Minutes - 2025 - Conservation Advisory Committee (CEP) - 07/10/2025 - Regular THE CITY OF EAGLE CONSERVATION ADVISORY COMMITTEE MEETING MINUTES July 10,2025 1. CALL TO ORDER: Chairman Baun calls the meeting to order. 2. ROLL CALL: BAUN,BESSAW,JOHNSON,KOSCIUCH,PELLANT. Present: Baun,Bessaw,Johnson, and Pellant. Absent: Kosciuch A quorum is present. 3. REPORTS: A. Committee:None. B. Staff: Csencsits provides a report on the book sales at Saturday Market. The Ada County Weed and Pest Control was in attendance with their educational trailer, and it was well received by the public. 4. NEW BUSINESS: A. ACTION ITEM Minutes of April 10,2025.(HC) Bessaw moves to approve the minutes of April 10,2025. Seconded by Baun.ALL AYE...MOTION CARRIES.Pellant abstains since he was not in attendance at the April 10 meeting. B. ACTION ITEM Eagle Lakes/Charlie Wood Park Development Proposal: John Rennison with Rennison Companies will present a proposal for the development of Eagle Lakes Park, situated at the southern end of the Eagle Lakes Apartments and Homes.Additionally, at the City's option,he could develop Charlie Woods Park located directly west of Eagle Lakes Park. Mr. Rennison is seeking CAC recommendation to Council. John Rennison with Rennison Companies provides a proposal and concept design plan for assisting with the development of Charlie Wood Park in lieu of park impact fees. General discussion amongst the Committee and Rennison regarding the proposal. The Committee has concerns about the maintenance, enforcement on the pond use,and access for maintenance vehicles. Should this be a consideration the Committee would like to see a native natural area component with an education piece. Create a barrier along the lake but have a few access points for fishing. Utilize competitive grasses and pollinator plants. The Committee suggests that Rennison,the Chairman and City staff meet to further discuss a design concept to include the committee's recommendation and bring it back to the committee for discussion. Julie Siders, 296 South Carbon Rivet,Eagle, is excited to hear about the development of Charlie Wood park as she is a resident in the River District and would like to utilize it.
