Service Solicited - 2024 - HECO Engineers - Heritage Park Site ImprovementsSCOPE OF WORK For Heritage Park Site Improvements City of Eagle, Idaho Description/Scope of Work HECO Engineers (HECO) will provide project design services for the design of the Heritage Park site in conjunction with the restroom facility already under design. The tasks for the site design services include the following and are further described herein: 1. Topographic Survey (subcontracted) — Provide supplemental topographic survey due to project limits extending beyond previously obtained survey completed in 2017. It is not anticipated that the area previously surveyed will require additional topographic survey. 2. Geotechnical Investigation and Report (subcontracted) — Provide a site geotechnical report summarizing the subsurface conditions and design parameters/constraints based on geotechnical soils investigation. 3. Coordination Meetings —Attend bi-weekly meetings during the project design phase to monitor progress, determine required information, discuss milestones, and update schedule as needed. 4. Project Management & Administration — Perform design project management including design team scheduling, budget monitoring, and monthly invoicing. 5. Preliminary Design • Identification of Site Constraints — Review site with City for approximate locations of existing underground electrical, irrigation, drainage components, and review access limitations. One (1) site visit is planned. • Preliminary Hardscape Layout/Design — Prepare preliminary drawings for concrete/paver layouts based on input/coordination with City staff. Splash pad area is excluded from design and the size/location shall be provided by the City. Hardscape improvements will include improvements to the sidewalk along 2nd Street to meet the City's required streetscape. • Preliminary Drainage Design — Prepare options for storm drainage facilities that include permeable pavers, underground infiltration, and any necessary connection of existing drainage features. Prepare preliminary drawings of drainage facilities to coordinate with proposed underground utilities. Preliminary sizing using the City's Drainage Standards will be completed based on subsurface soil conditions discovered during the geotechnical investigation. • Preliminary Electrical Service Design — Coordinate locations of needed electrical service connections as directed by City including light locations. Prepare preliminary drawings of electrical conduit locations, service locations, and coordinate with other underground utilities. Provide preliminary estimates of electrical loads and lighting analysis. • Preliminary Irrigation Layout — Sprinkler/landscaping irrigation shall be provided by the City. HECO will coordinate the irrigation layout with the preliminary drawings to eENGINEERS HECO SCOPE OF WORK Page 1 of 3 coordinate locations with other underground utilities. It is anticipated that preliminary layouts will be provided by the City in AutoCAD format to incorporate into the design drawings. • Other preliminary design elements, which include park pavilion (shelter), monument sign, and entry gate. The concepts/materials will be determined by the City prior to moving to final design. • Coordination Meetings with City's Splash Pad contractor — HECO will coordinate with the City's selected splash pad contractor to include necessary improvements within the site to accommodate the splash pad construction. Two (2) meetings are anticipated for this coordination. • City Review of Preliminary Design - Obtain City approval of the preliminary design prior to proceeding to final design. Design Review staff shall provide comments regarding the design elements that will be reviewed by the Design Review Board as part of the final design process. City comments will be addressed as part of the final design. One (1) meeting with the City at City Hall is anticipated. 6. Final Design • Final Hardscape Design — Prepare final design drawings for concrete/paver layouts including grading of the site along with sidewalk improvements along 2nd Street. Any permits required for improvements within ACHD rights -of -way will be obtained by the selected contractor, including associated traffic control plans. • Final Drainage Design — Prepare final drainage sizing and details based on selected alternative by City. It is anticipated that permeable pavers will be the primary drainage facility, but other underground facilities may be considered. • Final Electrical Service Design — Prepare final drawings for electrical conduit locations, service locations, wiring to the on -site electrical services and lighting. • Final Irrigation Layout — Sprinkler/landscaping irrigation shall be provided by the City. HECO will coordinate and incorporate the irrigation layout in the final design plans. It is anticipated that the irrigation layout will be provided by the City in AutoCAD format to incorporate into the design drawings. • Final Design of Other Design Elements — Prepare final drawings, required structural calculations, and design details for other park elements, which include park pavilion (shelter), monument sign, and entry gate. The design plans will also include additional details shown on the restroom drawings for a trash enclosure sized to accommodate four (4) garbage totes. Location will be coordinated with the City. • Permitting Package — HECO will provide the submittal package necessary to secure the building permit(s) for structural elements requiring a building permit. It is anticipated that the park pavilion, entry gate, and monument sign will require permits. Respond to corrections from permitting authority. It is anticipated that the permits won't be issued until a Contractor is selected through the bidding process. The permits will be in the name of the Contractor. • Prepare Final Plans & Specifications leENGINEERS HECO SCOPE OF WORK Page 2 of 3 7. Bidding — Bidding services for this scope of work will be integrated with the bidding of the restroom facility as outlined in the Scope of Work for the restroom facility. It is anticipated that the project will be bid as a single project. Assumptions/Exclusions: • The splash pad design and construction are not included within this Scope of Work. Any coordination with DEQ will be completed by the City's selected splash pad contractor. • Location/coordination of any historical/naming of individual pavers shall be determined by the City and provided to HECO for incorporation into design plans as necessary. • Attendance at public meetings (City Council, Design Review Board, etc.) is not included in this scope. • Landscaping architecture and irrigation design will be completed by the City. Plans prepared by the City will be incorporated into the design drawings for bidding. • Bid package will include park fixtures. Specific fixtures and quantity will be identified by the City. • No water and sewer main extensions will be required. • Scope of work does not include any necessary easements, property line adjustments, or property acquisition services. • Construction services can be included in separate scope of work. Timeline HECO recognizes that time is of the essence and that the project is under a condensed timeline and will provide services with the following targeted milestones. It shall be noted that this schedule is dependent upon coordination, approvals, and direction by the City. ✓ Complete Final Design — January 31, 2025 ✓ Public Advertisement for Construction — February 6 — February 27, 2025 V Bid Opening — February 27, 2025 ✓ Bid Award — Council Meeting March 11, 2025 ✓ Notice to Proceed/Begin Construction — April 1, 2025 ✓ Complete Construction — October 31, 2025 Compensation HECO proposes to complete the above services for a fixed fee in the amount of $100,250 and added to the fixed fee amount approved for the restroom design services approved by the City on December 12, 2022.
