MEETING MINUTES
June 30, 2025
1. PLEDGE OF ALLEGIANCE: Mayor Pike leads the Pledge of Allegiance.
2. CALL TO ORDER: Mayor Pike calls the meeting to order.
3. ROLL CALL: GINDLESPERGER, KVAMME, MAY, RUSSELL.
All present, a quorum is present.
4. TOWN HALL MEETING:
The City of Eagle is pleased to invite all Eagle residents to attend the
Town Hall meeting. The identified topics for discussion are:
Downtown Mobility Project
Total Number of Building Permits Issued to Date
Open Forum
Out of courtesy for all who wish to speak, each speaker should limit their comments to
three (3) minutes. If time permits the Mayor, or City Council, may invite rebuttals or
engage in additional discussions with the attendees.
Respectful dialogues are the catalyst to great achievements, therefore as we come
together to discuss the community we love, those in attendance are encouraged to
conduct themselves in a civil manner.
Please Note: Due to Idaho Statutes public hearing regulations associated with land use
applications, discussion/testimony of any pending application before the City must be
reserved for the date of the officially scheduled public hearing noticed for City Council or
the Planning and Zoning Commission.
Mayor Pike opens the Town Hall meeting.
Erin Johansen with ACHD provides an update regarding the construction within downtown
Eagle. She urges the public to not move road construction signs and states that the Linder road
project will begin in October.
The Mayor states that the City has processed 283 building permits this budget year and opens the
open forum.
John Seal, 2906 North Haven, Eagle, Idaho, has concerns with the activities in the Foothills such
as bonfires and shooting. He experienced the evacuation notice this past weekend in regard to the
fire on Homer Road and it is only a matter of time it is going to be an even serious issue. It is
terrifying.
Council Russell urges the public to review the shooting range plans on the website. The intent of
the plan was to move shooters to a controlled area and not in the BLM land. There were over
1200 responses in favor of the shooting sports park.

Tim Merfeld lives off Hartley Lane, Eagle. He echoes his concerns with the activities in the
Foothills. He recommends making temporary closures during the dry summer months.
Steve Bender, 1235 North Sevenoaks, Eagle, Idaho, is involved with the NRA and has concerns
with the irresponsible shooting in the Foothills. He was in support of the City shooting sports and
is not in support of the Crowfoot Range. He is an advocate for safe shooting.
Todd Tucker, 923 South Ridgeway Place, Eagle, Idaho, works for Boise Hunter Homes and has
concerns with the recent Comprehensive Plan amendment that went through the Planning and
Zoning Commission. They ask that they delay the adoption to allow more time for discussion.
Dwight, 689 West Court, Eagle, Idaho, wants to know why the Eagle shooting range is not
moving forward. The Avimor Range access is very dangerous off HWY 55. What is the current
status of the lawsuit regarding the Eagle shooting park. It is troubling to hear about the recent
email correspondence between the Mayor and other Council members regarding the Crowfoot
Range. What is the general moral of the Eagle community after Fun Days.
Discussion amongst the Council regarding the emails and meetings with Crowfoot.
Julie Dilorenzo, 3775 Lafantano Way, Boise, Idaho, works for Boise Hunter Homes and also has
concerns with the recent Comprehensive Plan amendment.
Travis Hunter, 923 South Ridgeway Place, Eagle, Idaho, states that Fun Days was a great
experience and loves being an Eagle resident. Hunter also has concerns with the recent comp plan
amendment and would like to be part of the discussion and requests delaying the amendment.
Richard Dorey is a Saturday Market vendor and has been since 2017. He urges the Council to
keep the Saturday Market at City Hall campus. It has been such a positive experience for the
public and the vendors.
Lisa Taylor, 2411 East Riverside Drive, Eagle, Idaho, is a Saturday Market vendor and would
like the market to stay at Eagle City Hall campus. Her and Holland's and Bites is trying to come
up with a solution to involve the downtown businesses.
Anna Dempsey is an Eagle resident, business owner and vendor at the market. She urges the
Council to keep the market down at City Hall campus.
Bill Morrison, 19650 North McCloud Way, Eagle, Idaho, is a member of the Crowfoot Range
and a member of the PPRC. He asks what action will be taken on the Crowfoot Public Hearing on
July 8. He believes there is a consensus already on not moving forward with the Eagle shooting
range.
Megan Houser, 99 East State Street, Eagle, Idaho owner of Sweet Tea Living. She is excited to
hear that the market is going better for the vendors. She would love to find ways for the market
goers to go downtown Eagle, and it is impacting downtown business owners. She is praying that
the promise for events to go back downtown stays.
Susan Sims, 1589 East Lone shore Lane, Eagle, Idaho, is opposed to donating money to a non-
profit for the Crowfoot shooting range.

Suzette Pull is a resident of Mountain Hall and is a vendor at the market and would like the
market to stay at the City Hall campus.
Burke Mantell, 4690 North Hartley Road, Eagle, speaks about the recent fire on Homer Road. He
has concerns about the activities going on in the Foothills.
