Resolution - 2025 - 25-10 - Amending Comp Plan Title 4 To Add Ch. 4.11 Ada Co. Services - 05/27/2025RESOLUTION NO. 25-10 A RESOLUTION OF THE EAGLE CITY COUNCIL, EAGLE, ADA COUNTY, IDAHO AMENDING CHAPTER 4 UTILITIES, FACILITIES & SERVICES OF THE 2017 EAGLE COMPREHENSIVE PLAN, FOR THE ADDITION OF SECTION 4.11 ADA COUNTY SERVICES, AS APPROVED BY THE EAGLE CITY COUNCIL; AFFIRMING THAT PRESCRIBED NOTICE AND HEARING REQUIREMENTS WERE MET IN ACCORDANCE WITH TITLE 67, CHAPTER 65, IDAHO CODE; AND PROVIDING AN EFFECTIVE DATE. WHEREAS, Section 67-6509(b) of the Idaho Code, provides that the City Council may adopt, amend or repeal a Comprehensive Plan; WHEREAS, The City Council on September 22, 2020, amended Chapter 4 of the 2017 Eagle Comprehensive Plan by Resolution No. 20-24; WHEREAS, The City Council on May 9, 2023, amended Chapter 6 and the Future Land Use Map of the 2017 Eagle Comprehensive Plan by Resolution No. 23-09; WHEREAS, The City Council on October 10, 2023, amended Chapter 4 of the 2017 Eagle Comprehensive Plan by Resolution No. 23-31; WHEREAS, The City Council on April 22, 2025, amended Chapter 4 of the 2017 Eagle Comprehensive Plan by Resolution No. 25-07; WHEREAS, the City of Eagle has completed the notice requirements of the Eagle City Code and Idaho Code to amend the City's comprehensive plan to add language in Chapter 4; and WHEREAS, after providing legal notice, transmitting notice to political subdivisions and other jurisdictions, agencies, and entities, and holding a public hearing before the Eagle Planning and Zoning Commission on April 7, 2025, and the City Council on May 13, 2025, the City Council approved the amendment to the 2017 Eagle Comprehensive Plan, Chapter 4, Utilities, Facilities & Services, for the addition of Section 4.11 Ada County Services with underlined text to be added, as identified in Exhibit A, attached hereto. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF EAGLE, IDAHO, as follows: The Eagle City Council hereby amends the 2017 Eagle Comprehensive Plan. This Resolution shall be in full force and effect on May 27, 2025. These facilities provide a countywide benefit and are services not provided by the cities within Ada County. Because of the growth that has occurred over the last few years, Ada County has identified needs in the county that are not being met due to the increased cost of providing these services. Through capital improvement plans and development impact fee studies, the county has determined to adopt impact fees to adequately provide necessary services to an ever-growing community. CHAPTER 4: UTILITIES, FACILITIES & SERVICES 40 In 2024, the City of Eagle received a request to adopt Ada County impact fees for the Ada County Jail, EMS, and Coroner to meet the new demands generated for public facilities in the County. Impact fees are collected as a one- time payment at time of building permit issuance for system improvements needed to accommodate new development in accordance with Idaho Code Title 67, Chapter 82. 4.11.1 ADA COUNTY SERVICES GOAL COORDINATE WITH ADA COUNTY SERVICE PROVIDERS TO DEVELOP PLANS THAT ADDRESS THE NEEDS OF THE COUNTY. ENSURE THAT ADA COUNTY SERVICES ARE ABLE TO MAINTAIN EXISTING LEVELS OF SERVICE AND ACCOMMODATE THE INCREASING DEMANDS IMPOSED BY A GROWING POPULATION. 4.11.2 OBJECTIVES A. Work cooperatively with Ada County service providers to ensure that equipment and personnel are available to maximize effectiveness and efficiently serve Ada County residents. B. Ensure that appropriate funding for needed resources is provided to respond to community needs. 4.11.3 IMPLEMENTATION STRATEGIES A. Implement the collection of Ada County Jail, EMS, and Coroner Impact Fees as determined by the Ada County Impact Fee Studies and Capital Improvement Plans. EAGLE IS HOME 39
