Phase 1 - Conceptual Site Layout and Phasing Program Plan
Scope of Work. Description
HECO Engineers (HECO) will develop a conceptual site layout and phasing program plan for the
proposed maintenance facility located next to the Ada Eagle Sports Park on Horseshoe Bend
Road. The following tasks will be included in the conceptual site layout and phasing program
services:
Buildings/areas included in the conceptual site layout (modeled after the City of Meridian
Parks & Recreation Maintenance Facility and information from Eagle Fire District):
• Two (2) Cold Storage Buildings (40 x 120)
• One (1) Truck/Trailer Storage (50 x 120)
• One (1) Truck/Trailer Storage (25 x 120)
• One (1) Shop Building with attached office and shared facilities with Eagle Fire District
(Size to be Determined)
• One (1) Conex Fire Training Facility Building (3 Story, approximately 50' x 50'); Total area
planned for the building and surrounding space will be 175' x 175'
• A car extraction area (50 x 100)
• A roof prop vent area (50 x 50)
• A draft tank (20 x 20, underground out of vehicular path)
Key Tasks and Deliverables:
1. Drone Topographic Survey:
Provide a topographic survey for the entire 7.42-acre site, extending to the edge of the
adjacent BMX parcel, including the existing parking lot, restroom building, and BMX track.
The survey will use drone technology to capture elevation data and aerial photography,
supporting proper grading and access design.
2. Utilities Review:
Assess and identify the readiness of infrastructure to supply utilities to the facility,
including conceptual planning for utility connections.

3. City Code Evaluation:
Review applicable City Code requirements related to site development (e.g.,
landscaping, parking, etc.), and consult with Design Review staff to ensure the
conceptual layout meets Design Review Board expectations. This will also include a
review of visual buffering requirements.
4. Coordination with Ada County Parks & Waterways Department:
Collaborate with the Ada County Parks & Waterways Department through City staff to
align the conceptual site layout with the lower trail routing. This task will include one (1)
coordination meeting.
5. Conceptual Site Layout:
Develop a conceptual site layout for the proposed buildings based on the Meridian
Facility model and identified needs for Eagle Fire District. Key considerations will include:
o Site access and truck maneuverability, with coordination required with ACHD for
access from Horseshoe Bend Road
o Parking requirements, including possible joint use of the adjacent BMX parking lot
o Conceptual grading of site to accommodate multiple buildings on a site that has
approximately 30-foot elevation difference from NE corner to SW corner
o Preliminary landscaping concepts provided by City staff
6. Renderings:
Provide 3-D renderings of the conceptual site layout, including building locations and key
feature areas such as training areas, access, parking, and grading. These renderings will
be delivered in PDF format for use by the City as needed for display boards, public
outreach, and the City's website.
7. Preliminary Cost Estimates and Phased Program Plan:
Provide planning -level cost estimates for the phased development of the entire facility,
including all buildings listed above. The cost estimate will be a planning -level estimate
based on the final accepted conceptual layout and on unit costs of similar construction,
presented in an elemental format, and used for budget setting and investment decisions.
8. Coordination Meetings with City Staff & Eagle Fire District:
Participate in meetings with City staff, Eagle Fire District, and the Council Liaison
(Committee) to review and receive input on various site layout options. Three (3) meetings
are anticipated, to be held at City Hall during the development of the site layout.

Assumptions/Exclusions:
• Scope of Word does not include NEC° attendance at public meetings
• Scope of Work does not include any design or construction services for the buildings,
utilities, or site improvements.
• Scope of Work does not include interior layout of any of the proposed structures.
• Shop/office building will be based on an approximate building footprint to achieve the
City and Eagle Fire District goals of a joint facility and may not reflect the final building
footprint.
• Landscaping architecture concepts will be completed by the City. Landscape
concepts prepared by the City will be incorporated into the conceptual site layout.
• Scope of Work does not include any property line surveys, easements, property line
adjustments, or property acquisition services.
Timeline
HECO will provide the above services with the following ta rgeted milestones (Timeline anticipates
a Notice to Proceed [NTP] on May 14, 2025):
✓ Submit initial site plan to Committee with building/area locations shown for comments
(will not include conceptual grading or 3D renderings of buildings)- 1 week after NTP- May
21, 2025
✓ Hold work session with Committee to implement live revisions to the site layout/options
and to receive direction for site layout and 3D renderings - May 28, 2025
✓ Hold work session with Committee to review progress and implement live revisions prior
to City staff presentation to City Council -June 4, 2025
✓ Provide 95% Conceptual Site Layout and Renderings for City staff presentation to City
Council -June 10, 2025
✓ Provide Finalized Conceptual Layout and Renderings with Phase Program Plan based on
input from City Council -June 18, 2025
Compensation
HECO proposes completing the above services for a fixed fee in the amount of $43,325.
