CALL TO ORDER: Chairman Lindgren calls the meeting to order at 6:00pm. 2. ROLL CALL: Present: GRUBB, SAYER, MINDGREN, MIHAN, GREER, MURPHY, NORTON. A quorum is present. 3. CONSENT AGENDA: ALL CONSENT AGENDA ITEMS ARE CONSIDERED ACTION ITEMS. Consent Agenda items are considered to be routine and are acted on with one motion. There will be no separate discussion on these items unless a Design Review Board member or City Staff requests an item to be removed from the Consent Agenda for discussion. Items removed from the Consent Agenda will be placed on the Regular Agenda in a sequence determined by the Rules of Order. Any item on the Consent Agenda that contains written recommendations from the City of Eagle shall be adopted as part of the Design Review's Consent Agenda approval motion unless specifically stated otherwise. UNFINISHED BUSINESS: None. 5. NEW BUSINESS: A. DR-2025-29 - Emergencv Services BuildinE for Eaele Fire Station No. 2 and Bureau of Land Management - Eagle Fire Department: Eagle Fire Department, represented by Joshua Gregoire with Cushing Terrell, is requesting design review approval of an 18,345-square foot, single story, emergency services building for Eagle Fire Station No. 2 and Burau of Land Management. The 4.40-acre site is located at 12655 North Horseshoe Bend Road approximately 500-feet south of East Beacon Light Road. (BAW) EaWe Fire Station Number 2 - Staff Report Board Member Grubb recuses himself from item. Tyler Lewis, Fire Chief, provides a brief overview of the application. Bob Power with Cushing Terrell, 800 West Main Street Suite 800 Boise Idaho 83702 , provides an overview of the application and responds to questions from the Board. David Duperault, Landscape Architect, of 2825 N 38' street, Boise, Idaho, provides a landscaping overview of the project and responds to questions from the Board. City Planner, Barb Williams, provides an overview of the application and responds to questions from the Board. Discussion amongst Board Members. Chairman Lindgren moves to make a motion to recommend approval for DR-2025-29 - Emergency Services Building for Eagle Fire Station No. 2 and Bureau of Land Management uhh with the site - specific conditions as provided by staff with the additional site -specific conditions um as follows um so yes, site -specific conditions number 12 is uh an additional design review application will be submitted and reviewed for all the building, future building additions and building training structures ect. The Design Review application shall be reviewed and approved prior to the issuance of a Zoning Certificate and this is specifically to the south side of the project um scope area. So That's site -specific condition number 12. Uh site -specific condition number 13 is to approve the uh metal siding uh profiles and colors as presented umm I think I'll just leave it there. Uh Site -specific condition 14 is um for the applicant to provide um additional information as far as locations of gutters, metal gutters, and downspouts including colors and locations and that is to be reviewed by uh staff and one member of the Board. Um site -specific condition uh number 15 is for the tree at the south uh west, excuse me, south west corner of the site, of the project area I should say, um to be used as a terminus landscape tree for the parking strip and um that is to be, I guess that can, well, we can review that by staff and one member of the Board, that's fine. And then site -specific condition ummm, bare with me, and I would go ahead, uh excuse me, going backwards a little bit, I would strike uh site -specific condition number 3 is for the applicant to provide revised building elevations showing the amount of EFIS used on the building does not exceed 10%. I guess um the um feeling is that that is an acceptable uh solution so go ahead and strike site -specific condition number 3. And then also on site -specific condition number 4 is that reads the tree protection notes that shall be implemented prior to construction commencing on this site and once the trees have been relocated. Uh to strike, "and once the trees have been relocated." I believe that's the extent of my motion. If I missed anything... if not can I get a second? Motion seconded by Board Member Greer. DR-2025-31 - Common Area Landscaping, Amenities, and Entry Feature within Terra View South Subdivision - Terra View 44, LLC: Terra View 44, LLC, represented by Jaime Snyder with Ardurra, is requesting design review approval for the common area landscaping, amenities, and entry feature within Terra View South Subdivision. The 170-acre site is located on the northeast corner of West Broken Arrow Street and State Highway 16 between West Broken Arrow Street and West Beacon Light Road. (ERF) Terra View South Sub Landscaping - Staff Report Jaime Snyder, Landscape Architect with Ardurra, of 1144 South Silverstone way, Meridian, Idaho, provides an overview of the application and responds to questions from the Board. David Sterling, Project Engineer with Ardurra, responds to questions from the Board. City Planner, Emily Falco, provides an overview of the application and responds to questions from the Board. Discussion amongst Board Members. Chairman Lindgren moves to make a motion to recommend approval for case 5B, DR-2025-31 - Common Area Landscaping, Amenities, and Entry Feature within Terra View South Subdivision. Uhh with site -specific conditions 1-15 provided by staff with the additional site -specific conditions and uhh updates um provided by the Board. Um site -specific condition number 3 uh excuse me, let's start with site -specific condition number 2, um in addition to the note uh uhh requiring the applicant to provide a revised building elevation showing the metal roofing, this is to read metal roofing and siding to have concealed fasteners. So site -specific condition number 2 gets updated. Site -specific condition number 3, sorry I get screwed up, um is to read the note, uh the condition that states that if the city approvals the removal of the trees and does not require mitigation for the undesirable trees, no additional trees are required. That note is to remain and the next three well four line items, do I have to restate those or is that enough? Okay. Those would be struck from the uh site - specific conditions. Um and so and then onward to 15 is fine. Site -specific condition 16 regarding the common area landscaping alternative compliance proposal that in general, yes this is uh I guess appreciated by the Board and uh but with the condition that uh a in general with the common area we have um um a healthy percentage of class three trees, is that a fair statement, class three trees and then um essentially to compensate for the reduction of trees in the common area landscape and then secondly as requested by the Board is for the application to provide additional information or clarification as far as specific requirements, I guess specifically along highway 16, correct? Nevermind, along highway 16 that would provide a clear picture about what's required along that stretch of the right of way and what is being proposed and to provide further clarification to the Board. That is to be reviewed by staff and two members of the Board prior to the issuance of a zoning certificate. Site -specific condition 17 is uh recommended approval of the vinyl coded chain link fencing as proposed by the applicant surrounding the pickleball courts. Site -specific condition 18 is to recommend approval for the decorative wood fence that runs along the perimeters of the development as presented by the applicant. Site -specific condition uh 19 is uh regarding the note four, number four on the landscape plan LS.00 to essentially to strike, and we might just be tripping over this, but the client approval in that essentially uh that the Board appreciates the uh availability of certain plant species and that sort of thing, but ultimately the more or less the spirit of the design intent would be required to be met. Is that a fair way to put it? Um and then site -specific condition 20 with regard to the architectural design of the club house as discussed. I would encourage your architect to review the recording and some of the discussion. I think just to recap, is to for the architecture to be a little more holistic. The ideal of harmony and balance of materials distributed a little bit more.. I guess, diplomatically, if that's the right word. Yeah, more fluid around the building and uh again, I will defer to the discussion the Board had as part of our deliberation as far as I guess the best information we have find the applicant. So that would be site - specific condition number 20. I believe I got everything unless I missed somebody's. Motion seconded by Vice Chairwoman Greer. ALL AYES ... MOTION CARRIES. C. DR-2025-33 - Common Area LandscapinE within Valnova Estates Subdivision No. 2 - Lots 28 and 29 - Clyde Capital Group: Clyde Capital Group, represented by Eric Langvardt with Langvardt Design Group, is requesting design review approval of the common area landscaping within Valnova Estates Subdivision No. 2 — Lots 28 and 29 (Spring Valley PUMP No. 1). The 128.16-acre site is located approximately 890-feet northwest of the intersection of Aerie Way and Linder Road (approximately 1.4-miles east of State Highway 16) (Ada County Parcel #'s R8954703200, R8954703300, R8954703400, and R8954703500).
