ROLL CALL: Present: WRIGHT, GUERBER, JOHNSON, MCLAUGHLIN, SMITH. A quorum is present. ALL CONSENT AGENDA ITEMS ARE ACTION ITEMS. CONSENT AGENDA: ♦ Consent Agenda items are considered to be routine and are acted on with one motion. There will be no separate discussion on these items unless the Chairman, a Commissioner, member of City Staff, or a citizen requests an item to be removed from the Consent Agenda for discussion. Items removed from the Consent Agenda will be placed on the Regular Agenda in a sequence determined by the Rules of Order. ♦ Any item on the Consent Agenda that contains written recommendations from the City of Eagle shall be adopted as part of the Planning & Zoning Commission's Consent Agenda approval motion unless specifically stated otherwise. A. Minutes of April 1, 2019. Johnson moves to approve the consent agenda as written. Seconded by McLaughlin. ALL AYES... MOTION CARRIES. 4. UNFINISHED BUSINESS: NONE. PUBLIC HEARINGS: A. ACTION ITEM: A-09-18 & RZ-16-18 — Annexation and Rezone from RUT (Rural - Urban Transition — Ada County Designation) to R -2 -DA (Residential with a Development Agreement fin lieu of a Conditional Use Permit]) — City of Eagle: On behalf of the Roman Catholic Diocese of Boise, the City of Eagle, represented by William Vaughan, AICP, is requesting an annexation and rezone from RUT (Rural -Urban Transition — Ada County designation) to R -2 -DA (Residential with a development agreement). The 55 - acre site is located on the north side of West Floating Feather Road generally between State Highway 16 and North Palmer Lane. Zoning Administrator, Bill Vaughan, informs the Commission that the applicant is requesting that item 5A be continued to the May 6th Planning and Zoning Commission meeting. Guerber moves that item 5A be continued to the May 61h Planning & Zoning Commission meeting as requested by the applicant. Seconded by Smith. ALL AYES... MOTION CARRIES. B. ACTION ITEM: RZ-01-19 — Rezone from R-1 to R-2 - Evans Subdivision Nos. 2 & 3 — City of Eagle: On behalf of the residents of Evans Subdivision Nos. 2 and 3, the City of Eagle, represented by William Vaughan, AICP, is requesting a rezone from R-1 (Residential) to R-3 (Residential) to provide the residents within the area the option to utilize the setbacks within the R-3 zoning district. The approximately 14.33 -acre residential subdivision is located 530 -feet north of Hill Road and on the east and west sides of North Dicky Drive. Zoning Administrator, Bill Vaughan, provides a detailed overview of the application. Vaughan responds to questions from the Commission. Chairman Wright opens the Public Hearing. Loftus provides a brief history of the issue and explains that the residents of the subdivision are in favor of the rezone. Chairman Wright closes the Public Hearing. General discussion amongst the Commission. McLaughlin moves to recommend approval of RZ-01-19 — Rezone from R-1 to R-3 — Evans Subdivisions Nos. 2 & 3 — City of Eagle. Seconded by Guerber. ALL AYES... MOTION CARRIES. 6. NEW BUSINESS: NONE. 7. REPORTS: A. Commission: Commissioner Smith inquires as to the status of the Tates Rents applications and whether the applications were approved by Council. Johnson explains that she will be absent at the May 20" meeting and possibly the June 3`d meeting. B. City Attorney: None. C. Staff: None. 8. ACTION ITEM: ADJOURNMENT: McLaughlin moves to adjourn.
