Regular Meeting Minutes
1. CALL TO ORDER: Chairman Wright calls the meeting to order at 6:04pm.
2, ROLL CALL: Present: WRIGHT, GUERBER, OLAND, MCCAULEY, SMITH. A quorum is
present.
3. CONSENT AGENDA: ALL CONSENT AGENDA ITEMS ARE CONSIDERED ACTION ITEMS. Consent
Agenda items are considered to be routine and are acted on with one motion. There will be no separate discussion
on these items unless the Chairman, a Commissioner, member of City Staff, or a citizen requests an item to be
removed from the Consent Agenda for discussion. Items removed from the Consent Agenda will be placed on the
Regular Agenda in a sequence determined by the Rules of Order. Any item on the Consent Agenda that contains
written recommendations from the City of Eagle shall be adopted as part of the Planning & Zoning Commission's
Consent Agenda approval motion unless specifically stated otherwise.

5. PUBLIC HEARINGS: ALL PUBLIC HEARING ITEMS ARE CONSIDERED ACTION ITEMS:
• Public Hearings are legally noticed hearings required by state law. The public may provide
formal testimony regarding the application or issue before the City Council. This testimony will
become part of the hearing record for that application or matter.
• Public hearing testimony time limit: Individuals testifying are allotted three (3) minutes for
non -repetitive testimony.
• Disclosure of ex parte and/or conflict of interest.
A. A-2025-02/RZDA-2025-03/PP-2025-02 - Annexation, Rezone with a Development Agreement,
and Preliminary Plat for Sintra Subdivision - Drake Investments, LLC: Drake Investments,
LLC, represented by Mary Wall with Professional Engineering Services, is requesting annexation
and rezone from RUT (Rural -Urban Transition — Ada County designation) to R-1-DA (Residential
with a development agreement), and preliminary plat approval for Sintra Subdivision, a 10-lot (8-
buildable, 2-common) residential subdivision. The 9.66-acre site is generally located on the west
side of North Park Lane, approximately 1,780-feet south of West Beacon Light Road. (ASG)

overview of the application and responds to questions from the Commission.
Mary Well 5636 Park Ave Boise Idaho, with Professional Engineering Services, responds to
questions from the Commission.
City Planner, Andrew Glaspell, provides an overview of the application and responds to questions
from the Commission.

clarification on discussion and responds to questions from the Commission.
John Condie, 2347 N Bottle Creek Lane Eagle, Idaho 83616, testifies in support of the project —
Voices concerns of the existing willow trees and would like to know the plan for their removal.
Doug Pill, 4520 W Brennen St, Boise Idaho 83705, testifies in support of the project - Voices
support for the owners and their business and responds to questions to Commissioner Smith and
supports the applicant's project.
Mary Wall with Professional Engineering Services responds to public concerns and responds to
questions from the Commission.

City Planner, Andrew Glaspell, provides clarification on deliberation among the Commission.
Commissioner McCauley moves to recommend for approval item 5A A-2025-02/RZDA-2025-
03/PP-2025-02 - Annexation, Rezone with a Development Agreement, and Preliminary Plat
for Sintra Subdivision - Drake Investments, LLC subject to the standard conditions and the
site specific conditions outlined in the packet.

B. CUP-2025-05 - Riding Academy/Stable in the R-E (Residential Estates) Zone Including a
Class C Home Occunation for Sunset Stables. LLC - Tyler Layfield, Sunset Stables, LLC:
Tyler Layfield is requesting conditional use permit approval for a horse boarding and training
facility (riding academy/stable) in the R-E (Residential Estates) zone including a Class C home
occupation for Sunset Stables, LLC. The 2.36-acre site is located approximately 330-feet east of
the intersection of North Ballantyne Lane and West Hereford Drive at 1852 West Hereford Drive.

Stables LLC provides overview of the application and responds to questions from the Commission.

Greg Holmes, 1553 Hereford Drive Eagle, Idaho 83616, testifies in support of the project —Voices
support for their facility on how it is run and maintained.
David Mcdeal, 2276 West floating Feather, Eagle, Idaho 83616, testifies in support of their
business and project.
Darcie Hart, PO box 1304, Eagle, Idaho 83616, testifies in support of the project - Would like to
see most of the requirements waived considering it is a family -run horse facility. Would like
clarification on the hours of operation and noise ordinance.
Planning and Zoning Administrator, Bill Vaughan provides clarification for the Commission.
Mariah Courtright, 1648 Hereford Drive, Eagle Idaho 83616, testifies in support of the project -
The facility operates quietly and respectfully. The owners are proactive in communication, and are
willing to address concerns, and do a great job maintaining the facility.
Patrick Courtright, 1648 Hereford Drive, Eagle Idaho 8616, testifies in support of the project -
Fully support their small business and adds to their small community.
Kay Maffey, 1615 Herford Drive, Eagle Idaho 83616, testifies in support of the project - Would
like to request no vehicles to be parked on the street.
Dave Maffey, 1615 Hereford Drive, Eagle Idaho 83616, testifies in support of the project -
Concerned about the number of horses allowed and worried about groundwater nitrate. Responds to
questions from Commissioners.
Janine Ray, 8253 West Brooks Drive, Boise Idaho 83714, testifies in support of the project - They
take really good care of the horses, and the boarding facility is well maintained and clean.
Tim Lombardo, 3511 West Cardon Street, Eagle Idaho 83616, testifies in support of the project -
The horse boarding facility is very clean and well -maintained. Their business integrates seamlessly
with the agriculture in the community.
Melissa Favelo and Tyler Layfield, 1852 West Hereford Drive, Eagle ID 83616, Sunset Stables
LLC responds to public concerns and responds to questions from the Commission.

Commissioner Oland moves to recommend for approval item 5B CUP-2025-05 - Riding
Academy/Stable in the R-E (Residential Estates) Zone Including a Class C Home Occupation
for Sunset Stables, LLC - Tyler Layfield, Sunset Stables, LLC with additional modification
that we delete site specific condition number 10, but subject to the other standard and site
specific conditions.

Commissioner Oland moves to amend the motion with additional language and adds to
approve the two requested waivers and the hours of operations as stated in number 8.

Commissioner Oland requests anonymous consent to remove the original motion and
amended motion

Commissioner Oland moves to recommend for approval item 5B CUP-2025-05 - Riding
Academy/Stable in the R-E (Residential Estates) Zone Including a Class C Home Occupation
for Sunset Stables, LLC - Tyler Layfield, Sunset Stables, LLC subject to all standards and
site specific conditions but deleting site specific conditions 8 and 10 and approving the
requested waivers.

C. CUP-2025-07 - Waiver of Eagle City Code Title 8, Chanter 3, Section 3(B)(2): Fences - Marc
McConnell and Julie McConnell: Marc McConnell and Julie McConnell are requesting
conditional use permit approval for a waiver of Eagle City Code Section 8-3-3(B)(2) to allow
construction of a decorative concrete fence/wall adjacent to an arterial street. The 1-acre site is
located approximately 1/4-mile east of the intersection of West Chinden Boulevard and South
Locust Grove Road at 1193 West Hempstead Drive. (KRD)
