Minutes - 2026 - City Council - 02/25/2026 - Special (2)EAGLE CITY COUNCIL MEETING MINUTES February 25, 2026 1. PLEDGE OF ALLEGIANCE 2. ROLL CALL: Present: GILLIS, KVAMME, MAY MERRILL. Absent: A quorum is present. 3. NEW BUSINESS: A. Review and Discussion of 2026 City Sponsored Events. Mayor Pike introduces the item. Recreation Director, Brian Allen reviews the recreation event offerings for the year and discusses the same. Discussion regarding the Arbor Day activities, Kvamme suggests an educational aspect informing people what trees do well in the region. The engagement of the youth and partnering with the Eagle Public Library on various activities. Director Allen discusses Eagle's America 250 activities, which celebrate the 2501 anniversary of the signing of the Declaration of Independence. The Recreation and Museum Departments are spearheading City-wide activities to celebrate. Activities currently planned include a Memorial Day activity in conjunction with the Field of Honor, greenbelt educational markers celebrating A250, one Saturday Market entirely themed on celebrating A250, and of course, the theme of Eagle Fun Days will be Celebrating America 250. Director Allen asks Mayor and Council for additional suggestions for ways the City can celebrate. Discussion. Review and discussion of Summer Concert Series, Harvest Festival, Night of 1,000 Pumpkins, and Saturday Market. Discussion regarding traffic flow, road closures, public safety, options to mitigate costs using volunteers or additional certifications for staff. Discussion of Fun Days parade route and Family Fun Night. Discussion regarding the Car Show, parade route and security measures. These events reviewed by Director Allen will be brought before Council for final action at a future Council meeting. B. Discussion of Text Chances to Title 1 "Administrative "Chapter 6" City Officers and Employees": Discussion of desired text changes to Eagle City Code and direction for the drafting of an ordinance for consideration. Mayor Pike introduces the item. City Clerk, Tracy Osborn reviews the text before Council which removes or rescinds the text that was added with the passage of Ordinance 913. Text has been drafted in the "whereas" section in an attempt to clarify what positions are covered by the term "Department Supervisor". Each Council member expresses their concerns and desires regarding what to include or remove from the drafted language. Mayor Pike expresses his desire to update the organization chart and discusses the same. City Attorney, Victor Villegas discusses Idaho State Code, City Code and ways to incorporate the desired changes. General consensus of the Council is to remove the text that was added to ordinance 913, specific department supervisors Page 1 C:\Users\hcsencsits\Desktop\CC-02-25-26spmin.docx titles should be added for clarity. The ordinance is to be updated and brought to Council for action. 4. ADJOURNMENT: May moves to adjourn. Seconded by Merrill. ALL AYE ... MOTION CARRIES.
