Minutes - 2025 - City Council - 11/25/2025 - Regular EAGLE CITY COUNCIL MEETING MINUTES November 25, 2025 1. PLEDGE OF ALLEGIANCE: Mayor Pike leads the Pledge of Allegiance. 2. CALL TO ORDER: Mayor Pike calls the meeting to order at 5:30 p.m. 3. ROLL CALL: Present: GINDLESPERGER,MAY,RUSSELL,KVAMME. A quorum is present. 4. ADDITIONS,DELETIONS OR MODIFICATIONS TO THE AGENDA:NONE 5. RECOGNITION: A. Recognition of Terry Sayer for her fifteen years of service on the Eagle Design Review Board. Mayor Pike expresses his gratitude for Terry's years of service to the Eagle Community while on the Design Review Board and presents her with a token of appreciation. 6. REPORTS: A. Mayor and Council: Gindlesperger reports on the Library Board meeting. October was the busiest October on record for circulation. Discusses fundraising of the Eagle Library Foundation. May attended a tour of the Veolia water facility. She states that Eagle Landscaping donated a Christmas tree for Heritage Park. ACHD has begun construction on Eagle Road. Russell reports on the Eagle Urban Renewal Agency meeting. There will be an open house for the public on December 4th to review the additional parking that is being pursued in the downtown in front of NAPA and Eagle Automotive. Kvamme toured the Veolia facility and their water distribution in Boise and Eagle. He has reviewed the Heritage Park renovations and is looking forward to Country Christmas at that venue. Mayor Pike highlights the Giving Machine that will be in the Village,wherein people can support various endeavors. States the Veterans Breakfast was very well attended this year, he had the opportunity to express his gratitude to those who have served and are serving our Country.He also attended the ribbon cutting for the placement of the arch over Eagle Road. B. Department Supervisor: 1. City Treasurer,Financial Reports for the month of October. (LL) City Clerk, Tracy Osborn seeks Council's desire regarding the December Town Hall meeting. Council concurs to cancel the December Town Hall. Osborn notes that the CEP reminder notices will be sent out in December for the Homeowner Associates to collect and remit to the City.Those fees are due in January. The owner of the recycling center Republic Services has notified the City's franchise holder, Hardin Sanitation, that rates for recycling cardboard will increase by 10% beginning in 2026. Last year Republic Services increased recycling rates by 15%. In December, Hardin Sanitation will be bringing forward their annual CPI-U increase request, at that same time they will bring forward pass through request for the Republic Services increase. Clerk's staff will be working on the auction of Grandma Jackson's house. C. Eagle Police Department: Chief Ruby introduces Deputy Lund and the newly funded K-9 Griz. Independent Contractor Agreement Between the City of Eagle and Crystal Paulson: Independent Contractor Agreement between the City of Eagle and Crystal Paulson to teach art classes utilizing a variety of mediums with the goal of connecting art and education for youth. Independent Contractor Agreement Between the City of Eagle and Shauna Krantz: Independent Contractor Agreement between the City of Eagle and Shauna Krantz to provide classes for youth and adults focusing on seasonally themed crafts, activities, and meal preparation. HECO Engineers Scope of Work for Western Reservoir Design Services: Approval of the Scope o Work for project engineering services for the design of a 500,000-gallon buried concrete tank and a 20" water main extension from the existing water distribution system to the reservoir site in an amount not to exceed $143,000.00. The proposed reservoir is located on BLM property north of the end of N. Hartley Road. (KA) K. Permanent Pathway Agreement Between Drainage District No. 2 and The City of Eagle for a Public Pathway Within Lanewood Subdivision No.5: Drainage District No.2 is requesting approval of a pathway agreement associated with the Master Pathway Agreement for a public pathway located within Landwood Subdivision No. 5.The 20.6-acre site is located on the east side North Lanewood Road approximately 400-feet north of the intersection of North Lanewood Road and West Floating Feather Road. The 6.88-acre site is located on the south side of West Floating Feather Road, approximately 875-feet east of North Linder Road at 1435 Weldon Place. (ASG) Mayor Pike introduces the item. Kvamme would like the image for the assessor dwelling unit removed but is in agreement with the remainder of the development agreement. Additionally, though it has been indicated that McAlvain has been contacted and they deferred to the Council on the item, Kvamme feels it is important they are involved in the decision so any action regarding the pole relocation does not impede construction phasing on the Eagle City Athletic Park. Ms.Lewis lives near Arie Lane,the owners of Sidehill have consulted them quite often, and they appreciate the involvement allowed. She is in support of the development. Garrett Smith, 1101 W. Two Rivers Lane,Eagle,Idaho. Mr. Smith owns 160 acres in the vicinity of this development. He is in favor of the development and appreciates the collaboration with the developer. Mayor Pike opens public testimony. Barb Morrison, 5208 West White Hills Drive,Eagle Idaho. Ms. Morrison is speaking on behalf of several Avimor homeowners. They would like to propose delaying the zoning of the cemetery until the necessary studies have been completed, such as the land use planning, the environmental impact, the community engagement and feasibility study. She expresses concerns that HOA dues may be used for landscaping and upkeep of the proposed cemetery vs a perpetual care fund. Bill Morrison, 19650 N. McCloud Way, Eagle, Idaho. Mr. Morrison hands out a photo of a "cowboy cemetery". He feels there is a special connection with the land and with Eagle. He does like the idea of a cemetery, and it would be a meaningful choice for people. Mr. Roylance speaks to the requirement of sidewalks on one side of the sidewalk.Mr.Roylance proposes an alternative of a red cinder walking path, constructed on a compacted base with concrete ribbons vs to the sidewalk requirement. Discusses the timing of the phasing. Discussion regarding pond aeration, sidewalk alternative. Mayor closes the public testimony. Kvamme is not in favor of the phasing approach. Gindlesperger expresses the same concern of phasing. She is in favor of the pedestrian trail vs the sidewalk requirement.
