MEETING MINUTES
May 05,2025
1. CALL TO ORDER: Brian Allen, Recreation Director, calls the meeting to order at 3:00 p.m.
2. ROLL CALL: Present: ALLEN,HAMLETT,ROSS,SHAWVER.A quorum is present.
3. APPROVAL OF MINUTES:
A. ACTION ITEM: Minutes of November 4,2024.(LNW)
B. ACTION ITEM:: Minutes of January 22,2025.(LNW)
Brian Allen introduces the item. Specifies that both of the minutes submitted may be approved in
a single motion.
Ross makes a motion to approve the minutes submitted, seconded by Hamlett . ALL
AYE...MOTION CARRIES.
4. NEW BUSINESS:
A. ACTION ITEM: Call for Artists for the City Hall Gallery: Staff requests approval to
publish a Call for Artists to display 2D art in the City Hall Gallery, monthly, from
September of 2025 through August of 2026.
Brian Allen introduces the item.
No discussion amongst the committee.
Shawver makes a motion to publish a Call for Artists to display 2D art in the City Hall
Gallery,seconded by Ross. ALL AYE....MOTION CARRIES.
B. ACTION ITEM: Call for Artists for "Art That's Small at City Hall": Staff requests
approval to publish a Call for Artists for"Art That's Small at City Hall"to be on display
for the month of October 2025 and to recommend to the City Council to approve funds
for prize money and artist reception in an amount not to exceed $1500.00.

Ross makes a motion to publish a Call for Artists for"Art That's Small at City Hall" and to
recommend to Council to approve funds not to exceed $1500.00,seconded by Hamlett.ALL
AYE.....MOTION CARRIES.
C. ACTION ITEM: Arts Advisory Committee Community Grant: Discussion to
recommend to the City Council to approve an Arts Advisory Committee Community
Grant for the 2025-2026 budget year. The grant would fund projects or education that
enhance artistic atmosphere and/or musical environment in the Eagle community in an
amount not to exceed$15,000.00.
Brian Allen introduces the item.
The committee clarifies that it is for grants, plural, not grant.
Shawver makes a motion to recommend to Council to approve the Arts Advisory Committee
community Grant for 2025-2026 budget year in an amount not to exceed$15000.00,seconded
by Ross.ALL AYE.....MOTION CARRIES.
D. ACTION ITEM: Christmas in July-Wreath Design Event: Discussion of timing,
details, and funding for the Arts Advisory Committee Project proposed by Committee
Member Hamlett during the January 22, 2025 special meeting.
Brian Allen introduces the item.
Committee member Hamlett distributes a handout and talks about the details and the objectives of
the event.
Brian Allen introduces Sean Tamburrino, Senior Center Coordinator, to weigh in on the logistics
of the event.
Committee discusses advertising and prize amounts.
Ross makes a motion to recommend to Council to approve the Christmas in July Wreath
Design Competition with prize money total of$600.00, $300.00 for first place, $200.00 for
second place, and $100.00 for third place, seconded by Shawver . ALL AYE.....MOTION
CARRIES.
E. ACTION ITEM "Eagle's Got Talent" Show: Discussion of participation age
(minimum age of 18, adults only),timing, details, and funding for the Arts Advisory
Committee Project proposed by Committee Member Hamlett during the January 22,
2025 special meeting.
Brian Allen introduces the item.
Committee member Hamlett distributes a handout and discusses the details of the event.
Sean Tamburrino, Senior Center Coordinator, discusses the practical aspects of putting on
this kind of event regarding sound and timing. Mr. Tamburrino recommends allotting 5
minutes maximum for each performance and reducing the participation age to 16.
Discussion amongst the committee.
A date of September 12,2025 is tentatively decided for the performance. Details of
advertising, auditioning,rehearsals, and finances are discussed amongst the committee.
Shawver makes a motion to allocate an amount not to exceed $4000.00 to be
recommended for Council approval to move forward with the Eagle's got Talent Show,
seconded by Hamlett.ALL AYE.....MOTION CARRIES.
F. ACTION ITEM Purchase Prize for the Plein Air Festival: A request was made by
Meg Glasgow, organizer of the Plein Air Festival,for the Arts Advisory Committee to
consider and recommend to the City Council a purchase prize award for the
Committee's selection at the Plein Air Festival in 2026, in an amount not to exceed
$1000.00.
Brian Allen introduces the item.
Laura Williams, Communications/Marketing Specialist, clarifies the purchase prize would be
in the 2025-2026 fiscal year as Plein Air occurs in October.
Discussion amongst the committee.
Ross makes a motion to recommend to Council to approve the purchase prize of the
Arts Advisory Committee's selection at the Plein Air festival in October 2025,seconded
by Shawver.ALL AYE.....MOTION CARRIES.
G. ACTION ITEM: Discuss Updating the Art in Council Chambers: Discuss a
potential Call for Artists to update the art in the City Council Chambers. Discussion
should include size, location,theme, and estimated funding to recommend to the City
Council if the Committee would like to move forward.
The committee are all in favor of updating the art in the Council Chambers with paintings from
multiple artists, and with more color. The committee would like more details to be compiled by
staff and to bring the item back to a later meeting date.
No action was taken
5. REPORTS:
A. Staff: Laura Williams reports that the Youth Art Show for Arbor Day went well and that
she is still following up with the Grant recipients for final report.
B. Committee:Nothing to report.
6. ADJOURNMENT:
Shawver moves to adjourn at 3:41 pm,seconded by Ross. ALL AYE...MOTION
CARRIES.
Hearing no further business,the Eagle Arts Advisory Committee meeting was adjourned.
