DESIGN REVIEW BOARD
MINUTES
The Design Review Board met in regular session on July 24, 2025. Chairman Lindgren presiding.
1. CALL TO ORDER: Meeting called to order at 6:00 pm
2. ROLL CALL: PRESENT: SAYER, GREER (present by phone) LINDGREN, MIHAN, MURPHY,
NORTON.
Absent: GRUBB. A quorum is present.
3. CONSENT AGENDA: ALL CONSENT AGENDA ITEMS ARE CONSIDERED ACTION ITEMS. Consent
Agenda items are considered to be routine and are acted on with one motion. There will be no separate
discussion on these items unless a Design Review Board member or City Staff requests an item to be
removed from the Consent Agenda for discussion. Items removed from the Consent Agenda will be placed
on the Regular Agenda in a sequence determined by the Rules of Order. Any item on the Consent Agenda
that contains written recommendations from the City of Eagle shall be adopted as part of the Design
Review's Consent Agenda approval motion unless specifically stated otherwise.

B. Findings of Fact and Conclusions of Law for the Approval of DR-2025-37 - Common Area
Landscaping and Amenities Within Cascade Springs Subdivision (Phases 1-5) - Challenger
Development Inc: Challenger Development Inc., represented by Brian Garrett with Brian Garrett
Architecture and Design, PLLC, is requesting design review approval for the common area
landscaping and amenities within Cascade Springs Subdivision (Phases 1-5). The 89.59-acre site is
located on the west side of North Palmer Lane approximately 80-feet south of the intersection of
West Nordic Drive and North Palmer Lane at 755 and 833 North Palmer Lane. (ERF)
C. Findings of Fact and Conclusions of Law for the Approval of DR-2025-38 - Two Subdivision
Entry Monument Signs For Cascade Springs Subdivision - Challenger Development Inc.:
Challenger Development Inc., represented by Brian Garrett with Brian Garrett Architecture and
Design, PLLC, is requesting design review approval for two subdivision entry monument signs for
Cascade Springs Subdivision. The 89.59-acre site is located on the west side of North Palmer Lane
approximately 80-feet south of the intersection of West Nordic Drive and North Palmer Lane at 755
and 833 North Palmer Lane. (ERF)
D. Findings of Fact and Conclusions of Law for the Approval of DR-2025-40 - One Townhome
Building (4-units) within Valnova Subdivision No. 1 - Hammett Homes: Hammett Homes,
represented by Jo D. Greer with Method PMAP, is requesting design review approval for one
townhome building (4-units). The 0.26-acre site is located on the northwest corner of North Birch Run
Lane and West Primavera Street at 6373, 6381, 6389, and 6397 North Birch Run Lane within Valnova
Subdivision No. 1 (Lots 10-13, Block 4). (BAW)
E. Findings of Fact and Conclusions of Law for the Approval of DR-2025-52 - Multi -tenant
Office/Personal Improvement/Retail/Restaurant Building within Stillwater Subdivision -
Stillwater Development Partners, LLC: Stillwater Development Partners, LLC, represented by Jeff
Likes with ALCollaborative Architecture, is requesting design review approval for a 13,402-square
foot, two story multi -tenant office/personal improvement/retail/restaurant building. The 1.24-acre site
is located on the north side of West Copper Silo Street approximately 400-feet west of the intersection
of State Highway 44 and South Urban Gate Avenue at 2505 West State Street on an unplatted parcel
associated with Stillwater Subdivision. (ERF)
F. Findings of Fact and Conclusions of Law for the Approval of DR-2025-56 - Master Sign Plan
for a Multi -tenant Office/Personal Improvement/Retail/Restaurant Building within Stillwater
Subdivision - Stillwater Development Partners, LLC: Stillwater Development Partners, LLC,
represented by Corey Elitharp, is requesting design review approval for a master sign plan for a multi -
tenant office/personal improvement/retail/restaurant building within Stillwater Subdivision. The 1.24-
acre site is located on the north side of West Copper Silo Street approximately 400-feet west of the
intersection of State Highway 44 and South Urban Gate Avenue at 2505 West State Street on an
unplatted parcel associated with Stillwater Subdivision. (ERF)
City Planner, Emily Falco, asks to remove item 3B from the consent agenda.
Chairman Lindgren moves to approve the Consent Agenda as stated with the removal of item
3B as stated. Seconded by Murphy. ALL AYES...MOTION CARRIES.
City Planner, Emily Falco, asks to amend the motion from the July 10th Design review Board meeting
for item 5B.
Board Member Greer is present by phone to make a motion on Item 5B.
Greer makes a motion to amend the recommendation for item 5B from the July 10 meeting for
DR-2025-37 common area landscaping amenities within Cascade Springs Subdivision with the
following changes. To modify site specific condition number four, striking the word "if" on the
first line and striking the two additional options. Seconded by Murphy.
ALL AYES...MOTION CARRIES.
City Planner, Emily Falco, asks to make a motion to approve item 3B from the consent agenda.
Chairman Lindgren makes a motion to approve item 3B under the consent agenda, as presented
here at the meeting, as stated. Seconded by Murphy.
ALL AYES...MOTION CARRIES.
Board Member Greer leaves the meeting.
4. UNFINISHED BUSINESS: None.
5. NEW BUSINESS:
A. ACTION ITEM: DR-2025-41 - Three Apartment Buildings fincl. 1,000-sf retail]. and Associated
Landscaping - Molinari Park 11, LLC: Molinari Park 11, LLC, represented by Ian McLaughlin
with Pivot North Architecture, is requesting design review approval for three (3) apartment buildings
(one - 63,596-SF [including 1,000-SF retail], one - 83,425-SF, one - 83,425-SF) and associated
landscaping. The 7.16-acre site is located on the south side of East Plaza Drive approximately 1,200-
feet east of the intersection of South 2nd Street and East Plaza Drive at 401 East Cedar Ridge Street.

responds to questions from the board.
City Planner, Emily Falco, provides an overview of the application and responds to questions from
the Board.
John King, 116 South 6th Street, Boise, Idaho 83702, Pivot North Architecture responds to questions
from the Board.
Jim Mihan, 1300 East State Street Eagle, Idaho 83616, responds to questions from the Board.
Acting Chairman Norton moves to recommend approval of DR-2025-41 for Three Apartment
Buildings [including 1,000-square foot retail], and associated landscaping - Molinari Park 11,
LLC with the following site specific conditions as written in the staff report and the addition of:
Site specific number 16 to provide a revised site and landscape plan showing the sidewalks in
front of the commercial/live/work units located in Building B and C to be a minimum of 10-feet
wide. The revised site and landscape plan shall be reviewed and approved by staff prior to
issuance of a zoning certificate.
Then site specific condition number 17 to provide a mail pick up stall at the mail room location.
Seconded by Sayer. ALL AYES... MOTION CARRIES.
Chairman Lindgren and Board Member Mihan rejoin the meeting.
B. ACTION ITEM: DR-2025-43 - Community Monument Sign for Avimor Development - Avimor
Development LLC: Avimor Development, LLC, represented by Sarah Martz, is requesting design
review approval to construct one (1) community monument sign. The .20-acre site is located on
southwest corner of State Highway 55 and North McLeod Drive (Ada County parcel #
S0106336050). (AGM)
Chairman Lindgren introduces the item.
City Planner, Emily Falco, requests this application be remanded back to staff and not to be heard
tonight on behalf of the applicant.
Chairman Lindgren makes a motion to remand this application back to staff as presented by
staff. Seconded by Murphy. All AYES...MOTION CARRIES.
