EAGLE PLANNING AND ZONING COMMISSION
MINUTES OF THE AUGUST 21, 1989 MEETING
The Eagle Planning and zoning Commission met in regular session
on August 21, 1989 at 7:30 p.m. Chairman WATSON absent, Vice
Chairman SINCLAIR presiding.
Roll call showed the following members present:
TEWKSBURY, BENNETT, EASON, GERB~R.
SINCLAIR,
Motion by TEWKSBURY and seconded by EASON to approve the minutes
of the July 17, 1989 meeting. ALL AYE: MOTION CARRIED.
PUBLIC HEARING: JOPLIN RANCH ANNEXATION: ROBERT DONOVAN,
representative spoke in behalf of the annexation and request for
R-5 zoning. There was no opposition, but an inquiry from Bob
Ellis, property owner in the area about high rise condominiums.
Mr. Donovan explained the layout of the design intended for
subdividing to the commissioners.
Public Hearing closed at 7:54. Discussion followed regarding the
flood plain in that area, zoning, water and sewer.
Moved by TEWKSBURY and seconded by GERBER to recommend approval
of the annexation and R-5 zoning to the council. ALL AYE:
MOTION CARRIED.
TRANSPORTATION DEPT-EAGLE ALTERNATE ROUTE: Discussion regarding
a letter from the State Transportation regarding possible
conflicts to the Eagle Comprehensive Plan resulted in the
following:

EAGLE COMPREHENSIVE PLAN,
I. Hazard Areas: CONFLICT- delete "and other more severe areas"
from the plan. (page 2)

location for industrial development shall be south of Highway 44
and north of the north channel of the Boise River---but away from
the river a sufficient distance to encourage "greenbelt"
development and preservation of fish and wildlife habitat.

FINDINGS OF FACT/CONCLUSIONS OF LAW:
EAGLE RIM ESTATES.
Moved by EASON and seconded by TEWKSBURY to approve the Findings
as presented. ALL AYE: MOTION CARRIED.
Discussion regarding amending Title 8 followed. The City Clerk
will furnish data regarding work already done by P&Z to the
Commissioners and add to the upcoming Agenda the definitions to
title 8 for discussion.
Moved by TEWKSBURY and seconded by EASON to adjourn the meeting.
