Meeting Minutes
Eagle City Hall, 660 E. Civic Lane
September 17,2024 at 3:00 p.m.
1. CALL TO ORDER: Chairman Grubb calls the meeting to order.
2. ROLL CALL: GRUBB, VAN ARNEM,NEILSON, HART, FILLMORE, THOMAS.
Absent: Hart and Fillmore. A quorum is present.
3. APPROVAL OF MINUTES:
A. ACTION ITEM: Minutes of May 3,2023.
B. *ACTION ITEM. Minutes of May 18,2021.
Grubb moves to approve the minutes of May 3,2023, and May 18, 2021. Seconded by
Nielson. ALL AYE...MOTION CARRIES.
4. NEW BUSINESS:
A. ACTION ITEM: Star Fire Protection District Capital Improvement Plan:
Recommendation to the Eagle City Council on the adoption of the Star Fire Protection
District Capital Improvement Plan and collecting impact fees on their behalf. (NBS)
Colin McAweeny,999 West Main Street,Boise,Idaho 83702 with TischlerBise reviews the Star
Fire Protection District Capital Improvement Plan.
General discussion amongst the committee, McAweeny and the Star Fire Chief.
Grubb moves to approve action item 4A - Star Fire Protection District Capital
Improvement Plan as written. Seconded by Van Arnem. ALL AYE...MOTION
CARRIES.
B. ACTION ITEM: Ada County Jail, Corner& Emergency Medical Services Capital
Improvement Plan: Recommendation to the Eagle City Council on the adoption of
the Ada County Capital Improvement Plans and collecting impact fees for Jail, Corner
and Emergency Medical Services on their behalf (NBS)
Colin McAweeny, 999 West Main Street, Boise, Idaho 83702 with TischlerBise reviews the Ada
County Capital Improvement plan.
General discussion amongst the Committee and McAweeny.
Grubb moves to approve action item 4B—Ada County Jail, Corner and Emergency
Medical Services Capital Improvement Plan as written. Seconded by Thomas. ALL
AYE...MOTION CARRIES.
5. REPORTS:
A. Committee Reports: None
B. Staff Report: Director of Long-Range Planning and Projects,Nichoel Baird Spencer
provides an Impact Fee Summary Sheet. Tomorrow night is an open house for the

Capital Plan and invites all to attend. Most CIP projects are leveraged with impact fee
funding.
6. ADJOURNMENT:
