Minutes - 2024 - Eagle Arts Advisory Committee - 11/04/2024 - RegularEAGLE ARTS ADVISORY COMMITTEE MEETING MINUTES November 4, 2024 1. CALL TO ORDER: Brian Allen calls the meeting to order at 3:00 pm. 2. ROLL CALL: Present: ALLEN, HAMLETT, ROSS, SHAWVER. A quorum is present. 3. APPROVAL OF MINUTES: Ross makes a motion to approve the minutes as presented. Seconded by Shawver. ALL AYE...MOTION CARRIES. 4. NEW BUSINESS: A. Ea le Plein Air Festival 2024 Presentation: Meg Glasgow will discuss the Eagle Plein Air Festival that wrapped up on October 11, 2024. Brian Allen introduces the item. Meg Glasgow, the owner of Finer Frames, gives a brief overview of the Plein Air Festival. Ms. Glasgow presents ideas for the Arts Advisory Committee to be involved in the Festival in the future, and requests they consider three things; a purchase of a piece of art from the Festival, allocating a $1000 purchase prize as part of the EAAC grant funds, and a potential art mural as a community project on a future building. It is discussed to place the items on the next regular meeting agenda. B. ACIION 11EM Eagle City Athletic Park Donation Campaign Overview: Staff will present an overview of the planned Eagle City Athletic Park donation campaign and solicit ideas for EAAC involvement. (HNC) Brian Allen introduces the item. Holly Csencsits, Deputy Clerk/Treasurer, gives a brief overview of the future park location and requests the Committee's approval to publish a Call for Artists to submit designs for a logo for the park donation campaign and asks the Committee to assign a monetary reward for the winning design. Shawver makes a motion to dedicate $500.00 of the Arts Advisory Committee budget towards the Call for Artists creation of a logo for the athletic park. Seconded by Hamlett. ALL AYE... MOTION CARRIES. C. ACTION ITEM: Community Art Project "Hearts for Seniors": Staff requests approval to publish a community art project for Eagle's student -age residents, in January 2025, to draw and decorate Valentines Day hearts to be distributed to Eagle's senior residents. Brian Allen introduces the item. It is discussed that the 2024 "Hearts for Seniors" project was successful and should be done again in 2025. Ross makes a motion to continue the community art project "Hearts for Seniors" for 2025. Seconded by Shawver. ALL AYE...MOTION CARRIES. D. ACTION ITEM: Call for Artists for a Youth Art Show for Arbor Dav: Staff requests the approval to publish a Call for Artists for a Youth Art Show for the month of April 2025 in celebration of Arbor Day and to recommend to Council EAAC funds be used for two prize baskets for the winners in an amount not to exceed $150.00. Brian Allen introduces the item. It is discussed that the previous year Youth Art Show for Arbor Day was a success. Shawver makes a motion to approve the publishing of a Call for Artists for a Youth Art Show for 2025 and approve the amount not to exceed $150.00 for the prizes. Seconded by Hamlett. ALL AYE...MOTION CARRIES. E. Fiscal Year 2025-2029 Capital. Plan Update: Staff will review the fiscal year 2025- 2029 Capital Plan, adopted on October 22, 2024. (NBS) Brian Allen introduces the item. Nichoel Baird Spencer, Director of Long -Range Planning & Projects, gives a presentation of the Capital Plan and distributes handouts to the committee. *The presentation material can be found on the October 22, 2024 City Council Meeting agenda. F. ACTION ITEM: Pueblo Lindo Exterior Art Mural: Staff is requesting discussion and recommendation of approval, or denial, for City Council of the mural painted on the exterior of the business located at 1396 E. State Street. Brian Allen introduces the item. William Vaughan, Planning & Zoning Director, explains why the item is on the agenda and the City process required for an approved Art Mural. Pictures of the mural are displayed. Committee member Hamlett comments on the design of the mural and expresses concern that it does not represent Eagle. William Vaughan asks the Committee their thoughts on the color of the building. Discussion amongst the Committee. Ross makes a motion to recommend to City Council to approve the color of the building and the Art Mural. Seconded by Shawver. ALL AYE...MOTION CARRIES. 5. REPORTS: A. Staff: Nothing to report. B. Committee: City Councilmember Gindlesperger gives a report regarding interest in another public mural and discusses City events returning to Heritage Park once the park remodel is complete. 6.
