March 21, 2019 5:30 p.m.
1. CALL TO ORDER: The meeting was called to order at 5:30 P.M.
2. ROLL CALL: BAUN, BROOM, CROCKETT, FRIEND, HEILMAN, MARSHALL, STIRRAT
Absent - BALTN, CROCKETT.
BAUN entered the meeting at 5:32pm
3. APPROVAL OF MINUTES:
A. Minutes of February 21, 2019
Baun moved to approve the minutes of February 21, 2019, as written. Seconded by Stirrat.
ALL AYES... MOTION CARRIES.
4. PUBLIC COMMENT:
None
5. ARTS COMMISSION:
Introductions by Jane Kramer and Bernard Echanow from Eagle Arts Commission. The Arts Commission
advised the Parks, Pathways and Recreation Commission that they are available to collaborate on future
projects such as maps, murals and sculptures.
6. MAYORS BRIEFING:
Mayor Ridgeway stated that many communities have impact fees for things, but the City of Eagle has impact
fees for parks, pathways and trails. The Arts Commission is funded from the General Fund. Currently for
Parks & Pathways, funding needs to go towards the 35 -acre park. Requests have been made for a community
garden, community center and to enlarge the senior center. Mayor Ridgeway asks the Parks Commission to
be aware of the city's financial obligations and where funds need to go.
Commissioner Baun asked in regard to the 35 -acre park, is there a concept plan. Mayor Ridgeway stated
there was a concept plan before the purchase of the park and the general plan is to build a 3 5 -acre dog park.
The concept plan consists of the dog park, 4 softball/baseball fields, restrooms, small maintenance building,
playground area and parking.

7. TRAIL SUPERINTENDENT REPORT:
Brandon Johnson read a prepared statement by Steve Noyes who is out of town.
Commissioner Baun inquired about Avimor and what effect it will have on the trail system relative to the
master plan. Council Member Pittman stated that the City of Eagle is not expecting anything to happen with
Avimor right away and suggests not considering Avimor at this time.
General Discussion
A. ACTIONITEM.• Adoption of the March 2019 Trails and Pathways Master Plan
Commissioner Baun makes a recommendation that the Parks, Pathways and Recreation Commission
forward to the Council the approval of the drafts the Pathways and Trails Plan with the
recommendation that a supplemental packet be developed associated with funding for operation
maintenance implementation. Seconded by Commissioner Friend ... ALL AYES. MOTION CARRIES.

8. RECREATION SUPERINTENDENT REPORT:
Brandon Johnson provided updates on upcoming classes such as Kids Cooking, Belly Dancing and Market
Academy. Applications are rolling in for the Eagle Saturday Market. Activity Guides will be out by April 151
and an additional zip code of 83646 has been added for delivery.
