Minutes - 1989 - Planning & Zoning - 07/17/1989 - Regular ~ EAGLE PLANNING AND ZONING COMMISSION MINUTES OF THE JULY 17, 1989 MEETING The Eagle Planning and Zoning Commission met in regular session on July 17, 1989 at 7:30 p.m. Chairman WATSON presiding. Roll call showed the following members present: TEWKSBURY, BENNETT. Motion by SINCLAIR and seconded by TEWKSBURY to approve the minutes of the June 26, 1989 meeting. ALL AYE: MOTION CARRIED. SINCLAIR, Moved by TEWKSBURY and seconded by SINCLAIR to move the line item on the agenda listed as Public hearing first on the agenda. ALL AYE: MOTION CARRIED. PUBLIC HEARING: EAGLE RIM VARIANCES IN FAVOR: OPPOSED: WALT WANNER BILL HAMMONS JIM HOWARD PAT HARPER Presentation by Jim Howard, Engineer for the project. Mr. Howard indicated that there was a need to apply for variances on lots 8,9,10,15, and 24 with the set back requirements of Eagle and the requirements of ACHD, it is not possible to build on these lots without redesigning a more inexpensive home than the project is designed to build. #15 is a corner lot and requires more set back. Lots 24 and 28 had to be elevated for drainage reasons. Pat Harper objected to lot 24 being built up as it now looks into his property. Mr. Harper was assured by owner of Eagle Rim, Walt Wanner that he would aid by shrubs or another method in order to resolve the problem. Public Hearing closed and discussion followed. Moved by SINCLAIR and seconded by TEWKSBURY to accept the variances on lots 8,9,10,15, and 24 as requested by the applicant. ALL AYE: MOTION CARRIED. ADA COUNTY TRANSMITTAL 89-14-ZC/KUNKLER: An Ada County request for approval of a rezone from AP2 to Rl in order to build a home. Moved by SINCLAIR and seconded by TEWKSBURY to approve the transmittal as submitted. ALL AYE: MOTION CARRIED. ADA COUNTY AMENDEMENT-AGRICULTURAL ZONE: Moved by SINCLAIR and seconded by TEWKSBURY to appove as presented. ALL AYE: MOTION CARRIED. , ANNEXATION REVIEW: The City Clerk, Barbara Montgomery submitted the plat for the proposed annexation and subdivision by Joplin Ranch for informal discussion. It was determined that the proposal will be residential and after more study may be a PUD with a conditional use permit. Further discussion regarding annexation involved the Future Growth Study submitted to the City by the City Engineers, Briggs Eng. Inc., the 7 areas proposed for future annexation and possibility of more areas. Moved by SINCLAIR and seconded by BENNETT to adjourn the meeting.
