Minutes - 2025 - Design Review Board - 03/27/2025 - RegularDESIGN REVIEW BOARD MINUTES The Design Review Board met in regular session on March 27, 2025. Greer presiding. 1. CALL TO ORDER: Meeting called to order at 6:00 p.m. 2. ROLL CALL: LINDGREN, MIHAN, MURPHY, NORTON, GRUBB, SAYER, GREER. Absent: LINDGREN. A quorum is present. 3. CONSENT AGENDA: ALL CONSENT AGENDA ITEMS ARE CONSIDERED ACTION ITEMS. Consent Agenda items are considered to be routine and are acted on with one motion. There will be no separate discussion on these items unless a Design Review Board member or City Staff requests an item to be removed from the Consent Agenda for discussion. Items removed from the Consent Agenda will be placed on the Regular Agenda in a sequence determined by the Rules of Order. Any item on the Consent Agenda that contains written recommendations from the City of Eagle shall be adopted as part of the Design Review's Consent Agenda approval motion unless specifically stated otherwise. Findings of Fact and Conclusions of Law for the Approval of DR-2025-04 - Multi - tenant Restaurant/Retail Building within East End Marketplace - Rennison Companies: Rennison Companies, represented by Walt Lindgren with Lindgren Labrie Architecture, is requesting design review approval for a 5,341-square foot multi -tenant restaurant/retail building. The 0.67-acre site is located on the east side of South Edgewood Lane approximately 325-feet north of State Highway 44 at 650 & 750 South Edgewood Lane within East End Marketplace. (ERF) C. The 7.97-acre site is located at the northeast corner of West Old Valley Road and North Linder Road at 4526 and 4648 West Old Valley Road. (ERF) E. Findings of Fact and Conclusions of Law for the Approval of DR-2024-11 - Master Sign Plan for Riverwood Condominiums - West Old Valley LLC: West Old Valley LLC, represented by Justin Waters with Julie Rivers Development, is requesting design review approval for a master sign plan for the Riverwood Condominiums. ACTION ITEM: DR-2025-05 - Common Area Landscaping and Amenities within Capella Estates Subdivision - Laren Bailey: Laren Bailey is requesting design review approval of the common area landscaping and amenities within Capella Estates Subdivision. The 54.24-acre site is located on the north side of West State Street across from the intersection of North Riverview Street and West State Street (Ada County Parcel #'s S0508325405, S0508314800, and S0508244605). (BAW) Vice Chairman Greer introduces the item. Laren Bailey, 4824 West Fairview Avenue, Boise, Idaho, provides an overview of the application and responds to questions from the Board. City Planner, Barb Williams, provides an overview of the application and responds to questions from the Board. Greer makes a recommendation to approve DR-2025-05 - Common Area Landscaping and Amenities within Capella Estates Subdivision with the following site specific conditions: Site specific conditions 1-4 to remain the same. Strike condition 4 and to approve as presented on 3/27/25 the updated sheet. Strike 5 and approve as presented on 3/27/25 meeting. Leave condition 6. 5-7 will stay. Add condition 8 to approve the pickle ball court fencing. And item 9, for the fencing as shown with the solid vinyl around the common area. The common areas are the only two exceptions. ACTION ITEM: DR-2025-07 - Common Area Landscaping within Valnova Subdivision No. 4 —Lots 25 and 26 - Clyde Capital Group: Clyde Capital Group, represented by Eric Langvardt with Langvardt Design Group, is requesting design review approval of the common area landscaping within Valnova Subdivision No. 4 — Lots 25 and 26 (Spring Valley PUMP No. 1). The 73.07-acre site is located approximately 2,122-feet northwest of the intersection of Aerie Way and Linder Road (approximately 1- mile east of State Highway 16)(Ada County Parcel #'s R8954702950 and R8954703000). (BAW) Brenda Watsworth, 336 West Broadway, Salt Lake City, Utah, provides an overview of the application and responds to questions from the Board. The 48.1-acre site is located approximately 650-feet west of the intersection of Aerie Way and Linder Road (approximately 1.3-miles east of State Highway 16)(Ada County Parcel # R8954702850). ACTION ITEM: DR-2025-10 - Office (Business and Professional) and Personal Improvement Building within Stillwater Subdivision - CrossFit E3: CrossFit E3, represented by Jeff Hatch with Hatch Design Architecture, is requesting design review approval for a 10,916-square foot, two story, office (business and professional) and personal improvement building. The .95-acre site is located on the north side of West Copper Silo Street approximately 150-feet west of South Urban Gate Avenue at 2320 West Copper Silo Street (Lot 2, Block 6, Stillwater Subdivision No. 1). (ERF) Greer introduces the item. Jeff Hatch, 200 West 36t' Street, Boise, Idaho, provides an overview of the application and responds to questions from the Board. City Planner, Emily Falco, provides an overview of the application and responds to questions from the Board. Greers makes a recommendation to approve DR-2025-10 - Office (Business and Professional) and Personal Improvement Building within Stillwater Subdivision - CrossFit E3 with site specific conditions 1-4 as listed. Site condition 5, revised to approve a 3-foot-wide landscape buffer on the east property line as submitted by the applicant. Item 8, add to that condition that the Stillwater fixtures that are approved are acceptable substitution. The rest will remain with the addition of site specific condition 18 to provide a location of the electrical and gas meters and other utilities when those are determined and located so we can verify screening to be reviewed by one board member and staff. 19, HVAC there will be no ground units and if there are changes to the HVAC and the roof plan that we can see those plans with a cross section for the review by one board member and staff.
