SPECIAL MEETING MINUTES
July 9, 2025
1. PLEDGE OF ALLEGIANCE: Mayor Pike leads the Pledge of Allegiance.
2. CALL TO ORDER: Mayor Pike calls the meeting to order at 2:30 p.m.
3. ROLL CALL: Present: GINDLESPERGER, MAY, RUSSELL, KVAMME.
A quorum is present.
4. ADDITIONS, DELETIONS OR MODIFICATIONS TO THE AGENDA: None.
5. FY 25/26 BUDGET PRESENTATION:
A. IT Department, Devonte Goodman
Mayor Pike introduces the item.
IT Director, Devonte Goodman reviews the proposed budget for the IT Department. Goodman
addresses questions regarding needed network upgrades.
B. General Budget Discussion, Lori Waldemer Lord
Mayor Pike introduces the item.
City Treasurer, Lori Waldemer Lord reviews the changes that Council discussed at their last
budget workshop for Council confirmation.
Treasurer Lord seeks Council direction on the following for incorporation into the budget for
fiscal year 2025-2026: law enforcement contract, employee wages, Mayor and Council wages
and the property tax budget.
Discussion regarding the addition of a K-9 and SRO. Option 2 is the consensus of the Council,
in an amount of $5,971,319. This option funds 34.25 personnel, an increase from the current

Discussion regarding increasing Mayor and Council salaries. May suggests increasing the
wages in accordance with the COLA given to staff. Kvamme states that Eagle is the third
highest pay for Council behind Meridian and Boise. Gindlesperger feels that there is a higher
expectation in Eagle than some of the other cities, she is in agreement that it should be
increased by the COLA amount. Russell concurs with the increase discussed by May and
Gindlesperger. Mayor Pike does not want to impede what future Mayor's may have for a wage.
He is currently donating increases above the previous wage for the Mayor's position to non-
profit entities, and he will continue to do so should the Council wish to increase the Mayor's
wage at this time.
May is in favor of a COLA across the board. Discusses how Nampa addresses pay and merit
increases. Russell felt last year's increases was a good approach, as it is a balanced approach
utilizing the dollar plus a % amount. It distributes the greatest Discussion regarding
calculation options. Gindlesperger also feels that last year's approach is favorable. This would
result in the highest wage earner receiving 3.5% increase, and the lowest an increase of 7.71 %,
with an average of 5.7% increase. May would like to have discussions for next year on

Nampa's tiered, merit -based incentives as some staff rise above and would like to see that
investigated. The council consensus is 2% plus $1.00. Discussion.
General consensus is for Mayor and Council salaries to be increased by 3.5%, to mirror the
highest wage earner and Staff will receive the 2% plus $1.00 increase that general staff will
receive.
Discussion regarding property tax, new construction roll and foregone. Treasurer Lord states
that the 3% increase for property taxes could be viewed as a COLA for the City. As with
many items today, prices continue to increase, and the City still has the responsibility to
provide services. Consensus amongst the Council take the 3%, the 1% of foregone and
annexation and new construction.
May has questions regarding the Special Events budget and addresses them to Recreation
Director Brian Allen. May would like more robust efforts invested in obtaining sponsorships
associated with Eagle Fun Days. May would be willing to assist with those efforts. She does
not want the event to be as reliant on the general fund for funding events. May discusses
changes to the parade route so that the downtown businesses could reap more of a benefit.
Discussion on clarification budget line items for the car show, Eagle High School. General
discussions.
C. ACTION ITEM.- Tentative Approval of Fiscal Year 2025/2026 Proposed Budget for
Publication
No action on this item.
6. ADJOURNMENT:
May moves to adjourn. Seconded by Russell. ALL AYE ... MOTION CARRIES.
