SPECIAL MEETING MINUTES
November 17, 2025
1 PLEDGE OF ALLEGIANCE:
2. CALL TO ORDER: Mayor Pike calls the meeting to order at 2:00 p.m.
3. ROLL CALL: Present: GINDLESPERGER, MAY, RUSSELL, KVAMME. Absent: A
quorum is present.
4. ADDITIONS,DELETIONS OR MODIFICATIONS TO THE AGENDA
5. REPORTS:
A. Mayor and Council: May states she attended a Boy Scout event. She also attended an ITD
meeting to review the preliminary design for the signal light at Palmer. There is also an upcoming
closure for Linder Road improvements which is an ACHD project. Their website contains
information on status and updates for projects. May would like a report from the Recreation
Department Supervisor on the events and schedule for Country Christmas. Kvamme would like
the Mayor and Council President would like a schedule established to have Department Supervisors
report to Council so Council is aware of what is going on. Russell suggests a report from the City
Treasurer on the previous fiscal year to see where budgets were over or under to help prepare for
future budgeting. Kvamme discusses the Heritage Park renovation and recent landscaping
challenges. Mayor Pike addresess the Christmas tree that was placed, rotated and them removed.
Discussion. Mayor Pike discusses Country Christmas activities and the schedule of events.General
discussion.
B. Department Supervisor:
1. City Treasurer, Financial Reports for the month of September 2025 and for the Quarter Ending
September 30, 2025. (LL)
Recreation Director, Brian Allen reviews the schedule of events for Eagle Country Christmas and
stands for questions.
Director of Public Works, Eric Ziengenfuss provides an update on Heritage Park renovations and
the schedule for post construction clean up.
C. Eagle Police Department: Chief Ruby introduces Sgt. Jessica Johnson and provides an
overview of her law enforcement experience. Chief reviews recent law enforcement activities in
the community.
6. CONSENT AGENDA: ALL CONSENT AGENDA ITEMS ARE CONSIDERED
ACTION ITEMS. Consent Agenda items are considered to be routine and are acted on with one
motion. There will be no separate discussion on these items unless the Mayor, a Councilmember,
member of City Staff, or a citizen requests an item to be removed from the Consent Agenda for
discussion. Items removed from the Consent Agenda will be placed on the Regular Agenda in a
sequence determined by the City Council.Any item on the Consent Agenda which contains written
Conditions of Approval from the City of Eagle City Staff, Planning & Zoning Commission, or
Design Review Board shall be adopted as part of the City Council's Consent Agenda approval
motion unless specifically stated otherwise.

Development, LLC: Evans Development, LLC, represented by Kim Siegenthaler with Jensen
Belts Associates PLLC, is requesting design review approval for the common area landscaping
within Whitehurst Village Subdivision. The 5.97-acre site is located on the north side of West Flint
Drive approximately 830-east of North Park Lane at 3660 West Flint Drive. (ERF)
S. DR-2025-68 - Two Subdivision Entry Monument Signs for Whitehurst Village
Subdivision - Evans Development, LLC: Evans Development, LLC, represented by Kim
Siegenthaler with Jensen Belts Associates PLLC, is requesting design review approval for two
subdivision entry monument signs within Whitehurst Village Subdivision. The 5.97-acre site is

T. Memorandum of Understanding (MOU) for State Street /Idaho 44 Transit Corridor:

U. Eagle Regional Athletic Park: Change order No. 1 to the First Amendment to the
Construction and Cost Share Agreement between the City of Eagle and Valnova, LLC for the
funding and construction of transportation improvement on SH-16 and within the City Park.
Increasing the city's proportionate share by$83,716.61 for the installation of an expanded retaining
wall as required by the Farmers Union Canal Company. (NBS)
V. Heritage Park Change Order No. 3: Approval of Change order No. 3 for Heritage Park
Construction in an amount not to exceed $2,671.80 for the resetting of pavers after split and
associated settling of the apricot tree. (NBS)

City Clerk Osborn, states that the memo references an incorrect resolution. It should reference
Resolution 23-18, not 23-24. The service agreement itself is accurate, the correction to the cover
memo is the only alteration.

L. Eagle Arts Advisory Committee Grant Funding Approval: The Eagle Arts Advisory

Kvamme notes that the applicant does not currently hold non-profit status. City Attorney Villegas
cites Idaho Constitution regarding donations. Discussion.

Committee is seeking Council Approval to award the Idaho Concerts in Care a grant not to exceed
$3,125.00. This is a budgeted amount. (BLA)
Kvamme inquires how many concerts will be given in Eagle.
Director Allen states that he does not have that number, however last year they did between 5 and
10. Each grant recipient is required to do a wrap up and that report would provide more details.
Kvamme ways to get the word out for this group and the services they provided. Suggests possibly
hold a fundraising event at a city park as a fundraising platform for the organization. General
discussion.

and placement of the retaining wall. The Farmers Union canal, as part of a license agreement
discussion has required the height of the retaining wall to be increased.

Mayor Pike introduces the item.
Director Baird Spencer reviews the pole relocation options. Discussion for clarification regarding
the various options discussed. Mayor Pike offers to meet with Idaho Power to investigate other

options. May is in favor of the Mayor meeting with Idaho Power,she also suggests possibly having
McAlvain provide input as the GM/CM of the Eagle Regional Athletic Park. Baird Spencer notes
that the roadway is unable to move forward which is part of a cost share agreement between the
City and Clyde Development. Engineering design will be required for whichever choice is selected,
and that design will take an estimated 5-6 weeks. Discussion.
Gindlesperger moves to move action item 7D to the November 25, 2025 meeting to also
include a Capital Plan modification. Seconded by Russell. ALL AYE...MOTION CARRIES.

Re: City of Eagle Sports Complex—Cost Share Agreement/Change Order Request
Dear Mayor Pike,
This letter provides formal notice of a requested modification to the Cost Share Agreement between the City of
Eagle and Clyde Capital Group(CCG)for the City of Eagle Sports Complex improvements.
As part of Phase 1 of the Sports Complex,a retaining wall was identified in the approved master plan to
accommodate final finished grades near the Farmers Union Canal.During construction of the roadway and
utility improvements,existing field conditions and coordination with the Farmers Union Canal revealed that
grade stabilization must occur now—rather than in the later phase—to maintain canal safety clearances,protect
the canal embankment,and ensure site stability.
To address these conditions and avoid rework or future disturbance to the canal corridor,the retaining wall

The proposed change order includes:
• Installation of a stacked block retaining wall
• Approximate area:2,015 square feet
• Material:Victorian Blend concrete block,matching planned Sports Park finishes
This work provides the required grade control and ensures long-term stability of the canal embankment and
adjacent improvements.

$83,716.61 and revise the cost share agreement to include the change order for a total amount of
$1,647,278.26.
