaker introduces the items.
Eric Ziegenfuss, Director of Public Works, reports on Eagle Regional Sports Park, 3D Archery
Range, Friendship Park, Eagle Bike Park, Arbor Day, and Pathways, Trails, Parks, Recreation, &
Open Spaces Master Plan (PT PROS). The commission and Ziegenfuss discuss the construction
progress and donation/ budgeting for the Eagle Regional Sports Park.
Rick Butler, Planning and Zoning staff, provides a more in-depth update on Pathways, Trails,
Parks, Recreation, & Open Spaces Master Plan (PT PROS). Discussion with the commission.
6. DISCUSSION:
A. Commission Discussion on the Pathway Construction Standards.

Huffaker introduces the item and Resolution No. 23-19. Huffaker starts a discussion on
what the standards are for pathways within the City of Eagle. Huffaker points out
Resolution No. 23-19 was an update to what Avimor wanted their standards to be, but
the resolution also adopted what Avimor wanted for the entire city. The new
construction standards require less from developers. Huffaker wants to review them
and see if the commission should make a recommendation to council to go back to the
previous standards. Commission discussion. Huffaker requests to continue this item at
the next meeting.
B. Commission Discussion on Proposed Amendments to Resolution 16-34.
Huffaker introduces the item. Huffaker discusses rewriting Resolution 16-34 and the points
that are proposed to be discussed and possibly changed regarding Parks, Pathways, and
Recreation Commission's current duties per the resolution. Commission discusses item.
Merrill comments that recreation might be taken from the name of the commission title along
with removing recreation activities from their recommending scope. Huffaker asks that this
item be continued at the next meeting to give the rest of the commission members a chance to
review Huffaker and Hiney's notes. Discussion on item continues.
7. ADJOURNMENT:
Hearing no further business, the meeting adjourned at 7:03 p.m..
