DESIGN REVIEW BOARD
MINUTES
The Design Review Board met in regular session on July 10, 2025. Vice Chairman Greer presiding.
1. CALL TO ORDER: Meeting called to order at 6:08 p.m.
2. ROLL CALL: SAYER, GREER, MURPHY. Absent: GRUBB, LINDGREN, MIHAN,
NORTON. A quorum is present.
3. CONSENT AGENDA: ALL CONSENT AGENDA ITEMS ARE CONSIDERED ACTION ITEMS.
Consent Agenda items are considered to be routine and are acted on with one motion. There will be
no separate discussion on these items unless a Design Review Board member or City Staff requests
an item to be removed from the Consent Agenda for discussion. Items removed from the Consent
Agenda will be placed on the Regular Agenda in a sequence determined by the Rules of Order. Any
item on the Consent Agenda that contains written recommendations from the City of Eagle shall be
adopted as part of the Design Review's Consent Agenda approval motion unless specifically stated
otherwise.
A. Minutes of June 26, 2025. (HC)
B. Findings of Fact and Conclusions of Law for the Approval of DR-2003-08-MOD2 -
Building Addition to an Existing Office (Business and Professional) Building - The
Pacific Companies: The Pacific Companies, represented by Lindsey Burks with Pacific West
Builders, is requesting design review approval to modify an 8,058-square foot office (business
and professional) building by adding 950-square feet. The 0.75-acre site is located on the north
side of East State Street approximately 230-feet west of North Stierman Way at 410 and 420
East State Street (Units 6 and 7 of Moffat Park Condominium an amendment to Lot 3, Block
1, House Subdivision). (BAW)
C. Findings of Fact and Conclusions of Law for the Approval of DR-2025-34 - Storage
Facility (Enclosed Buildings) - LZL Ventures, LLC: LZL Ventures, LLC, represented by
Connor Lindstrom with KM Engineering, LLP, is requesting design review approval to
construct a storage facility with 9-enclosed buildings totaling 205,000-square feet. The 9.81-
acre site is located on the west side of North Horseshoe Bend Road, approximately 390-feet
south of West Hill Road at 9551 and 9557 North Horseshoe Bend Road. (ERF)
D. Findings of Fact and Conclusions of Law for the Approval of DR-1998-37-MOD1 -
Additional Parking Lot within North Channel Center - BB One, LC: BB One, LC,
represented by James Marsh with CSHQA, is requesting design review approval to construct
additional parking spaces within an existing lot within North Channel Center. The 1.199-acre
site is located at the northwest terminus of South Rivershore Lane at 467 South Rivershore
Lane (Lot 6, Block 1, Channel Center Subdivision). (ERF)
Murphy moves to approve the Consent Agenda. Sayer abstained. Seconded by Greer.
ALL AYES...MOTION CARRIES.
4. UNFINISHED BUSINESS: None.
Vice Chairman Greer recuses herself from item 5A.
5. NEW BUSINESS:
A. ACTION ITEM DR-2025-40 — One Townhome Building (4-units) within Valnova
Subdivision No. 1 — Hammett Homes: Hammett Homes, represented by Jo D. Greer with
Method PMAP, is requesting design review approval for one townhome building (4-units). The
0.26-acre site is located on the northwest corner of North Birch Run Lane and West Primavera
Street at 6373, 6381, 6389, and 6397 North Birch Run Lane within Valnova Subdivision No. 1
(Lots 10-13, Block 4). (BAW)
Member Murphy introduces the item.
Jo Greer, 4240 West Lovegood Lane, Meridian, Idaho 83646, provides an overview of the
application and responds to questions from the Board.
City Planner, Barb Williams, provides an overview of the application and responds to questions
from the Board.
Murphy makes a recommendation to approve DR-2025-40 for the townhome building in
Valnova Subdivision with site specific conditions 7 to change the zinc to something a little
darker as to not be so reflective. Provide two alternatives to be approved by one member
of the Board. Seconded by Sayer.
Murphy amends her motion to include the site specific conditions of approval as written
and adding number 7. Seconded by Sayer.
ALL AYES...MOTION CARRIES.
Vice Chairman Greer rejoins the Board.
B. ACTION ITEM DR-2025-37 - Common Area Landscaping and Amenities Within Cascade
Springs Subdivision (Phases 1-5) - Challenger Development Inc: Challenger Development
Inc., represented by Brian Garrett with Brian Garrett Architecture and Design, PLLC, is
requesting design review approval for the common area landscaping and amenities within
Cascade Springs Subdivision (Phases 1-5). The 89.59-acre site is located on the west side of
North Palmer Lane approximately 80-feet south of the intersection of West Nordic Drive and
North Palmer Lane at 755 and 833 North Palmer Lane. (ERF)

Kim Siegenthaler, Jensen Belts Associates, 1509 South Tyrell Lane, Suite 130, Boise Idaho
83709, provides an overview of the application and responds to questions from the Board.
Brian Garrett, Brian Garrett Architecture and Design, PLLC, 919 North 17'1' Street, Boise,
Idaho provides an overview of the common area structures.
City Planner, Emily Falco, provides an overview of the application and responds to questions
from the Board.
Vice Chairman Greer moves to recommend approval of DR-2025-37 common area
landscaping and amenities within Cascade Springs Subdivision with the following
conditions as written but we will strike condition 2, strike condition 3, keep the remaining
conditions
Add condition number 15 to request a material samples board to be reviewed by two
members of the board and staff.
Condition number 16 to provide two options either a chain downspout or a downspout
color closer to the building to be reviewed by two members of the board and staff.
Condition number 17 the alternative method of compliance along the canal is approved as
shown by the applicant.
Condition number 18 the pump house we would like to see some exterior details to match
the clubhouse. If the materials samples come in before the clubhouse, then it would be the
same thing for the pump house to be reviewed by two board members and staff.
Seconded by Murphy. ALL AYES...MOTION CARRIES.
C. ACTION ITEM DR-2025-38 - Two Subdivision Entry Monument Signs For Cascade
Springs Subdivision - Challenger Development Inc.: Challenger Development Inc.,
represented by Brian Garrett with Brian Garrett Architecture and Design, PLLC, is requesting
design review approval for two subdivision entry monument signs for Cascade Springs
Subdivision. The 89.59-acre site is located on the west side of North Palmer Lane

subdivision entry monument signs for Cascade Springs Subdivision, Challenger
Development, with conditions proposed by staff and adding condition 4 that the height
over 8' for the architectural element is approved as shown.
Add site specific condition 5 to please include on the materials board what you will be
using for sign.
Seconded by Murphy. ALL AYES...MOTION CARRIES.
D. ACTION ITEM. DR-2025-52 - Multi -tenant Office/Personal Improvement/Retail/
Restaurant Building within Stillwater Subdivision - Stillwater Development Partners,
LLC: Stillwater Development Partners, LLC, represented by Jeff Likes with ALCollaborative
Architecture, is requesting design review approval for a 13,402-square foot, two story multi -
tenant office/personal improvement/retail/restaurant building. The 1.24-acre site is located on
the north side of West Copper Silo Street approximately 400-feet west of the intersection of
State Highway 44 and South Urban Gate Avenue at 2505 West State Street on an unplatted
parcel associated with Stillwater Subdivision. (ERF")

Vice Chairman Greer makes a recommendation to approve DR-2025-52 the multi -tenant
office/personal improvement/retail/restaurant building within Stillwater subdivision with
Stillwater Development Partners LLC with conditions listed by staff
And adding to site specific condition No. 3 to provide the trash enclosure elevations
showing the materials and colors to match the materials of the building as you had
presented and then also to include a revised landscape showing clearance around the
trash enclosure or get closer to the required clearance to be reviewed my staff.
Seconded by sayer...ALL AYES...MOTION CARRIES.
E. ACTION ITEM. DR-2025-56 - Master Sign Plan for a Multi -tenant Office/Personal
Improvement/Retail/Restaurant Building within Stillwater Subdivision - Stillwater
Development Partners, LLC: Stillwater Development Partners, LLC, represented by Corey
Elitharp, is requesting design review approval for a master sign plan for a multi -tenant
office/personal improvement/retail/restaurant building within Stillwater Subdivision. The
1.24-acre site is located on the north side of West Copper Silo Street approximately 400-feet
