Minutes - 2025 - City Council - 07/02/2025 - SpecialEAGLE CITY COUNCIL SPECIAL MEETING MINUTES July 2, 2025 1 PLEDGE OF ALLEGIANCE: Mayor Pike leads the Pledge of Allegiance. 2. CALL TO ORDER: Mayor Pike calls the meeting to order at 3:00 p.m. 3. ROLL CALL: Present: GINDLESPERGER, MAY, RUSSELL, KVAMME. A quorum is present. 4. ADDITIONS, DELETIONS OR MODIFICATIONS TO THE AGENDA 5. FY 25/26 BUDGET PRESENTATION: A. General Fund (Revenues, Property Taxes, and Expenditures), Lori Waldemer Lord, Treasurer City Treasurer, Lori Waldemer Lord reviews the proposed general fund. May offers suggestions for budget presentation next year, with the "new or added items" not incorporated until Council decision. Discussion. The Council concurs with the requests from Allumbaugh, Idaho Crisis Hotline, Valley Regional Transit's, Idaho Humane Society. The Council is not in support of the Crime Stoppers request. At Russell's suggestion, Council begins going through the budget binder by department. Library budget: Council has no comments. They appreciate the conservative nature of the presented budget. Museum budget: Russell would like the staffing to remain the same and would like the requested additions to be removed and discusses her reasoning for the same. Gindlesperger, May, and Kvamme are in favor of keeping the conference funding and travel for the same. Discussion. The Museum Director, Alana Dunn, addresses questions posed by the Council. Special Events — Recreation: Council has no comments on the request. Executive Budget — Council has no comments on the request. Clerk — Treasurer's Budget - Council has no comments on the request. Building Department - Council has no comments on the request. Planning and Zoning Department - Council has no comments on the request. Recreation — Council is not inclined to fund the additional $10,000 for the Eagle Senior Center. New programs line item to be reduced to be the same as current fiscal year. Public Works Department — Council concurs to surplus the trolley and not budget for a replacement. Staff to come up with some ideas, funds are to moved to the general fund. Fun Days — Council has no comments on the request. They ask for information on sponsorship, car show and parade route. General discussion. At the next meeting Council wishes to discuss, staff wages, police contract, Mayor and Council wages. B. General Budget Discussion, Lori Waldemer Lord C.
