MEETING MINUTES
October 16, 2025, 5:30 p.m.
1. CALL TO ORDER: The meeting was called to order at 5:30 p.m.
2. ROLL CALL: Present: IVIE,LEWIS,MORRISON, HINEY, DOMENE, FAUSTINA.
Absent: Huffaker
A quorum is present.
3. APPROVAL OF MINUTES:
A. Minutes of September 18, 2025
Ivie moves to approve the minutes of September 18,2025. Seconded by Morrison. ALL
AYE...MOTION CARRIES. Two abstaining Domene and Hiney
3. PUBLIC COMMENT:
No public chooses to speak.
6. NEW BUSINESS:
A. *RZDA-2022-09/PP-2022-15 - Rezone With a Development Agreement And A
Preliminary Plat For Shekinah Subdivision -MGB Investments LLC: MGB
Investments, LLC, represented by Jim Mihan with South, Beck, and Baird, is
requesting a rezone with a development agreement from R-2 (Residential)to C-3-DA
(Highway Business District with a development agreement) and preliminary plat
approvals for Shekinah Subdivision, a 9-lot (8-buildable, 1-common) commercial
subdivision. The 6.08-acre site is located at the southwest corner of South Eagle Road
and West Colchester Drive at 130 and 135 West Jakona Lane and 2573 South Eagle
Road.
Faustina Introduces the item
Mike Williams Senior Land Planner for South, Beck, and Baird presents his report.
Agrees with the staff report and agrees with all the conditions.
Commission and Williams discussed application.
Andrew Glaspell, Planning and Zoning staff, presents staff report. Glaspell explains
since this is not a residential development there are no requirements for minimum
open space except landscaping and pathways. There is a 10 ft pathway to the east and
internal network of 6 ft wide walkways have been proposed.
Commission and Glaspell discuss the application.

B. RZDA-2021-18-MOD1/PP-2021-19-MOD1 —Development Agreement
Modification and Preliminary Plat Modification for Farmstead Landing
Subdivision—Boise Hunter Homes: Todd Tucker with Boise Hunter Homes is
requesting development agreement modification and preliminary plat modification
approval to modify the required subdivision amenities, reduce the landscape buffer
along Linder Road to fifty (50) feet, modify lot sizes, and construct private streets and
gated entrances for Farmstead Landing Subdivision, a 165-lot(141-buildable, 24-
common)residential subdivision. The 80.23-acres site is located north of West
Floating Feather Road between North Linder Road and North Park Lane.

Todd Tucker, 923 S. Bridgeway PI, Eagle, ID 83616, representing Boise Hunter
Homes introduces his company and their projects in the area. Tucker presents his
report for the application a previously approved subdivision that was sold to Hunter
Homes. Hunter Homes is requesting some changes of the original approved plans.
Tucker presents the proposed sidewalks and pathways within the development The
sidewalk along Park Ln will be 5 ft wide and detached from the curb. The sidewalks
along Linder and Floating Feather will be 10 ft wide are detached, and several
pathways run through the development and those will be 6 ft wide. There are
recreational amenities which will be a community center, pool, a playground,pickle
ball, seating area, gazebo, two ponds for fishing and water sports.
Commission and Tucker discuss.
Katelyn Davison, Planning and Zoning staff,presents staff report. Staff recommend a
condition of approval to include a public pathway easement within the subdivision and
outside the subdivision along Linder, Floating Feather, and Park roads making the
sidewalks and pathways accessible by the public. The subdivision includes private
streets and a gated community the ownership team would prefer to keep the sidewalks
and pathways private only to be accessed by residents and guests. Staff look to the
commission for direction on the condition of approval.
Commission and Davison discuss staff report.
Ivie moves to recommend accepting all of staff recommendations including a
strong preference to keep up with the eagle way, and to urge this
recommendation for publicly accessible internal sidewalks, pathways, and roads,
with access at the north emergency access point at a minimum, including a 75 ft
buffer along Linder Road in alignment with the existing Subdivision to the North.

Discussion.
Ivie amends her motion to state; I recommend from the PPRC a strong
preference for accepting the staff recommendations of Planning and Zoning for
the City of Eagle including a strong preference to keep up with the Eagle way and
urge recommendation for publicly accessible internal sidewalks, pathways, and
vehicular roads, also to include access at a minimum at the north emergency
access point. In addition,we do urge the 75ft buffer in alignment with existing
subdivision to the north along Linder Road.

C. RZ-2006-14-MOD4/PPUD-2025-05/PP-2025-08—Watermark Subdivision—
Boise Hunter Homes: Todd Tucker with Boise Hunter Homes is requesting a
development agreement modification, conditional use permit, preliminary
development plan, and preliminary plat approvals for Watermark Subdivision, a 152-
lot(147-buildable [147-single family attached], 5-common) residential planned unit
development. The 18.58-acre site is located on the south side of Riverside Drive,
approximately 1,600-feet west of the intersection of Riverside Drive and South
Edgewood Lane. (HSD)

his report on the item.
Commission and Tucker discuss his report and item.
Hailey Durham, Planning and Zoning staff, reviews the process if the commission
would like to add something or change something from the staff report and is able to
make a motion on those changes. Durham continues to review the procedure that
Planning and Zoning takes when the commission strikes or changes a staff
recommendation.
Durham presents staff report on the item. Durham staff looking to the commission for
direction on the tread and width of the trails and pathways recommendations to
changes for those,the gated amenities and what is proposed as the private park. Staff
do not have a recommendation for that portion of the development.
Commission and Durham discuss.
Commission asks Tucker back to discuss amenities.
Commission and staff discuss.
Faustina moves to approve the application with staff recommendations and as
part of that approval and guidance the amenities as presented we would hope the
applicant stays as close to those amenities as presented with natural play area and
all the other amenities, as they are included in this. I would approve as presented.
Seconded by Lewis.

Domene asks to discuss items with staff and request a report and update on the city projects,impact
fees and what those are used for.
