MINUTES
The Design Review Board met in regular session on May 8, 2025. Norton presiding.
1. CALL TO ORDER: Meeting called to order at 6:07 p.m.
2. ROLL CALL: MIHAN, NORTON, SAYER. Milian attending via telephone.
Absent: LINDGREN, GREER, GRUBB, MURPHY. A quorum is present.
3. CONSENT AGENDA: ALL CONSENT AGENDA ITEMS ARE CONSIDERED ACTION ITEMS.
Consent Agenda items are considered to be routine and are acted on with one motion. There will be
no separate discussion on these items unless a Design Review Board member or City Staff requests
an item to be removed from the Consent Agenda for discussion. Items removed from the Consent
Agenda will be placed on the Regular Agenda in a sequence determined by the Rules of Order. Any
item on the Consent Agenda that contains written recommendations from the City of Eagle shall be
adopted as part of the Design Review's Consent Agenda approval motion unless specifically stated
otherwise.

B. Findings of Fact and Conclusions of Law for the Approval of DR-2025-17 - Childcare
Facility for Avimor Academy - Dillon Ludlow: Dillon Ludlow, represented by Erik
Knudsen with Hillside Architecture, is requesting design review approval of a 9,900-square
foot daycare facility for Avimor Academy. The 0.67-acre site is located on the southwest
corner of North McLeod Way and West Avimor Drive at 18551 North McLeod Way (Lot 1,
Block 11, Avimor Subdivision No. 1). (BAW)
C. Findings of Fact and Conclusions of Law for the Approval of DR-2024-14-MOD2 -
Common Area Landscaping within Torrente Secco Subdivision (Phases 3-6) - Toll
Brothers: Toll Brothers, represented by Brian Garrett with Brian Garrett Architecture and
Design, PLLC, is requesting design review approval of the common area landscaping within
Torrente Secco Subdivision (Phases 3-6). The 65.52-acre site is located at the southeast corner
of West Beacon Light Road and North Palmer Lane between West Beacon Light Road and
West Floating Feather Road at 6397 West Beacon Light Road and 6868 West Floating Feather
Road. (ERF)
Sayer moves to approve the Consent Agenda. Seconded by Mihan. ALL AYES ... MOTION
CARRIES.

5. NEW BUSINESS:
A. ACTIONITEM.• DR-2025-19 - One Townhome Building (3-units) within Valnova Subdivision
No. 1, Lots 30-32, Block 4 - Hallmark Homes: Hallmark Homes, represented by Austin Wilkes, is
requesting design review approval for one townhome building (3-units). The 0.20-acre site is located on
the southeast corner of West Satinwood Lane and North Birch Run Lane at 5681, 5693, and 5701 West
Satinwood Lane within Valnova Subdivision No. 1 (Lots 30-32, Block 4). (BAW)
Norton introduces the item.
Austin Wilkes, 4692 North Brody Avenue, Meridian, Idaho, provides an overview of the application and
responds to questions from the Board.
City Planner, Barb Williams, provides an overview of the application and responds to questions from the
Board.
Norton moves to make a motion to approve DR-2025-19 - One Townhome Building (3-units) within
Valnova Subdivision No. 1, Lots 30-32, Block 4 - Hallmark Homes. Seconded by Sayer. ALL
AYES ... MOTION CARRIES.
B. ACTIONITEM.• DR-2025-20 - One Townhome Building (3-units) within Valnova
Subdivision No. 1, Lots 44-46, Block I - Hallmark Homes: Hallmark Homes, represented
by Austin Wilkes, is requesting design review approval for one townhome building (3-units).
The 0.20-acre site is located on the northeast corner of West Rediva Drive and North Holly
Springs Lane at 6276, 6294, and 6302 North Holly Springs Lane within Valnova Subdivision
No. I (Lots 44-46, Block 1). (BAW)
