CONSERVATION ADVISORY COMMITTEE
MEETING MINUTES
January 22, 2026
1. CALL TO ORDER: Chairman Baun calls the meeting to order.
2. ROLL CALL: BAUN, BESSAW, JOHNSON, KOSCIUCH, AND PELLANT.
Present: Bann, Bessaw, Johnson, and Pellant. Absent: Kosciuch
A quorum is present.
Council liaison Kvamme is present.
3. REPORTS:
A. Committee:
Pellant explains that Yellow Starthistle is not currently included in the Foothills guide but there are
supplemental inserts to incorporate this information. Due to the associated cost, he recommends reproducing
the inserts and affixing them into each guide.
Discussion focused on proposed 2026 projects, including an update on Charlie Wood Park, review of the RPP
application submitted in 2009, and the potential role of the Conservation Coalition in funding a weed
management drone. Additional topics included partnerships with local greenhouses and the implementation of
restoration grazing within the foothills.
B. Staff:
Update Regarding the 2025 Conservation Education Program Reporting. Discussion regarding giving out the
guides out for free to local schools and the community. The Committee agrees to bring forward the
recommendation to Council to give the guides out for free.
Planner, Rick Butler, introduces himself and states that he will be the Planning and Zoning liaison.
4. NEW BUSINESS:
A. ACTIONITEM.• Minutes of July 10, 2025.
Bessaw moves to approve the Minutes of July 10, 2025. Second Johnson. ALL AYE ... MOTION
CARRIES.
B. ACTION ITEM. Select Chairman and Vice Chairman.
Bessas makes a motion to nominate Bann as the chairman and Pellant as the Vice Chairman. Seconded
by Johnson. ALL AYE ... Motion Carries.
C. ACTIONITEM.• Identify 2026 Meeting Dates.
The Committee would like to continue to meet on the 2nd Thursday of each quarter for 2026. The next meeting
will be on April 9, 2026, at 5:30 p.m.
5. ADJOURNMENT:
No further business, the meeting adjourned.
Pellant moves to adjourn. Seconded by Bessaw. ALL AYE... MOTION CARRIES.
