Minutes - 2025 - Design Review Board - 08/28/2025 - RegularDESIGN REVIEW BOARD MINUTES The Design Review Board met in regular session on August 28, 2025. Chairman Lindgren presiding. 1. CALL TO ORDER: Meeting called to order at 6:00pm. 2, ROLL CALL: GRUBB, SAYER, LINDGREN, NORTON. Absent: GREER, MIHAN, MURPHY. A quorum is present. 3. CONSENT AGENDA: ALL CONSENT AGENDA ITEMS ARE CONSIDERED ACTION ITEMS. Consent Agenda items are considered to be routine and are acted on with one motion. There will be no separate discussion on these items unless a Design Review Board member or City Staff requests an item to be removed from the Consent Agenda for discussion. Items removed from the Consent Agenda will be placed on the Regular Agenda in a sequence determined by the Rules of Order. Any item on the Consent Agenda that contains written recommendations from the City of Eagle shall be adopted as part of the Design Review's Consent Agenda approval motion unless specifically stated otherwise. Findings of Fact and Conclusions of Law for the Approval of DR-2025-47 - Change of Use of a Residential Dwelling to a Tasting Room, Including a Production Facility for Bruneel Winery - Steven Bruneel: Steven Bruneel, represented by Dominic Pera with JGT Architecture, is requesting design review approval to change the use of an existing 6,900-square foot residential dwelling to a winery, including a tasting room, and an addition of a 19,090-square foot production facility for the winery operations. The 30-acre site is located on the northeast corner of West Homer Road and North Gooder John Lane at 4952 North Gooder John Lane (Lots 4, 5, and 6, Block 1, Bruneel Subdivision). (AGM) C. Findings of Fact and Conclusions of Law for the Approval of DR-2025-48 - Multi -Tenant Office (Business and Professional) Building Within Ashbury Commercial Subdivision - South Eagle Holdings: South Eagle Holdings, represented by Walt Lindgren with Lindgren Labrie Architecture, is requesting design review approval for a 5,094-square foot multi -tenant office (business and professional) building. The 0.52-acre site is located on the south side of West Bavaria Street approximately 968-feet west of North Meridian Road at 3501 West Bavaria Street (Lot 6, Block 1, Ashbury Commercial Subdivision). (ERF) D. Findings of Fact and Conclusions of Law for the Approval of DR-2025-49 - Master Sign Plan for a Multi -Tenant Office (Business and Professional) Building in Ashbury Commercial Subdivision - South Eagle Holdings: South Eagle Holdings, represented by Walt Lindgren with Lindgren Labrie Architecture, is requesting design review approval for a master sign plan for a multi -tenant office (business and professional) building in Ashbury Commercial Subdivision. The 88-acre site is located at the southern terminus of South Isla Del Rio Way, South Lago Way, and South Riparian Way at 850 and 856 East Williamson Lane. (BAW) Grubb moves to approve the Consent Agenda through A, B, C, D, and E, as written. Seconded by Norton. ALL AYES...MOTION CARRIES 4. UNFINISHED BUSINESS: A. ACTION ITEM. DR-2024-16 - Aikens Towne Square Mixed Use Building - Roth Construction Inc: Roth Construction Inc., represented by Paul Case, is requesting design review approval for a 17,331-square foot, three-story, mixed use building (eight residential units and five retail/office/food and beverage sales/artist studio units). The 0.44-acre site is located on the south side of East Aikens Street approximately 85-feet west of the intersection of East Aikens Street and South 1st Street at 167 East Aikens Street. (ERF) This item was continued from the May 9, 2024, Design Review Board meeting. Chairman Lindgren introduces item 4A. Chairman Lindgren moves to recommend approval of DR-2024-16 - Aikens Towne Square Mixed Use Building with the following site specific conditions as provided by staff, and then also to be added by the Board. Site specific condition number one. Excuse me. Site specific condition two, three, four, and then six through 12 will remain. Site specific condition one to be edited and to strike the word "if." And that the Board approves the front setback 11-feet 6-inches. Site specific condition five would be struck from the record, struck from site specific conditions, and that the addition of site specific condition 13 is the alternative method of compliance that the interior landscaping within 60 feet of parking stall per member Norton's suggestion to move one of the planters, you know, a minimum of two stalls over so they meet that requirement. That will be site specific condition 13. Site specific condition 14 would be also alternative method of compliance, and that would be the reduction of interior landscaping within the property of, from five percent, I believe it is to three percent is what the applicant is proposing. Seconded by Board Member Grubb. Chairman Lindgren amends his motion for recommendation of approval item 16 would be to reduce the site landscape requirement from 5-feet to 2.5-feet as proposed by the applicant. Site specific condition 17 the site setback and lot coverage to be waived per the applicants proposal based on easements applied based both on the north and south side of the property. I believe that would be 17. Site specific condition 18 would be for the applicant to ensure that we have concealed fasteners on the standard seam metal roofing. And that it should be reviewed by staff, I guess in that case. It is probably fine. That is my amended motion. Seconded by Grubb. ALL AYES...MOTION CARRIES. B. The 0.44- acre site is located on the south side of East Aikens Road approximately 85-feet west of the intersection of East Aikens Street and South 1st Street at 167 East Aikens Road. The 0.20-acre site is located on the southwest corner of State Highway 55 and North McLeod Drive (Ada County parcel # SO106336050). (AGM) Chairman Lindgren introduces item 5A. Chairman Lindgren moves to recommend approval of DR-2025-43 - Community Monument Sign for Avimor Development with the added site specific condition five which to provide, for the applicant to provide a revised elevation plan showing the correct labels for the north, south, east, and west elevations of the community monument sign, and revised elevations shall be reviewed and approved by staff, prior to the issuance of a sign permit and then we will go ahead and add site specific condition six that the applicant or that the standing seam metal roofing, panel roofing system is to be provided with concealed fasteners to be reviewed by staff prior to the zoning certificate compliance. The 14-acre site is located on the south side of State Highway 44 approximately 1,044-feet west of South Urban Gate Avenue at 2603, 2611, 2755, and 2785 West State Street. Chairman Lindgren moves to recommend approval of DR-2025-55 - Common Area Landscaping within Riverbend Commons Subdivision with site specific conditions one through fourteen as provided by staff with the addition of site specific condition 15 is for the applicant to provide the phasing plan of, to for further clarification of phasing of the development, and just provide it for staff review, for the record. Then adding site specific condition 16 is to provide, for the applicant to provide additional clarification of the type of berming and landscape along Highway 44. And with the additional conditions of approval, site specific conditions of approval is for the applicant to provide an updated landscaping plan identifying the air conditioning units on both sides, of north and south of the building and, and the method of screening with the fences, as the applicant had suggested if we can also provide, just kind of the height and general makeup of what that fence looks like and color would be helpful. If we can just get, you know kind of type color and of that screening and then identifying the A/C just for the, just on the landscape plans, just for the record. And then for the applicant to provide location, type, and color, makeup of the gutters and downspouts on the building. That is to be, actually excuse me. The previous one is to be reviewed by staff and one member of the Board. And, so item 12, which is addressing the location, type, style, and color of the gutter and downspouts to be reviewed by Staff and one member of the Board. Seconded by Grubb. Discussion.
