MINUTES
The Design Review Board met in regular session on April 24, 2025. Lindgren presiding.
1. CALL TO ORDER: Meeting called to order at 6:00 p.m.
2. ROLL CALL: Present: LINDGREN, MIHAN, MURPHY, NORTON, GRUBB, AND
SAYER. Absent: GREER. A quorum is present.
3. CONSENT AGENDA: ALL CONSENT AGENDA ITEMS ARE CONSIDERED ACTION
ITEMS. Consent Agenda items are considered to be routine and are acted on with one
motion. There will be no separate discussion on these items unless a Design Review Board
member or City Staff requests an item to be removed from the Consent Agenda for
discussion. Items removed from the Consent Agenda will be placed on the Regular Agenda
in a sequence determined by the Rules of Order. Any item on the Consent Agenda that
contains written recommendations from the City of Eagle shall be adopted as part of the
Design Review's Consent Agenda approval motion unless specifically stated otherwise.

B. Findings of Fact and Conclusions of Law for the Approval of DR-2025-14 -
Master Sign Plan for Eagle Point Commercial - Landmark Pacific Investors,
LLC: Landmark Pacific Investors, LLC, represented by Kate Watson with Superior
Signs Idaho, is requesting design review approval for a master sign plan for Eagle
Point Commercial. The 2.84-acre site is located on the northeast corner of West State
Street and State Highway 44 (Parcels Nos. S0507427890, S0507427880, and
S0507427860). (ERF)
C. Findings of Fact and Conclusions of Law for the Denial of DR-2024-29 - 269 East
Idaho Mixed Use Building - Michelle Webb: Michelle Webb, represented by Julie
Benintendi with BRS Architects, is requesting design review approval for a 6,910-
square foot, three-story, mixed use building (four residential units and two office
[business and professional]/retail) units). The 0.16-acre site is located on the south side
of East Idaho Street approximately 78-feet west of the intersection of East Idaho Street
and North 2nd Street at 269 East Idaho Street. (ERF)
D. Findings of Fact and Conclusions of Law for the Denial of DR-2024-30 - 269 East
Idaho Street Mixed Use Building Master Sign Plan - Michelle Webb: Michelle
Webb, represented by Julie Benintendi with BRS Architects, is requesting design
review approval for a master sign plan for a mixed use building (four residential units
and two office [business and professional]/retail) units). The 0.16-acre site is located
on the south side of East Idaho Street approximately 78-feet west of the intersection of
East Idaho Street and North 2nd Street at 269 East Idaho Street. (ERF)
Planner Gero recommends removing item 3C from the Consent Agenda.
Lindgren moves to approve the Consent Agenda items 3A-3D excluding 3C. Seconded by
Murphy. ALL AYE ... MOTION CARRIES.
C. Findings of Fact and Conclusions of Law for the Denial of DR-2024-29 - 269 East
Idaho Mixed Use Building - Michelle Webb: Michelle Webb, represented by Julie
Benintendi with BRS Architects, is requesting design review approval for a 6,910-square

Gero recommends adding a section to the findings that states, March 3, 2025 (site, floor, roof,
photometric, and landscape plays, building elevations, justification letter).
Grubb makes a motion to approve consent agenda item 3c with the following modifications
to item C3, on the application section B at the end of the paragraph, add March 3, 2025
(site, floor, roof, photometric, and landscape plays, building elevations, justification letter).
Seconded by Sayer. ALL AYES ... MOTION CARRIES.
4. NEW BUSINESS:
A. ACTION ITEM. DR-2025-17 - Childcare Facility for Avimor Academy - Dillon
Ludlow: Dillon Ludlow, represented by Erik Knudsen with Hillside Architecture, is
requesting design review approval of a 9,900-square foot daycare facility for Avimor
Academy. The 0.67-acre site is located on the southwest corner of North McLeod Way
and West Avimor Drive at 18551 North McLeod Way (Lot 1, Block 11, Avimor
Subdivision No. 1). (BAW)
Eric Hudson, Bobwhite Court, Boise, Idaho, provides an overview of the application and
responds to questions from the Board.
City Planner, Barb Williams, provides an overview of the application and responds to questions
from the Board.
General discussion amongst the Board.
Lindgren recommends for approval for action item 4A DR-2025-17 - Childcare Facility for
Avimor Academy with site specific conditions 1-10 as provided by staff and with the
addition of site specific condition 11, which is to have the applicant provide an alternate
plant species than the Buckthorn Romanus that is adjacent to the play area and the
recommendation would be to replace the species that would not provide the same challenge
and to be reviewed by staff and one member of the Board. Add site specific condition 12,
which is to recommend the that the placement and the location of the trash enclosure as
proposed initially on the north corner of that drive isle that, that is the application that the
Board would prefer to see and with the modification to the sidewalk that would provide a
whole 5 foot landscape strip around the trash enclosure to be reviewed by staff and one
member of the Board. Seconded by Sayer. ALL AYES ... MOTION CARRIES.
B. ACTION ITEM. DR-2024-14-MOD2 - Common Area Landscaping within Torrente
Secco Subdivision (Phases 3-6) - Toll Brothers: Toll Brothers, represented by Brian Garrett
with Brian Garrett Architecture and Design, PLLC, is requesting design review approval of the
common area landscaping within Torrente Secco Subdivision (Phases 3-6). The 65.52-acre site is
located at the southeast corner of West Beacon Light Road and North Palmer Lane between
West Beacon Light Road and West Floating Feather Road at 6397 West Beacon Light Road and
6868 West Floating Feather Road. (ERF)
Kim Siegenthaler, 1509 South Tyrell Lane, Boise, Idaho, provides an overview of the application
and responds to questions from the Board.
City Planner, Emily Gero, provides an overview of the application and responds to questions
from the Board.
Lindgren makes a recommendation of approval of Action Item DR-2024-14-MOD2 with
site specific conditions of approval 1— 9 as stated with the following exceptions, strike site
specific condition 2, add revised condition 2 to read that the Chanticleer Pear that is being
proposed between the common area along palmer is to be approved but not considered in
the City Code as class one, but other tree designations authorities have stated that it is a
class two and so the Board is recommending approval of that choice of species of trees
along that way. Seconded by Murphy. ALL AYES ... MOTION CARRIES.
6. REPORTS:
A. Design Review Board: Norton states that he was reappointed to the Design Review
Board.
B. Staff: City Planner, Barb Williams provides an update of pending applications for the
next Design Review Board.
7. ADJOURNMENT:
Sayer makes a motion for adjournment. Seconded by Murphy. ALL AYES ... MOTION
CARRIES.
