Regular Meeting Minutes
1. CALL TO ORDER: Chairman Wright calls the meeting to order at 6:OOpm.
2. ROLL CALL: Present: WRIGHT, GUERBER, SMITH, Absent: OLAND MCCAULEY A
quorum is present.
3. CONSENT AGENDA: ALL CONSENT AGENDA ITEMS ARE CONSIDERED ACTION ITEMS. Consent
Agenda items are considered to be routine and are acted on with one motion. There will be no separate discussion
on these items unless the Chairman, a Commissioner, member of City Staff, or a citizen requests an item to be
removed from the Consent Agenda for discussion. Items removed from the Consent Agenda will be placed on the
Regular Agenda in a sequence determined by the Rules of Order. Any item on the Consent Agenda that contains
written recommendations from the City of Eagle shall be adopted as part of the Planning & Zoning Commission's
Consent Agenda approval motion unless specifically stated otherwise.

Vice Chairman Guerber moves to accept the consent agenda as written.
Motion seconded by Chairman Wright.

5. PUBLIC HEARINGS: ALL PUBLIC HEARING ITEMS ARE CONSIDERED ACTION ITEMS:
• Public Hearings are legally noticed hearings required by state law. The public may provide
formal testimony regarding the application or issue before the City Council. This testimony will
become part of the hearing record for that application or matter.
• Public hearing testimony time limit: Individuals testifying are allotted three (3) minutes for
non -repetitive testimony.
• Disclosure of ex parte and/or conflict of interest.
A. RZDA-2025-02/CUP-2025-01/PPUD-2025-01/PP-2025-01 - Rezone with a Development
Agreement, Conditional Use Permit, Preliminary Plat, and Preliminary Planned Unit
Development for Whitehurst Village Subdivision - Evans Development LLC: Evans
Development LLC, represented by Becky McKay with Engineering Solutions, is requesting rezone
from A-R (Agricultural -Rural) to R-3-DA-P (Residential with a development agreement — PUD)
and R-1 (Residential), conditional use permit, preliminary development plan, and preliminary plat
approvals for Whitehurst Village Subdivision, a 16-lot (12-buildable [1-existing], 4-common)
residential subdivision. The 5.97-acre site is located approximately 830-feet east of the
intersection of North Park Lane and West Flint Drive, at 3660 West Flint Drive. (KRD)

Becky McKay with Engineering Solutions, 1029 N Rosario Street, Meridian, provides an overview of the
application and responds to questions from the commission.
City Planner , Katelyn Davison, provides an overview of the application and responds to questions from the
commission.
Chairman Wright opens public hearing
Mark Hamleton, 3660 West Front Drive, provides testimony in favor of the project. Notes quality of product,
aesthetics of project, and consideration of privacy as all positives. Also mentions increased safety with
sidewalks and hopes for approval of project.
Chairman Wright closes public hearing
Becky McKay with Engineering Solutions closes presentation with agreement of conditionals of approval
within staff report.
Commissioner Smith moves to recommend for approval item 5A RZDA-2025-02/CUP-2025-01/PPUD-
2025-01/PP-2025-01 - Rezone with a Development Agreement, Conditional Use Permit, Preliminary
Plat, and Preliminary Planned Unit Development for Whitehurst Village Subdivision uh with the
request for waivers as described in the presentation and in the packet and to in compliance with all the
site specific conditions and um um what's the other, site specific and I'm drawing a blank, standard
conditions, sorry, I forgot, sorry to make a mess of that, and uh so and in compliance with site specific
conditions and standard conditions as listed in the packet.
Vice Chairman Guerber Seconds
Commissioner Smith asks, now my questions, do I have to identify each one of those particular waivers
or just as requested.
Chairman Wright confirms the motion is "as requested".
