DESIGN REVIEW BOARD
MINUTES
The Design Review Board met in regular session on August 14, 2025. Chairman Lindgren presiding.
1. CALL TO ORDER: Meeting called to order 6:00 pm.
2. ROLL CALL: Present: GRUBB, LINDGREN, MIHAN, MURPHY, NORTON.
Absent: GREER, SAYER. A quorum is present.
3. CONSENT AGENDA: ALL CONSENT AGENDA ITEMS ARE CONSIDERED ACTION ITEMS. Consent
Agenda items are considered to be routine and are acted on with one motion. There will be no separate
discussion on these items unless a Design Review Board member or City Staff requests an item to be
removed from the Consent Agenda for discussion. Items removed from the Consent Agenda will be placed
on the Regular Agenda in a sequence determined by the Rules of Order. Any item on the Consent Agenda
that contains written recommendations from the City of Eagle shall be adopted as part of the Design
Review's Consent Agenda approval motion unless specifically stated otherwise.
A. Minutes of July 24, 2025. (AGM)
B. Findings of Fact and Conclusions of Law for the Approval of DR-2025-41 - Three Apartment
Buildings (incl. 1,000-sf retail), and Associated Landscaping - Molinari Park 11, LLC: Molinari
Park 11, LLC, represented by Ian McLaughlin with Pivot North Architecture, is requesting design
review approval for three (3) apartment buildings (one - 63,596-SF [including 1,000-SF retail], one -
83,425-SF, one - 83,425-SF) and associated landscaping. The 7.16-acre site is located on the south
side of East Plaza Drive approximately 1,200-feet east of the intersection of South 2nd Street and
East Plaza Drive at 401 East Cedar Ridge Street. (ERF)
Chairman Lindgren moves to approve the Consent Agenda. Seconded by Grubb.
ALL AYES...MOTION CARRIES.
4. UNFINISHED BUSINESS: None.
5. NEW BUSINESS:
A. DR-2025-48 - Multi -Tenant Office (Business and Professional) Building Within Ashbury
Commercial Subdivision - South Eagle Holdings: South Eagle Holdings, represented by Walt
Lindgren with Lindgren Labrie Architecture, is requesting design review approval for a 5,094-square
foot multi -tenant office (business and professional) building. The 0.52-acre site is located on the
south side of West Bavaria Street approximately 968-feet west of North Meridian Road at 3501 West
Bavaria Street (Lot 6, Block 1, Ashbury Commercial Subdivision). (ERF)
Chairman Lindgren and Board Member Mihan recuse for items 5A and 5B.

an overview of the application and responds to questions from the Board.
City Planner, Emily Falco, provides an overview of the application and responds to questions from
the Board.
Grubb moves to recommend approval of DR-2025-48 - Multi -Tenant Office Building with the
Standard Conditions of approval as written and site specifics as written.
Seconded by Murphy. ALL AYES...MOTION CARRIES.
B. DR-2025-49 - Master Sign Plan for a Multi -Tenant Office (Business and Professional) Building
in Ashbury Commercial Subdivision - South Eagle Holdings: South Eagle Holdings, represented
by Walt Lindgren with Lindgren Labrie Architecture, is requesting design review approval for a
master sign plan for a multi -tenant office (business and professional) building in Ashbury
Commercial Subdivision. The 0.52-acre site is located on the south side of West Bavaria Street

C. DR-2025-50 - Common Area Landscaning and Amenities Within Wildernest River Subdivision
- Teal Point Custom Homes, LLC: Teal Point Custom Homes, LLC, represented by Stephanie
Hopkins with KM Engineering, LLP, is requesting design review approval of the common area
landscaping and amenities within Wildernest River Subdivision. The 88-acre site is located at the
southern terminus of South Isla Del Rio Way, South Lago Way, and South Riparian Way at 850 and
856 East Williamson Lane. (BAW)
Chairman Lindgren rejoins the meeting.

of the application and responds to questions from the Board.

City Planner, Barb Williams, provides an overview of the application and responds to questions from
the Board.

Chairman Lindgren moves to recommend approval of DR-2025-50 - with staff site specific
conditions 1-8 as provided in the staff report. With the additional site specific condition
number 9, the applicant is to provide design of the pump house and if there's any additional
landscape that's needed to be reviewed by staff and one member of the Board that's item
number 9.
Site specific condition 10, is that the applicant stated that they are proposing a concrete tile roof
as presented at the Board here, meeting here tonight. Umm with the specification and specific
color, to be provided for review by staff and one member of the Board.
And then site specific condition 11 the applicant to provide any lighting whether it's wall
sconces or up light you know uplighting on the building anything exterior that is to be proposed
with the umm submitted for review by staff and one member of the Board. Site specific
condition 12 is that the Board has approved the applicants proposal for tree removal, mitigation
as presented here at the meeting. And um that's my proposal with umm that's my motion I
should say with the additional site specific conditions.

D. DR-2025-47 - Change of Use of a Residential Dwelling to a Tasting Room. Including a
Production Facility for Bruneel Winery - Steven Bruneel: Steven Bruneel represented by Dominic
Pera with JGT Architecture, is requesting design review approval to change the use of an existing
6,900-square foot residential dwelling to a winery, including a tasting room, and an addition of a
19,090-square foot production facility for the winery operations. The 30-acre site is located on the
northeast corner of West Homer Road and North Gooder John Lane at 4952 North Gooder John Lane
(Lots 4, 5, and 6, Block 1, Bruneel Subdivision). (AGM)

Chairman Lindgren moves to recommend approval of DR-2025-47 - Change of Use of a
Residential Dwelling to a Tasting Room, Including a Production Facility for Bruneel Winery -
Steven Bruneel with the site -specific conditions as provided by staff within the staff report.
With the following modifications and alterations or clarifications I should say.
Site specific condition number 2. The Board recommends this is my motion. The Board
recommends the City approves the removal of the trees and does not require mitigation. No
additional trees are required.
Site specific condition, update to site specific condition number 4 is to strike the portion that
the applicant to revised landscape plan showing the location and that the applicant is to provide
a detailed cutsheet of the bollard lights and provide details for the height, illumination type,
wattage, etc. The revised landscape plan details shall be reviewed and approved by staff prior to
the issuance of a zoning certificate.
Site specific condition number 5, is um_to_strike_the_portion_of_the_condition_that_suggests_for_the
applicant to provide a revised site landscape plan showing the location, they did show location.
Keep site specific condition 5 as listed, and for them to also provide location and cutsheet of the
bicycle rack.
Update to site specific condition 6 that grounded mounted mechanical units are proposed with
the application but they are screened appropriately as presented by the applicant so just wanted
for clarification.
Moving on to site specific condition number 8, which is an add to the staff report. The applicant
is to provide a revised detailed cutsheet changing the color temperature for the production
facility showing a maximum of 3000K. This for the wall packs that are shown on the new
production facility. The revised detail cutsheet shall be reviewed and approved by staff prior to
the issuance of a zoning certificate.
Site specific condition 9 is for the applicant to provide a floor plan for the third story of the
tasting room just for our clarification. The floor plan shall be reviewed and approved by staff
prior to the issuance of a zoning certificate.
Site specific condition 10 is for the applicant prior to the construction of any future buildings or
building additions, a design review application is required. The design review application shall
be reviewed and approved by the City prior to the issuance of any zoning certificates.
Site specific condition 11, the applicant shall submit payment to the City for all engineering and
legal fees incurred for reviewing this project, prior to the issuance of a zoning certificate and/or
upon receipt of an invoice by the City, whichever occurs first.
Site specific condition 12 the applicant shall be required to comply with any applicable
conditions placed on this application by the City Engineer.
Site specific condition 13 submit payment to the City for the Planning and Zoning plan review
at the time of building permit submittal.
Site specific condition 14 paint all electrical meters, phone boxes, etc. located on the building to
match the color of the building.
And then to address the alternative method of compliance urn and this would be, I guess, under
this would be site specific condition 15. I guess that the Board recommends that recommends
approval of deferring or basically eliminating any requirement for perimeter, parking lot
landscaping as discussed at the meeting tonight; however uhh the board does recommend
interior parking lot landscaping in terms of the center drive aisle that would have the urn
termination islands to be landscaped with trees and I guess additional plantings I guess and
umm I guess in the terms of three overall trees that would be proposed at the I guess you called
the intermediate parking lot run. And that would be site specific condition 15.
And then site specific condition 16 would be to encourage I guess umm strongly encourage the
applicant to alternate the drive approach and the parallel parking as the driveway approaches
the proposed tasting room for reasons stated here at the meeting. I think, sounds like there was
some good discussion on that, and some valid reasoning behind that approach. That's my
motion
For both site specific condition number 15 and 16 we will have Staff and one member of the
Board for both.
