SPECIAL MEETING MINUTES
September 29, 2025
PLEDGE OF ALLEGIANCE: Mayor Pike leads the Pledge Allegiance.
2. CALL TO ORDER: Mayor Pike calls the meeting to order at 5:30 p.m.
3. ROLL CALL:
Present: GINDLESPERGER, MAY, RUSSELL, KVAMME.
A quorum is present.
4. TOWN HALL MEETING:
The City of Eagle is pleased to invite all Eagle residents to attend the Town Hall
meeting. The identified topics for discussion are:
• City Sponsored Events
Out of courtesy for all who wish to speak, each speaker should limit their comments to
three (3) minutes. If time permits the Mayor, or City Council, may invite rebuttals or
engage in additional discussions with the attendees.
Respectful dialogues are the catalyst to great achievements, therefore as we come
together to discuss the community we love, those in attendance are encouraged to
conduct themselves in a civil manner.
Please Note: Due to Idaho Statutes public hearing regulations associated with land use
applications, discussion/testimony of any pending application before the City must be
reserved for the date of the officially scheduled public hearing noticed for City Council or
the Planning and Zoning Commission.
Mayor Pike introduces the item, City sponsored events.
Recreation Director Brian Allen provides an introduction of the Special Event Staff and
their experience in addition to information regarding the history of the City sponsored
events and how they are organized and put on. He also provides the logistics of hosting
events and the Saturday Market at the City Hall Campus and Heritage Park.
Council Gindlesperger is confused as to why there is still conversation about where the
events will be taking place. There was a motion made by the Council regarding all historical
events going back to Heritage Park area once construction was completed. As well as a
directive of the Mayor at the last Town Hall to have a contingency plan to have Country
Christmas go back to Heritage Park. Her understanding that Country Christmas was going
to be back in the downtown area and it was going to commence with the construction and
work on Heritage Park.

Council Russell states that at the January 13, 2025, Town Hall meeting, Megan from Sweet
Tea Living spoke to everyone about celebrating the reopening of downtown with Country
Christmas being held in the downtown area. She states that the Mayor reassured Megan
that the event planners are already working on both plans and that there would be
contingency plans if something should happen. She believes that they need to move
forward with the Council directive that was given as a motion back in December when they
approved the Heritage Park renovation.
Mayor Pike states that he did say that staff would put two contingency plans together in
the event that the downtown construction would get done early. There are no dates and
confirmation from ACHD that the road construction will be completed on time. There is a
lot of logistics that go into planning, and there are concerns if there are change orders and
the project is not completed on time. The Mayor is wanting the downtown businesses to
succeed. What do you do if the road construction is not completed or Heritage Park is not
completed.
General discussion amongst the Mayor and Council.
Council May states that everything points to the road construction and Heritage Park being
completed on time. She doesn't want the City to lose sight of the reason why the pocket
park (Heritage Park) was put downtown and why Saturday Market was started. It was to
highlight the core and heart of downtown and bring people down there to create that
synergy. She would like to see Country Christmas back at Heritage Park this year but have
that contingency plan if needed. It is a great way to show off the sign and the park.
Mayor honors the motion that everything will be brought back to Heritage Park and go
from there.
Kvamme states that a decision has been made to bring back the event to Heritage Park. To
make it successful the City needs to keep a close track of the progress. Have a percentage
complete of what is going on with Heritage Park because that seems to be the stumbling
block on whether it is going to be ready or not. It will help navigate what can be done for
Country Christmas.
Steve Bender, 1235 North Seven Oaks Way, Eagle, Idaho, what would prohibit citizens
from helping to get ready with Country Christmas? He would be happy to help, and he is
sure there are other folks out there that would be willing to help.
Dwight McCarthy, 689 West Cowman Court, Eagle, Idaho, has the following questions:
Describe the outcome of the Senior Center lawsuit. Did the 250k get allocated to the
Crowfoot Range? Are there any other pending lawsuits?
Mark Butler, 1675 East Bishop Way, Eagle, Idaho, wrote a resolution for special events
but will not read it. He clarifies that he and his former wife Linda Butler, started the
Saturday Market. He encourages everyone to work together and respect our elected
officials.

Suzette Pull, is a vendor at the market and resides in Mountain Home. She is in favor of
keeping the Saturday Market at City Hall.
Terry Noise, 472 West Conville Court, Eagle, Idaho, is a vendor at the Saturday Market
and has been a vendor for the past four years. She is in favor of keeping the market at City
Hall. The footprint is way larger and accessible and safer. She recommends having a
compromise with the downtown business owners.
Jenny Downing, East Rocking Hand Drive, Eagle, Idaho, asks if the Saturday Market going
down to Heritage Park? She is a downtown business owner and states that the market is
not the same at City Hall.
Russell confirms that the motion was that all historical events will go back to Heritage
Park.
Erin Johansen, ACHD Businesses Coordinater, states that the road construction will be
completed at the end of October.
Meg Glasglow, owner of Finer Frames, is excited to hear that the events will be going back
downtown. There is an opportunity to rebrand downtown and do a campaign to rediscover
the area. She would like to see the downtown advisory committee coming back.
Nick Zebio, 6706 West Panco Street, owner of The Cottage at Second Avenue, Eagle,
Idaho. He believes that the Mayor just doesn't want events downtown and he feels the
Mayor doesn't support the businesses. He requests the City events be brought back
downtown.
Meg Housen, 99 East State Street, Eagle, Idaho, owner of Sweet Tea. She thanks the Mayor
and Council for listening and bringing the events back downtown. She appreciates the Staff
as well and would love to collaborate with the vendors.
Jennifer Zebio, 6706 West Panco Street, Eagle, Idaho, owner of the Cottage at Second
Avenue. She has not felt the Mayor's support. The business owners are just normal people
and invested in being business owners in Eagle. The construction has been really hard on
the businesses.
Kelly Caru, 2948 South Reinert, Eagle, Idaho, is a vendor at the Saturday Market and
enjoys the location at City Hall. He requests the Council reconsider and asks they listen to
them as business owners.
Cindy Borh, 1407 West Deadwood Court, Eagle, Idaho. She is a vendor and suggests the
Council reconsider. Is the Market for the downtown businesses or the people of Eagle?
Terry Hathaway, 933 North Ancestor Lane, Boise, Idaho, is a market vendor and requests
that the market stay at City Hall. There is room to expand rather than cutting it back to
much less.

Nancy Merrill, 3268 West Skywood Lane, Eagle, Idaho, states that Heritage Park was built
to the ambiance of charm and what the City could bring to the people of Eagle. It is a
gathering place and what Eagle is. She supports the downtown business owners.
Lisa Taylor, 2411 East Riverside Drive, Eagle, Idaho, is a 5-year vendor. After seeing the
meeting tonight, there is a division and that is not what Eagle is about. Everyone needs to
work together.
Todd Grimes, 1974 North Heirloom Place, Eagle, Idaho. His two daughters have been
vendors at the market and the safety and security at the City Hall is much better here. They
would encourage the Council to reconsider the location.
Valerie brooks, 394 E Presidio Lane, Eagle, Idaho, is a long-standing resident and hopes
to keep Eagle alive and for all to work together. Everyone needs to succeed.
Ricky, 2411 East Riverside Drive, Eagle, Idaho, is a vendor. Many vendors have seen much
more success at the City Hall location and request the Council reconsider their decision.
Danielle Davis, 1257 North Racing Water Way, Eagle, Idaho. From a customer perspective
she moved to Eagle for the quaintness of Eagle. She was initially in favor of having the
market going back to downtown however she attended a Saturday Market last weekend the
location at City Hall is much better. She believes there is a compromise that can be made.
Mary Hunter, 173 North Sierra View Way, Eagle, Idaho. Find compromise between the
vendors and business owners so all parties will be successful. Let the vendors be at City
Hall and do something at Heritage Park.
Tracy Jones, 934 Steeple View Drive, Eagle, Idaho. She works at a downtown business
and has seen business drop tremendously since the market has moved. She agrees that there
needs to be compromised. Incorporate both locations.
James Widdard is the assistant manager at Smoky Mountain Pizza; he suggests that there
be clear communication and closing off 1 st Street to add more vendors. Everyone can work
together to make it safe and fit everyone.
Joel Anderson, 1424 Riverwood Drive, Eagle, Idaho, believes that the contractors on the
road and the park need to be held accountable on timelines. He encourages staff to host
more events. The downtown is the City's living room, and the downtown should stay the
true heart of the City.
Miesian Lund is opening a toy and bookstore in the new downtown building. The
community of the business owners have been so supportive and has a huge heart for the
vendors and encourages and collaborating.
Bob VanArnem, 3049 South Whitepost Way, Eagle, Idaho. States that Chief Ruby is very
approachable. He suggests seeing the South Channel pedestrian bridge be reinstated in the
Capital Plan.

Sandy Jones, 1024 East Beacon Light, Eagle, Idaho. She loves the idea of everyone coming
together and making room for growth. She suggests utilizing Aikens for parking and
pedestrians. She is excited that the market will be going back downtown.
Tom Letz, 302 North Taylor Street, Eagle, Idaho. Need to be more proactive if you want
to be involved and don't wait. He respects what the Council and Mayor does and apologizes
for making rude comments in the past on social media.
Brenda Catano is a resident of Star and a market vendor. The integrity of the market will
go away if it goes downtown. She doesn't believe that they can go back and not lose the
integrity of the current market.
5. ADJOURNMENT:
Gindlesperger moves to adjourn. Seconded by May. ALL AYE ... MOTION
CARRIES.
Hearing no further business, the Council meeting was adjourned.
