The Design Review Board met in regular session on September 11, 2025. Vice Chairman Greer presiding.
1. CALL TO ORDER: Meeting called to order at 6:00pm.
2. ROLL CALL: GREER, GRUBB, SAYER, MURPHY, NORTON.
Absent: LINDGREN, MIHAN. A quorum is present.
3. CONSENT AGENDA: ALL CONSENT AGENDA ITEMS ARE CONSIDERED ACTION ITEMS. Consent
Agenda items are considered to be routine and are acted on with one motion. There will be no separate
discussion on these items unless a Design Review Board member or City Staff requests an item to be
removed from the Consent Agenda for discussion. Items removed from the Consent Agenda will be placed
on the Regular Agenda in a sequence determined by the Rules of Order. Any item on the Consent Agenda
that contains written recommendations from the City of Eagle shall be adopted as part of the Design
Review's Consent Agenda approval motion unless specifically stated otherwise.

B. Findings of Fact and Conclusions of Law for the Approval of DR-2024-16 - Aikens Towne
Square Mixed Use Building - Roth Construction Inc: Roth Construction Inc., represented by Paul
Case, is requesting design review approval for a 17,3 3 1 -square foot, three-story, mixed use building
(eight residential units and five retail/office/food and beverage sales/artist studio units). The 0.44-
acre site is located on the south side of East Aikens Street approximately 85-feet west of the
intersection of East Aikens Street and South 1 st Street at 167 East Aikens Street. (ERF)
C. Findings of Fact and Conclusions of Law for the Approval of DR-2024-17 - Master Sign Plan
for Aikens Towne Square Mixed Use Building - Roth Construction Inc: Roth Construction Inc.,
represented by Paul Case, is requesting design review approval for a master sign plan for the Aikens
Towne Square mixed use building. The 0.44-acre site is located on the south side of East Aikens
Road approximately 85-feet west of the intersection of East Aikens Street and South 1 st Street at
167 East Aikens Road. (ERF)
D. Findings of Fact and Conclusions of Law for the Approval of DR-2025-43 - Community
Monument Sign for Avimor Development - Avimor Development, LLC: Avimor Development,
LLC, represented by Sarah Martz, is requesting design review approval to construct one (1)
community monument sign. The 0.20-acre site is located on the southwest corner of State Highway
55 and North McLeod Drive (Ada County parcel # SO106336050). (AGM)
E. Findings of Fact and Conclusions of Law for the Approval of DR-2025-55 - Common Area
Landscaping within Riverbend Commons Subdivision - Seven Two One, LLC: Seven Two One,
LLC, represented by Dave Yorgason with Tall Timber Consulting, is requesting design review
approval for the common area landscaping within Riverbend Commons Subdivision. The 14-acre site
is located on the south side of State Highway 44 approximately 1,044-feet west of South Urban Gate
Avenue at 2603, 2611, 2755, and 2785 West State Street. (BAW)
F. Findings of Fact and Conclusions of Law for the Approval of DR-2025-60 - One Townhome
Building (2-Units) within Bellemeade Subdivision - Miller Construction Corporation: Jon
Miller with Miller Construction Corporation, is requesting design review approval for one townhome
building (2-units). The 0.19-acre site is located on the east side of North Blossom River Lane at 328
and 340 North Blossom River Lane within Bellemeade Subdivision (Lots 49-50, Block 1). (ERF)
Sayer moves to approve the Consent Agenda.

5. NEW BUSINESS:
A. ACTION ITEM: DR-2006-11-MOD2 - Modification to the Master Sign Plan for a Multi -Tenant
Building, Including Signage for Papa Kelsey's — Papa Kelsey's: Papa Kelsey's, represented by
Julianna Kelsey, is requesting design review approval to modify the master sign plan for a multi -
tenant retail building and single tenant building, including signage for Papa Kelsey's. The site is
located on the southwest corner of East Iron Eagle Drive and Edgewood Lane within Merrill
Subdivision No. 1 (formerly Rocky Mountain Business Park) at 1539 East Iron Eagle Drive. (ERF)

overview of the application and responds to questions from the Board.

Greer moves to recommend approval of action item DR-2006-11-MOD2 - Modification to the
Master Sign Plan for a Multi -Tenant building for Papa Kelsey's with site specific conditions 1-6.
With the addition of site specific condition no. 7 that the tenant will have the brick
professionally repaired once the sign is removed, to be approved by staff at staff level.
Seconded by Murphy. ALL AYES ... MOTION CARRIES.
B. ACTIONITEM: DR-2025-63 - 10 Apartment Buildings, 8 Detached Garage Structures, a
Clubhouse, Pool House and Pool, and Common Area Landscaping within Terra View Multi-Famil
White Sturgeon, LLC: White Sturgeon, LLC, represented by Mark Puddy with Ardurra, is requesting
design review approval to construct ten (10) apartment buildings, eight (8) detached garage structures, and
the common area landscaping within the Terra View Multi -Family Development (4—12,924-SF and 6 —
27,667-SF apartment buildings, 8 — 2,024-SF garage structures, 1 — 5,578-SF clubhouse, and 1,041-SF
pool house). The 12-acre site is generally located approximately 1,430-feet north of the intersection of
West Beacon Light Road and State Highway 16 (Ada County Parcel#S0333417210). (BAW)

Greer moves to recommend approval of DR-2025-63 - 10 Apartment Buildings, 8 Detached
Garage Structures, a Clubhouse, Pool House and Pool, and Common Area Landscaping within
the Terra View Multi -Family — with the project site specific condition 1-10 with the additional
site specific conditions.
I am going to start with the structures. First no. 11 to please provide additional color schemes
with possible variations and the use of the colors that have been provided or to add some colors,
as for all the structures not just the apartment buildings. So that we don't just have an entirely
white development. It's pretty dusty out there too, so you will appreciate it later. That includes
because we also have white stone, so maybe another option for stone. That is all part of
condition no. 11. No. 12, and that needs to be, to be reviewed and approved by staff and two
members of the Board.
Site specific condition no. 12 to, that the applicant to please verify the mechanical units to each
location. We just want to make sure that they are internal and that we don't have something on
the exterior that we're not seeing here. That can just be approved by a Staff member.
No. 13, the carport colors. If the applicant could please provide optional colors from the white
roof may be something not reflective for the third story. That can be reviewed by staff and one
Board member.
And no. 14 in addition to that, the carport water and drainage for gutter and downspouts if we
can get those location as well and that can be reviewed by a staff member.
Site specific condition 15, the dog park material if we can get a plan to specify what the
materials will be whether we have turf, so if we can just get an updated plan specifying what
that is and have that reviewed by Staff and one Board member.
Site specific condition no. 16 applicant can please verify the height of their pool fence and that
can be reviewed by Staff.
Site condition no. 17 for the screening around the remaining utilities on the site. That we have a
condition of the screening at maturity will not have visible gaps. And that perhaps a landscape
plan that shows one building with the landscaping that we can see just for review by one staff
member, or staff member and one member of the Board.
Strike condition no 2.

6. REPORTS:

B. Staff: Staff provides an update of pending applications for the next Design Review Board.
