EAGLE PLANNING AND ZONING COMMISSION
MINUTES OF THE MAY 1, 1989 MEETING
The Eagle Planning and Zoning Commission met in regular session
on May 1, 1989 at 7:30 p.m. Chairman WATSON presiding.
Roll call showed the following members present:
NYBORG, TEWKSBURY. Absent: EASON.
Motion by SINCLAIR and seconded by TEWKSBURY to approve the
minutes of the April 3, 1989 meeting. ALL AYE; MOTION CARRIED.
SINCLAIR,
NEW BUSINESS:
Ada County Transmittal 89-20-CU/Weaver private storage building
exceeding 900 sq. ft. Moved by SINCLAIR and seconded by
TEWKSBURY to recommend approval of the transmittal to council, on
the condition that it is approved as a private storage unit, not
a commercial venture. ALL AYE: MOTION CARRIED.
Ada County Transmittal 89-11-PDC/89-12-ZC/Eag1e Landscape
Nursery. WATSON noted presentation to Eagle City Council by Pete
Cintorino on April 11, 1989, and mentioned the council's
expressed interest in the project. Discussion on effects of By-
Pass, application to Ada County P&Z and Ada County Highway
District, and zoning applications. Moved by SINCLAIR and
seconded by NYBORG to recommend approval of the transmittal to
council as presented to change zoning. ALL AYE: MOTION CARRIED.
Ada County Transmittal 89-15-TLQ/Hermann. Discussion on how this
will fit new definitions of Eagle City Code Title 8 and how it
will impact the Eagle Comprehensive Plan. Moved by SINCLAIR and
seconded by TEWKSBURY to recommend approval of the transmittal to
council. ALL AYE: MOTION CARRIED.
Ada County Amendment to Title 8, Agricultural Zone: Discussion
of conflicts with Eagle Comp Plan and the need for a better
definition of the map included. Moved by SINCLAIR and seconded
by TEWKSBURY to table this matter until the next regular
scheduled meeting for further review. ALL AYE: MOTION CARRIED.
Ada County Amendments to Title 8, Airports: Moved by SINCLAIR
and seconded by TEWKSBURY to recommend no comment to council on
this matter.
APA Platting Simplifications: Discussion by Commissioners on the
need to review Eagle's Title 9 in order to resolve conflicts.
Noted APA's recommendation of a scale requirement for vicinity
maps and Eagle's lack of such a requirement. It was also noted
that the deadline for comments, April 10, 1989, had already
passed. Moved by SINCLAIR and seconded by TEWKSBURY to send a
letter to APA stating that we are reviewing our code and

requesting a copy of the final draft of their platting process
for standardization. ALL AYE: MOTION CARRIED.
SCHEDULE OF DISTRICT REGULATIONS AND DEFINITIONS:
Discussion resulted in the following recommendations:
1.
Agricultural & forest uses; general: Define the difference
between a "dairying operation" and a "dairy farm" as a
grazing operation vs. a feed lot operation.
2.
Animal Reserve: Ask the City Clerk why this category was
placed on the Schedule.
3.
Roadside stand (permanent structure): change to read "A
temporary structure designed or used for the display ør sale
of seasonal agricultural and related products~ ~fte-æajeE~~Y

4.
Add "Mobile Home Court" as a conditional use under A, C-1,
C-2, and C-3.
Moved by NYBORG and seconded by SINCLAIR to adjourn the meeting.
