PARKS, PATHWAYS AND RECREATION COMMISSION
MEETING MINUTES
January 15, 2026, 5:30 p.m.
1. CALL TO ORDER: The meeting was called to order at 5:30 p.m.
2. ROLL CALL: Present: HUFFAKER, IVIE, LEWIS, MORRISON, DOMENE, FAUSTINA.
Absent: Hiney
A quorum is present.
3. APPROVAL OF MINUTES:
A. Minutes of December 18, 2025
Ivie moves to approve the minutes of December 18, 2026. Seconded by Faustina. ALL
AYE ... MOTION CARRIES.
4. PUBLIC COMMENT:
This time is reserved for the public to address the Parks, Pathways and Recreation Commission regarding
concerns or comments they would like to provide to the commission. Out of courtesy for all who wish to
speak, the commission requests each speaker limit their comments to three (3) minutes.
None
5. ELECTION OF OFFICERS:
A. ACTIONITEM.• Election of Chairman and Vice -Chairman for the Parks, Pathways, and
Recreation Commission.
Huffaker presents the item. Opens discussion for chair and vice chair.
Morrisson moves to nominate Huffaker as Chair and Commissioner Faustina as Vice Chair.
Huffaker, I don't know if we, with the election of officers, if we need a second, we just vote.
ALL AYE ... MOTION CARRIES.
6. REPORTS:
A. Introduction of the Council Liaison For Parks, Pathways, and Recreation
Commission and Discussion.
Huffaker introduced the agenda item and welcomed Nancy Merrill as the City Council Liaison
for Parks, Pathways, and Recreation.
Merrill addressed the committee and went over her experience with parks and recreational areas
and her plan to be a part of the committee and help. Merrill opened the floor for questions and
requests. Huffaker shared his prior experience working with Merrill.

Domene requested more frequent updates on projects, including follow-ups on items for which
the committee has made recommendations and information on how the City Council voted on
those items. He would like to see the residents be able to reserve parks for free.
Morrison emphasized the importance of connectivity throughout the community and between
subdivisions.
Merrill discussed how she could help facilitate the committee's requests and improve
communication with the City Council.
Faustina requested an inventory of the city's parks, including the number of parks and the size of
available field space. He also expressed interest in expanding the number of parks within the
city. Additionally, Faustina asked for feedback from the City Council regarding how the
committee can better support council efforts, including encouraging developers to complete safe
connections to the bike park.
Ivie requested feedback from the City Council after committee items have been considered. Ivie
also expressed a desire to create more opportunities for youth participation in sports and to
expand recreational programs to serve more children.
Lewis stated an interest in being more actively involved in open, non -motorized trail
development.
Merrill suggested that during meetings without scheduled agenda items, the committee could
review existing plans and projects.
Huffaker expressed that the commission should assist with advancing the city's Pathways, Trails,
Parks, Recreation, and Open Spaces Master Plan and encouraged the Mayor and City Council to
move the plan forward sooner rather than later. He noted that the PPRC Commission cannot
function as a Planning and Zoning body, as doing so would exceed the committee's scope of
authority under its resolution. Huffaker requested clearer direction from the City Council and a
report on current recreation initiatives. He also expressed interest in revitalizing efforts to
connect the greenbelt from Eagle through Star and Caldwell.
Huffaker thanked Merrill for attending the meeting and expressed optimism about the
committee's future with her involvement.
7. ADJOURNMENT:
Hearing no further business, the meeting adjourned at 6:45 p.m..
