MEETING MINUTES
September 18,2025, 5:30 p.m.
1. CALL TO ORDER: The meeting was called to order at 5:30 p.m.
2. ROLL CALL: Present: Huffaker, Lewis, Morrison, Faustina.
Absent: Domene, Hiney, Ivie
A quorum is present.
3. APPROVAL OF MINUTES:
A. ACTION ITEM: Minutes of July 17, 2025
Faustina moves to approve the minutes of July 17,2025. Seconded by Lewis. ALL
AYE...MOTION CARRIES.
4. PUBLIC COMMENT:
None.
5. NEW BUSINESS:
ACTION ITEM: RZDA-2025-06/CUP-2025-04/PPUD-2025-04/PP-2025-05-Angler's Hamlet
Subdivision: Dave Roylance, represented by Macy Lui with the Land Group, Inc., is requesting a rezone
from MU-DA(Mixed Use with a development agreement)to MU-DA(Mixed Use with a development
agreement), conditional use permit, preliminary development plan, and preliminary plat approvals for
Angler's Hamlet Subdivision, a 6-lot(5-buildable, 1-common [1-private street])residential planned unit
development. The 5.00-acre site consists of two(2)parcels and is generally located south of Old Valley
Road, approximately 630-feet west of the intersection of West Old Valley Road and State Highway 44, at
4171 West Old Valley Road. (HSD)
Huffaker introduces item.
Jason Densmer,462 E Shore Dr,Eagle representing The Land Group.Mr. Densmer reviews the application.
Densmer agrees with the staff report and analysis. The commission would like to hear from staff before
discussion.
Hailey Durham, City Planning and Zoning staff reviews the staff report. Original development agreement
expired in 2015.Land Group would like to maintain the mixed-use designation and would like to enter into
a new development agreement that reflects the new proposal. Staffs recommendation reflects ACHD's
report, staff recommends a 10-foot multi-use pathway with minimum 8-foot-wide planter strip keeping to
the comprehensive plan for this area.This sight is the first big development in this area of Old Valley Road,
and this development will set the tone for this particular area.
The Commission and Durham discuss.
Huffaker asks Desmer to answer questions and discuss application. The Commission and Desmer discuss.
Huffaker moves to approve all the recommendations made by the staff report and as part of that
motion agrees to all the waivers requested by the applicant for not having open space, active open
space,internal sidewalks,river access and to be allowed to have a gated private community.Seconded
by Morrison.ALL AYE...MOTION CARRIES.

7. REPORTS:
A. Southwest Idaho Mountain Biking Association,Vice President, Sam Blaine will Provide
an Update Report.
Sam Blaine, 1505 North Wattson Way, Eagle, ID, representing Southwest Idaho Mountain Biking
Association(SWIMBA). Blaine presents a report on Project Inclusive,a purpose-built adaptive trail system
for mountain biking located in the Avimor development.
B. Southwest Idaho Trail and Distance Riders.
Tammy Bromley, 8856 Silver Spur Lane, Middleton, ID representing Southwest Idaho Trail and Distance
Riders (SWIT and DR). Bromley presenting a report on the equestrian riding group SWIT and DR.
Bromley is advocating for the continued access and safety of equestrian riders in the foothills of Eagle.
