SPECIAL MEETING MINUTES
October 21,2025
1. PLEDGE OF ALLEGIANCE: Mayor Pike leads the Pledge of Allegiance.
2. CALL TO ORDER: Mayor Pike calls the meeting to order at 3:04 p.m.
3. ROLL CALL: Present: GINDLESPERGER,MAY,RUSSELL,KVAMME. A quorum is present.
4. NEW BUSINESS:
A. ACTION ITEM:Heritage Park Change Order No.2: Change order to increase the contract amount by
$3,298.57 and extend the substantial completion date from October 22, 2025, to November 18, 2025 and
final completion from November 6,2025 to December 3, 2025 except for the roll up door. (NBS)
Mayor Pike introduces the item.
Nichoel Baird Spencer, Director of Long-Range Planning and Projects, provides an overview of the
requested Changer Order No. 2. Kvamme would like clarifying statement incorporated to ensure that all
construction activity concluded to the degree that the Public Works Department can address final landscape
and clean-up in order to facilitate Eagle Country Christmas.
Discussion.
Gindlesperger moves to improve Heritage Park Change Order No.2 approve to increase the contract
amount by$3,298.57 and extend the substantial completion date from October 22,2025,to November
18, 2025 and final completion from November 6, 2025 to December 3, 2025 except for the roll up
door. Seconded by Kvamme. KVAMME AYE;MAY AYE; RUSSELL AYE; GINDLERSPERGER
AYE...MOTION CARRIES.
5. UNFINISHED BUSINESS:
A. ACTION ITEM. Discussion and Possible Action Regarding the Police Level of Service. (NBS)
Mayor Pike introduces the item.
General discussion. Mayor Pike, Council Director Baird-Spencer, and Chief Ruby discuss the Police
Level of Service study and the current law enforcement capital plan. Discussion regarding tracking
of calls for service, calculation of law enforcement level of service and updating the level of service
study.
Council would like the monetary amount for weaponry to be updated. Consider facility space/costs
for future growth.
Council concurs that no action this year,but a level of service update for next fiscal year which would
include updating the law enforcement study for impact fee collection which would address level of
service. Discussion
No action taken.
